    Chapter 1 1 BACKGROUND AND PLANNING CONTEXT 1 Background and Planning Context The West of the Hudson Regional Transit Access Study (WHRTAS) has been initiated by MTA Metro- North Railroad (Metro-North) in partnership with the Port Authority of New York and New Jersey (Port Authority) and in cooperation with New York State Department of Transportation (NYSDOT) and New Jersey Transit (NJT) to improve mobility and accessibility in the West of Hudson region. Projected population and employment growth in Orange County, together with growth in ridership on Metro-North’s West of Hudson commuter service and a projected rise in Stewart International Airport (SWF) operations, necessitates the consideration of improved and expanded transit services for travelers in the region. WHRTAS evaluates alternatives for improving transit services between Central Orange County and Manhattan and access to SWF from the surrounding regions, Lower Hudson Valley and New York City. The Federal Transit Administration (FTA) is the lead federal agency for this study which is being conducted in accordance with FTA’s Alternatives Analysis requirements for New Starts program funds. The study also considered the requirements of the National Environmental Policy Act (NEPA) of 1969. Extensive agency coordination and public outreach was implemented to obtain input and guidance throughout this study. This included the formation of a Technical Advisory Committee (TAC), which reviewed study material, advised on technical issues, and coordinated with a broad array of elected officials, agencies, organizations, and the general public through direct communication, workshops, roundtable discussions, and open houses. WHRTAS is being conducted in two phases. Phase I is the initial Alternatives Analysis (AA) phase, which evaluates the benefits, costs, and impacts of broad range of transit alternatives with the potential to meet the project's goals and objectives and concludes with the recommendation of a short list of alternatives.

The range of services include local services within towns and within the County, and commuter services to Westchester County and to Manhattan. Each of these five service categories is described below. Transport of Rockland (TOR): Rockland County economy, increased to 20 percent which is still contracts with two private operators to provide fixed somewhat low for a suburban system. This rate is route bus service under the name Transport of Rockland driven to a large degree by stable fare levels, supported (TOR). The Fixed Route operators are Rockland in turn, by the County’s use of funds it receives from Coaches and Hudson Transit, both subsidiaries of MTA pursuant to an agreement from the 1980's. Coach USA. DeDartment of Transportation's Urban Mass Transportation Administration released today an updated directory of 686 local fixed route transit operations in 279 urbanized areas (UZAs) of over 50,000 population. As shown in the summaries on page 19, the vehicle requirements for weekday schedules in these UZAs are 3,566 commuter rail cars, 7,450 rapid transit cars, 551 light rail cars, 42,925 motor coaches, 503 trolley coaches and 28 cable cars. These figures are peak requirements, not fleet size. For purposes of this compilation, a transit operation is a fixed route, regularly scheduled service, available to the general public, offering rides wholly within, or commuter rides from outside a particular UZA. Maps showing UZA borders appear in U.S. Census Bureau publication PC (1)-A, by states. UZA listings are in the order of population rank. To find a particular UZA, refer to page 1, where UZAs are listed alphabetically, or to page 21, where they are listed by states. Users of this directory desiring to identify systems of a certain size, or operating different modes, will find useful information in column 5. This directory replaces Technical Notice 2-80 dated August 1, 1 980. Another listing in this series is TN 1-81 dated March 9, 1981, reporting services available in communities of less than 50 ,000 population.
