De Minister-president Minister van Algemene Zaken Postbus 20001 2500 EA Den Haag In afschrift aan: Minister Kaag en de fracties in de Tweede Kamer Amsterdam, 16 november 2020 Betreft: oproep tot bescherming van cultureel en religieus erfgoed in Nagorno- Karabach Excellentie, Zeer geachte Heer Rutte, Als gevolg van de op 9 november jl. getekende overeenkomst door de Minister- president van de Republiek Armenië Nikol Pashinyan, President van de Azerbeidzjaanse Republiek Ilham Aliyev en de President van de Russische Federatie Vladimir Poetin, komen een aantal historisch Armeense gebieden van Nagorno- Karabach in handen van Azerbeidzjan. In dit gebied bevinden zich een groot aantal Armeense monumenten, kloostercomplexen en kerken, die een universele culturele en religieuze waarde vertegenwoordigen. Velen zijn zeer oud en gaan terug op de eerste eeuwen van onze tijdrekening. Een lijst is bijgesloten. Gezien het feit dat in het verleden onder Azerbeidzjaans gezag op grote schaal Armeens cultureel erfgoed is vernietigd, zoals de begraafplaats met duizenden khachkars (kruis-stenen) in Julfa eind jaren negentig, en in acht nemende de eerste tekenen van schending van Armeense kerken en andere culturele en religieuze objecten in Nagorno-Karabach na de verovering van de desbetreffende gebieden door het Azerbeidzjaanse leger, verzoeken wij u dit acute gevaar te onderkennen en op korte termijn stappen te ondernemen, bij voorkeur in internationaal verband, om dit cultureel en religieus erfgoed in Nagorno-Karabach te beschermen. Protection of Armenian Cultural Heritage of the Republik of Artsakh
13.11.2020 Protection of Armenian cultural heritage of the Republik of Artsakh The German-Armenian Lawyers' Association (Association) has been continuously following the war in Artsakh (Nagorno-Karabakh) since September 27, 2020 and is actively documenting and reporting international humanitarian law violations. Based on the Association Statute as a non-profit organization, our mandate includes not only the documentation and reporting of human rights violations, war crimes and the violation of international humanitarian law by the Azerbaijani armed forces in this context, but also the reporting of imminent and accordingly still preventable crimes. Since September 27th, our association provides legal reviews and analyses on the events relating to the war in Artsakh. Committed to our statutory objectives, we called on to politicians, society as well as public and non-public institutions and informed about war crimes, the international human rights and humanitarian law violations after profound research and evaluation of the facts. Due to the current situation that 80% of Artsakh territory falls under the control of the Republic of Azerbaijan, cultural property/heritage have to be left behind and are thus threatened by imminent destruction. The Republic of Artsakh has an Armenian rich cultural and religious heritage. There are over 80 Armenian-apostolic churches and monasteries in the Republic of Artsakh, which were built in different centuries.1 These cultural and natural heritage sites are currently under threat according to the UNESCO fall into and protected under Articles 1 and 2 of the World Heritage Convention. It is proven that these properties are built different periods of the Armenian architecture, culture and sepulchral culture. -

Population: 152,000 (2018 est.) Religion: Armenian Apostolic Christian Language: Armenian Capital: Stepanakert Other largest cities: Shushi, Martuni, Martakert, Hadrout, Askeran, Chartar One of the ancient Armenian principalities, Artsakh is located in the Eastern part of the Armenian Plateau. Geographically, the Republic of Artsakh defines itself within the administrative borders of the former Soviet Union's Nagorno Karabakh Autonomous Region, and the adjacent Shahumian district. The name Karabakh has also been used for reference to the area since mid 18th century. In Persian, Karabakh means dark (deep) forest, while the original Armenian name Artsakh in the ancient Armenian similarly means tsakh (woods). 2. Brief History a) Ancient times -1991 History of Artsakh as an Armenian principality traces back to the 5th century B.C. It was the 10th province of the ancient Kingdom of Armenia. In Urartian inscriptions (9th- 7th centuries B.C.), the region was also referred to as Urtekhini. After division of Greater Armenia (387 A.D.), Artsakh became part of the Eastern Armenian Kingdom, which, however, soon fell under the Persian rule. Under Persia, Artsakh remained as an Armenian Province. Artsakh is also mentioned as part of the Armenian Kingdom of Bagratids (9th-llth cc.), and Zakarid Armenia (12th-13th). In the following centuries, Artsakh fell under the rule of various powers, but remained Armenian. The principality has preserved a semi-independent status, and played an important role in the development of the Armenian statehood, culture and civilization. -
