project at Fornebu. Winning the contract for construction and operation of the transport network at Fornebu would result in a pilot and reference project and be a market opener for the system to be developed by the PRT JV. A separate section below gives an introduction to the historical and political context and the major milestones in the decision process on the Fornebu area public transportation system. As this information is extensive and belongs to the preconditions for the PRT JV project, it will not be repeated at full length here. The preliminary layout of the PRT solution for Lysaker- Fornebu has four unidirectional loops, and the total length of the main tracks is 8.9 km. The presented configuration involves 13 stations, which gives a 500-600 meter distance between stations. The proposed solution gives good area coverage, good capacity and short total travel time. It is easy to expand the suggested configuration with new loops. From the central area around the station at Lysaker, it is possible to further develop the PRT system to the north and east Estimated critical capacity for the PRT is 3 000 passengers from Lysaker to different locations in the Fornebu area during a morning peak hour. The basis for this estimate are gathered from the white book “Bane til Fornebu, mars 2002”, published by the County Council. With 2.0 passengers per vehicle, the estimated demand of 3000 passengers an hour gives headway between vehicles of 2.4 seconds. The estimates for traffic load are valid for a full development of the Fornebu area. This will be in place about 2015. For the first years of operation from 2007, the traffic load will be less than 50% of the complete system. The plan for the PRT system is to start operation with a safe headway of 3.0 seconds. This will give sufficient capacity for the first years of operation. In a new white paper from the Akershus County of April 2003, there is a suggestion on extending Kolsåsbanen Metro line down to Lysaker. This could mean an increase in traffic demand of 50%, or about 4500 passengers in the peak hour. Development of the PRT system should therefore have a target of reaching 1.5 seconds safe headway to be competitive and robust for future extensions of the PRT system or development of other parts of the Public Transport network. Our main competitive advantage is the fact that we are proposing a totally new transportation solution which is cheaper and more flexible. We believe that the PRT solution will be at 25 % cheaper both to build and to operate than any of the APM-systems. The latest proposal, where the APM would reach the station at Lysaker via tunnel, will increases the difference in costs even further. The PRT is much more flexible when it comes to track layout and timing. This is important for the authorities, but also for the property owners, who more easily can come to agreement both with the authorities and the PRT-developers on the track layout. It may also be possible to start operation of PRT from Lysaker to Telenor and IT Fornebu before an APM can start operation in 2008. A separate document presenting the project has been made for other stakeholders, like political authorities etc. The reader is first presented to the general background, then to our preliminary proposal for a PRT system

These changes are clearly a major challenge for risk management systems in OECD countries, which have occasionally proved unable to protect the life and welfare of citizens or the continuity of economic activity. The OECD Futures Project on Risk Management Policies was launched in 2003 in order to assist OECD countries in identifying the challenges of managing risks in the 21st century, and help them reflect on how best to address those challenges. The focus is on the consistency of risk management policies and on their ability to deal with the challenges, present and future, created by systemic risks. The Project covers a range of risk management issues which were proposed by the participating countries and together form three thematic clusters: natural disasters, risks to critical infrastructures, and the protection of vulnerable population groups. In the first phase of the Project, the OECD Secretariat prepared a case study for each issue. The studies cover both recent international developments of interest and the national policy context, and come with a tool for self-assessment to be used later in the Project in order to review the national policies in question.

Using an instrumental qualitative case study research design, this paper examines the evolution of sustainable aviation fuels at Oslo Airport Gardermoen. Oslo Airport Gardermoen was the first airport in the world to offer the first airport in the world to offer aviation biofuels to all airlines in 2016. The qualitative data were examined by document analysis. The study found that the use of sustainable aviation biofuels has delivered tangible environmental benefits to Oslo Gardermoen Airport. The usage of aviation biofuels has enabled the airport, and the airlines using sustainable aviation biofuels, to reduce their greenhouse gases by 10-15%. Also, as part of Norway’s efforts to reduce greenhouse gas emissions, the Norwegian Government have mandated that the aviation fuel industry must mix 0.5% advanced biofuel into jet fuel from 2020 onwards.

    PRESS RELEASE 23 APRIL 2020 Ruter and the Municipality of Bærum sign micromobility contract with TIER TIER has been confirmed as the new supplier of micromobility solutions for the Municipality of Bærum. The municipality’s bike hire scheme will now be expanding to include electric scooters and electric bicycles. Ruter, the Public Transport Authority of Oslo and the former Akershus region, has entered into a public-public collaboration with the Municipality of Bærum. The purpose of the collaboration is to establish a wide range of mobility services for Bærum. The procurement process has now been concluded, with TIER GmbH being selected as the municipality’s supplier of micromobility solutions. – This will be the first time Ruter integrates micromobility solutions into our existing public transport system. Our collaboration with the municipality is working very well, and we believe this is going to be an important step towards the future of mobility services," says Endre Angelvik, director of mobility services at Ruter. The partnership’s plan is to integrate shared e-bikes and e-scooters into the existing public transport system – first in Lysaker, Sandvika and Fornebu in 2020, then in other parts of the municipality during springtime next year. Ruter and the municipality of Bærum intend for the new micromobility scheme to become a valuable and safe addition to the environments where they are introduced. To this end, the partnership will aim to keep in close touch with the municipality’s general population, for purposes of receiving feedback and making adjustments. Photo: Øystein Grue Time for trains The past year marked the 150th anniversary of the railways in Norway and proved a worthy celebration. Punctuality has never been better, rail traffic is growing, and in summer 2004 the Norwegian Parliament took the historic decision to invest NOK 26.4 billion in developing a competitive rail network over the ten years from 2006 to 2015. In other words, the anniversary year not only provided the opportunity for a nostalgic look back, but also confirmed that the railways will continue to play a central role in the years ahead. In line with Parliament’s decision, value our good working relationship with autumn 2005. This brings us one step clo- Jernbaneverket has drawn up an action the trade unions.
