Trends in Natural Gas and Electricity Prices in the District What is Electric Restructuring? • The DC Council passed legislation at the end of 1999 which permits the DCPSC to introduce competition into the electric industry in the District. Since January 2001, you can choose the supplier of your electric generation and transmission services, while PEPCO is the only distribution company. Generation Transmission Electric Restructuring Distribution Utility Consumer How We Regulate Generation, Transmission, and Distribution Services • Generation rates: Prices are market-based. PEPCO procures its power supply through a competitive solicitation under the direction of the Commission and monitored by the Office of the People’s Counsel. New rates go into effect on June 1. • Transmission rates: Prices are regulated by the Federal Energy Regulatory Commission and passed on to consumers. • Distribution rates: The Commission sets the rate for the distribution portion of the bill through a rate case. Questions to Ask Each Alternative Supplier • What is your price to compare (generation and transmission charges)? • What are the terms and conditions of the contract? • Are renewable resources used and to what extent? • Is there a penalty for switching before the end of the contract? If yes, how much is the fee? • Are there any additional charges? • How will I be billed? (Separately or by PEPCO) • What kind of billing and payment options are available?
