project at Fornebu. Winning the contract for construction and operation of the transport network at Fornebu would result in a pilot and reference project and be a market opener for the system to be developed by the PRT JV. A separate section below gives an introduction to the historical and political context and the major milestones in the decision process on the Fornebu area public transportation system. As this information is extensive and belongs to the preconditions for the PRT JV project, it will not be repeated at full length here. The preliminary layout of the PRT solution for Lysaker- Fornebu has four unidirectional loops, and the total length of the main tracks is 8.9 km. The presented configuration involves 13 stations, which gives a 500-600 meter distance between stations. The proposed solution gives good area coverage, good capacity and short total travel time. It is easy to expand the suggested configuration with new loops. From the central area around the station at Lysaker, it is possible to further develop the PRT system to the north and east Estimated critical capacity for the PRT is 3 000 passengers from Lysaker to different locations in the Fornebu area during a morning peak hour. The basis for this estimate are gathered from the white book “Bane til Fornebu, mars 2002”, published by the County Council. With 2.0 passengers per vehicle, the estimated demand of 3000 passengers an hour gives headway between vehicles of 2.4 seconds. The estimates for traffic load are valid for a full development of the Fornebu area. This will be in place about 2015. For the first years of operation from 2007, the traffic load will be less than 50% of the complete system. The plan for the PRT system is to start operation with a safe headway of 3.0 seconds. This will give sufficient capacity for the first years of operation. In a new white paper from the Akershus County of April 2003, there is a suggestion on extending Kolsåsbanen Metro line down to Lysaker. This could mean an increase in traffic demand of 50%, or about 4500 passengers in the peak hour. Development of the PRT system should therefore have a target of reaching 1.5 seconds safe headway to be competitive and robust for future extensions of the PRT system or development of other parts of the Public Transport network. Our main competitive advantage is the fact that we are proposing a totally new transportation solution which is cheaper and more flexible. We believe that the PRT solution will be at 25 % cheaper both to build and to operate than any of the APM-systems. The latest proposal, where the APM would reach the station at Lysaker via tunnel, will increases the difference in costs even further. The PRT is much more flexible when it comes to track layout and timing. This is important for the authorities, but also for the property owners, who more easily can come to agreement both with the authorities and the PRT-developers on the track layout. It may also be possible to start operation of PRT from Lysaker to Telenor and IT Fornebu before an APM can start operation in 2008. Version 1.0 Company: Interconsult AS DocID 1-AB-14-16-1.0 Responsible: Jan Orsteen Date 25.04.03 The PRT Project – Phase 1 D&E Page 4 of 15 Calculation of investment cost has started and the first estimate of total cost for the proposed solution for the FlyBy project at Fornebu can be presented at the end of May. 2 Purpose and scope of this report The main purpose of this report is to give the PRT JV Steering Committee as well as management in the partner companies and potential SPC partners an overview of the preliminary plan for the FlyBy PRT project on Fornebu, Norway, both as to layout, organisation and important issues to win the contract for the FlyBy Consortium. A separate document presenting the project has been made for other stakeholders, like political authorities etc. The reader is first presented to the general background, then to our preliminary proposal for a PRT system
