THERE is an Arab adage - “Destiny reunites two even though they thought reunion was impossi- ble”. This applies to the 41st GCC summit that was held in the Saudi city of Al-Ula, and what the GCC arena witnessed in the last three and a half years of division, which has now ended as a result of Kuwait’s persistence in mending the relations within this organization. Undoubtedly, this meeting was a source of joy for all the people of the GCC countries. The Qataris were happy with their Amir’s decision to participate in the summit, and to open the borders with the big brother Saudi Arabia, whose people also rejoiced with this great positive development, as well as Bahrain, Oman and the United Arab Emirates — the commonalities of these nations are greater than all interests. The GCC nationals have been dreaming for long to have linked capitals, either through the railway, easy movement among the GCC states, or the electrical connection and exchange of goods, and of enhancing their own economic power through a unifi ed industrial and food pro- duction system. They also feel at home whenever they are in the Gulf countries... they do not feel alienated or uncomfortable. That is why the atmosphere cre- ated by the previous crisis became the cause for a massive heartbreak in every GCC national. After this historic reconciliation, we all have to bring out some of the hidden things in front of all the Gulf people — those in Doha as well as in Riyadh, Abu Dhabi, Kuwait, Manama and Muscat — and call things by their names. KUWAIT CITY, Jan 5: In reaction to the highlighted issue regarding “weak family control” that was recently pub- lished after the incident on the recruit- ment of teenagers by ISIS, social activist Abdul Rahman Al-Hudayeb said he had prepared a proposal titled “Family driv- ing license” for those intending to mar- ry, which will contribute to reducing family problems, either between spouses or in terms of raising children, reports Al-Qabas daily. In a press statement, Al-Hu- dayeb explained that one of the top causes that make children susceptible to recruitment into the world of vice is divorce and family problems, and the subsequent lack of care to- wards children especially with the lack of sense of responsi- Al-Hudayeb bility from the father’s side. This prompted him to submit a proposal for the “family driving license” law. License The family driving license, according to the pro- posal, is a license granted to those who intend to enter matrimonial life, provided that they pass psychologi- cal, social, educational and legal courses established by the competent government authority. The proposed law consists of ten articles – the fi rst article stipulates the defi nition of terms, the second defi nes the family driving license, and the third is con- cerned with the objectives of the license, which is to provide and equip those who are to get married with the information and skills necessary for the success of their married life. The fourth article stipulates the general provisions, which is that it is not permissible for the competent government agency to write, document and approve marriage contracts for citizens, whether they are in- side or outside Kuwait, except after the spouses obtain a family driving license certifi cate from the Supreme Family Council. The proposal stipulated that the age of the partici- pant in the course should not be less than 16 years, and the validity period of the license is fi ve years. In his proposal, Al-Hudayeb excluded holders of an accredited bachelor’s degree in Islamic jurisprudence (Sharia) majors from obtaining the license. The proposal placed the responsibility of the cost of the sessions on the General Secretariat of Awqaf. The responsibilities of the Supreme Family Coun- cil are to organize psychological, social, educational, health and legal courses and select lecturers in accor- dance with special standards and controls set by the Supreme Family Council so that they would have the necessary experience, competence and presentation skills. Experience Al-Hudayeb cited the Malaysian experience in applying the family driving license, explaining that youths of both genders are not allowed to marry without passing specialized training cours- es and accordingly they are granted a marriage license. The courses include legal materials about social life before and after marriage, as well as lessons on healthy, psychological and spiritual life of those who are about to get married, how to solve marital prob- lems, and to raise children and provide them with good education. He stressed that this experiment has achieved great success, as Malaysia has become one of the countries in the world with lowest divorce rates, which is less than eight percent, and thus reducing the behavioral problems among children. Serbian President Aleksandar Vucic attended a ceremony Friday for the opening of the 400-kilometer (250-mile) section of the Turkish Stream pipeline, saying that Serbia has become “much richer” thanks to the new Russian energy supplies. “Serbia has managed, with the help of our Russian friends and partners, to secure supply on its territory with gas,” Vucic said. “From our territory, gas will go towards Hungary, Bos- nia-Herzegovina, we will look at what other territories and countries (will be included) in the future. It’s an important and great day for our country.” Serbia has so far received the Russian gas via Hungary and Ukraine.
