MERGER OF TWO SYSTEMS OF HIGHER EDUCATION The University of Wisconsin System was created on October 11, 1971, by Chapter 100, Laws of 1971, which combined the two public university systems of the state under a single Board of Regents. The 1971 legislature set July 1, 1973, as the final date for completion of the merger, but 1973 Assembly Bill 930, drafted with the help of a Merger Implementation Study Committee to achieve that objective, did not pass in the assembly until the spring session of 1974 and died for lack of senate action when the regular session ended. The bill passed both houses, as Senate Bill 2, in the special session in May 1974 and became law on July 9, 1974. The bill combined the former Chapter 36 (former University of Wisconsin) and Chapter 37 (former Wisconsin State Universities) to create a new Chapter 36 (University of Wisconsin System) of the Wisconsin Statutes. Chapter 36 (www. legis.state.wi.us/statutes/Stat0036.pdf ) sets forth the mission and purpose of the University of Wisconsin System. This statute also describes: the responsibilities and powers of the Board of Regents, faculty and student roles in shared governance, faculty appointment and tenure rights, academic staff appointments, and other aspects involved in the administration of the University of Wisconsin System. FORMER UNIVERSITY OF WISCONSIN The pre-merger University of Wisconsin was created by the state constitution and state law in 1848. At the time of merger in 1971, it consisted of the original land-grant university at Madison (1849); the University of Wisconsin–Milwaukee (merged in 1956); UW-Green Bay (1968) and UW-Parkside (1968) plus 10 freshman-sophomore centers (now branch campuses) and statewide Extension. Total 1971 enrollment was 69,554. Governance was by The Regents of the University of Wisconsin, a board of 10 members, nine appointed by the governor and confirmed by the senate for nine-year terms, the tenth being the state superintendent of public instruction who served ex-officio on both the UW and WSU boards. FORMER WISCONSIN STATE UNIVERSITIES The Wisconsin State Universities system had its origins in an 1857 state law creating the Board of Regents of Normal Schools. The first of nine such institutions was opened at Platteville in 1866 and the last at Eau Claire in 1916. In 1927, the normal schools received authority to grant baccalaureate degrees in education and were renamed State Teachers Colleges. With the addition of liberal arts programs in 1951, they became the Wisconsin State Colleges. (As a side note, UW-Stout was founded as a private institution in 1893. It was governed by a separate Board of Trustees from 1911, when it became a state institution, until 1955 when it was designated part of the Wisconsin State Colleges System.) In 1964, the Wisconsin State Colleges were designated Wisconsin State Universities. At the time of merger in 1971, the board had 14 members, including the state superintendent of public instruction and 13 citizens appointed by the governor and confirmed by the senate for five-year terms. The WSU system, then governed by the board, consisted of the nine universities and four freshman-sophomore branch campuses and had a total enrollment of 64,148. THE UNIVERSITY OF WISCONSIN SYSTEM The 1971 merger law was approved after long debate by a margin of one vote in the senate. It combined the two systems under a single Board of Regents. The current UW System consists of two doctoral campuses (Madison, Milwaukee); 11 comprehensive campuses (Eau Claire, Green Bay, La Crosse, Oshkosh, Parkside, Platteville, River Falls, Stevens Point, Stout, Superior and Whitewater); 13 branch campuses; and a statewide extension network with offices in every county. In 2018, the Higher Learning Commission approved a UW System restructuring proposal that aligned the 13 two-year UW Colleges campuses with seven of the comprehensive campuses. These are now called branch campuses (Eau Claire – Barron County; Fox Valley [a branch campus of Oshkosh]; Fond du Lac [a branch campus of Oshkosh]; Green Bay, Manitowoc Campus; Green Bay, Marinette Campus; Green Bay, Sheboygan Campus; Milwaukee at Washington County; Milwaukee at Waukesha; Platteville Baraboo Sauk County; Platteville Richland; Stevens Point at Wausau; Stevens Point at Marshfield; and Whitewater at Rock County). Each institution is named “University of Wisconsin–” followed by the location or name. MISSION STATEMENT The mission of the University of Wisconsin System is to develop human resources, to discover and disseminate knowledge, to extend knowledge and its application beyond the boundaries of its campuses, and to serve and stimulate society by developing in students heightened intellectual, cultural, and humane sensitivities, scientific, professional and technological expertise, and a sense of value and purpose. Inherent in this broad mission are methods of instruction, research, extended education, and public service designed to educate people and improve the human condition. Basic to every purpose of the UW System is the search for truth.

THE BOARD OF REGENTS OF THE UNIVERSITY OF WISCONSIN SYSTEM The Board of Regents of the University of Wisconsin System consists of 18 members, 16 of whom are appointed by the Governor subject to confirmation by the Senate. Of these 16 members, 14 serve staggered, seven-year terms. Two UW System student members are appointed for staggered two-year terms; one is a nontraditional student. Members serve without pay. The state superintendent of public instruction and the president or a designee of the Wisconsin Technical College System Board serve as ex officio members of the board.

The board is responsible for establishing policies and rules for governing the system, planning to meet future state needs for university education, setting admission standards and policies, reviewing and approving university budgets, and establishing the regulatory framework within which the individual units operate with the widest degree of autonomy within the controlling limits of systemwide policies and priorities established by the board. The regents hold eight regular meetings per year.

The board appoints the president of the university system and the chancellors of the 13 universities. All serve at the pleasure of the board. The board grants tenure appointments to qualified faculty members.

The board president, vice president, and other corporate officers are elected in June for one-year terms. The president of the board appoints members of the regents’ education; business and finance; audit; capital planning and budget; research, economic development, and innovation; personnel matters review; and student discipline and other student appeals committees, as well as special committees and external bodies. The regent executive committee consists of the president, vice president, chairs of five standing committees, most recent past president, and one other member appointed by the president. ADMINISTRATION The president and chancellors of the University of Wisconsin System are charged with implementing regent policies and with administration of the institutions. The system administration, located in Madison, is responsible to the president of the system and assists the Board of Regents in establishing policies, reviewing the administration of such policies and planning the programmatic, financial and physical development of the system. As executive heads of their respective faculties and institutions, the chancellors are responsible for the administration of their units, including curriculum design; degree requirements; academic standards; grading systems; faculty appointments, evaluation, promotion and recommendations for tenure; and auxiliary services and budget management.

2017-18 UW System Fact Book 3 DEGREE PROGRAMS All 13 universities award bachelor’s and master’s degrees. UW-Madison and UW-Milwaukee also confer doctoral degrees including clinical/professional doctorates. UW-Eau Claire, UW-La Crosse, UW-Oshkosh, UW-Stevens Point, UW-Stout, and UW- Whitewater confer clinical/professional doctorates in selected areas. All of the four-year universities offer associate level degrees except for UW-Stout and UW-Madison. The two-year branch campuses (formerly UW Colleges) offer the Associate of Arts and Science degree and the Bachelor of Applied Arts and Sciences degree; six branch campuses offer the Bachelor of Applied Arts and Sciences degree in collaboration with UW comprehensive universities. ROLE OF THE FACULTY IN THE UW SYSTEM Wisconsin law specifically provides that the faculty of each institution, “subject to the responsibilities and powers of the board, the president and the chancellor of such institution, shall have the primary responsibility for advising the chancellor regarding academic and educational activities and faculty personnel matters. The faculty of each institution shall have the right to determine their own faculty organizational structure and to select representatives to participate in institutional governance, except that the faculty of each institution shall ensure that faculty in academic disciplines related to science, technology, engineering, and mathematics are adequately represented in the faculty organizational structure.” ROLE OF ACADEMIC STAFF IN THE UW SYSTEM Statutory provision for academic staff participation in governance was added in Act 29 of the Laws of 1985 and was revised by Act 55 of the Laws of 2015: “The academic staff members of each institution, subject to the responsibilities and powers of the board, the president, the chancellor, and the faculty of the institution, shall have the primary responsibility for advising the chancellor regarding the formulation and review, and shall be represented in the development, of all policies and procedures concerning academic staff members, including academic staff personnel matters. The academic staff members of each institution shall have the right to organize themselves in a manner they determine and to select their representatives to participate in institutional governance.” ROLE OF UNIVERSITY STAFF IN THE UW SYSTEM On December 7, 2012, the Board of Regents adopted Regent Policy Document 20-20, under which university staff may participate in institutional governance. The Board stated that the purpose of the policy is as follows: “This policy enables active participation in the immediate decision-making and policy development of the institution. Active participation in governance for University Staff under this policy is not collective bargaining and will not result in a labor agreement or contract. University Staff may make recommendations, consider proposals, and raise concerns to institutional leadership.” The Board policy also provides that university staff shall have the right to structure themselves in a manner that they determine and to select their representatives to participate in institutional governance. ROLE OF STUDENTS IN THE UW SYSTEM Wisconsin law provides that the students of each institution or campus “subject to the responsibilities and powers of the board, the president, the chancellor, and the faculty shall have primary responsibility for advising the chancellor regarding the formulation and review of policies concerning student life, services and interests. Students shall have the responsibility for recommending the disposition of those student fees which constitute substantial support for campus student activities, subject to the approval of the chancellor and the final confirmation of the board. The students of each institution or campus shall have the right to organize themselves in a manner they determine and to select their representatives to participate in institutional governance.” COORDINATION WITH THE WISCONSIN TECHNICAL COLLEGE SYSTEM BOARD Coordination of university and vocational-technical education programs is provided for by statute, making the president or his/ her designee of each governing board an ex-officio member of the other board. In addition, the two boards have established a joint administrative committee to discuss collaboration and coordination in developing academic programs and in utilizing physical facilities. One major effort has been the development of the Transfer Information System (TIS). TIS is a computerized course equivalency and degree requirement matrix designed to provide students and staff with accurate, current and accessible information to assist students with decisions that will enable them to transfer into and between the UW System institutions and complete their degree programs without unnecessary delay. CITY AND COUNTY RELATIONSHIPS WITH THE BRANCH CAMPUSES AND EXTENSION The counties and/or cities in which the branch campuses (formerly UW Colleges) are situated own and maintain the campuses, buildings, and facilities. Educational programs, equipment, and services are provided by the comprehensive universities they are affiliated with and the UW System. These branch campuses are important not only to the educational life of the communities they serve, but to their recreational and cultural life, as well. County UW-Extension offices are departments of county government. Wisconsin Statute 59.56, as passed in 1914 and amended over the years, permits county boards to establish and maintain an educational program in cooperation with University of Wisconsin–Extension. The county provides support for county-based educators. The county also provides adequate travel expenses, clerical support, office facilities and general supplies to meet the county programming needs. By statute, Extension agents (county-based educators) are employed with county, state and federal funds. Cooperative Extension will seek county input when filling vacant positions.

Associate Degree The award designating the completion of an academic program requiring two years of full-time preparation. Associate degrees are awarded by all of the freshman/sophomore UW Colleges and several of the UW comprehensive institutions. Bachelor’s Degree The award designating the completion of an academic program requiring four, but not more than five, years of full-time preparation. Comprehensive University The 11 UW System universities that are primarily designated as bachelor’s and master’s degree granting institutions. Degrees Conferred The number of degrees awarded during a fiscal year (July 1-June 30). Doctorate-Professional Practice Degree A doctor’s degree that is conferred upon completion of a program providing the knowledge and skills for the recognition, credential, or license required for professional practice. The degree is awarded after a period of study such that the total time to the degree, including both pre-professional and professional preparation, equals at least six full-time equivalent academic years. Doctorate-Research/Scholarship Degree A Ph.D. or other doctor’s degree that requires advanced work beyond the master’s level, including the preparation and defense of a dissertation based on original research, or the planning and execution of an original project demonstrating substantial artistic or scholarly achievement. Doctoral University The designation for UW System institutions that confer a significant number of doctorate-research/scholarship degrees in addition to bachelor’s and master’s degrees. Full-Time Equivalent (FTE) An enrollment calculation representing one student enrollment at full credit load. FTE calculation is based on the number of credits carried divided by 15, 12 or 7, depending on the student’s program (undergraduate, graduate, doctoral-research/ scholarship, professional practice) level. Full-Time/Part-Time Status An enrollment category based on a student’s credit load. Full-time undergraduates have 12 or more credits. Full-time master’s, education specialist, clinical doctorate, and graduate specials have 8 or more credits at UW-Madison and UW-Milwaukee, and 9 or more credits at all other campuses. Geographic Origin (State) The state in which the student resided at the time of application. Students not from one of the 50 United States are grouped into three additional categories - International, U.S. Territories, and U.S. Citizens Abroad. Graduate/Professional This category includes both students seeking a graduate degree (master’s, education specialist, or Ph.D.) and professional practice students (who are seeking a degree in medicine, pharmacy, veterinary medicine, or a clinical doctorate degree). Non- degree seeking students, who are assessed graduate fees, are also included in this category. Graduate/Professional Degree This grouping reports degrees at the doctorate-research/scholarship, master’s, and professional practice levels. Headcount The number of students attending a specific UW System institution. Students attending more than one UW institution are counted once at each institution that they are attending. Institution One of the UW comprehensive or doctoral campuses or their affiliated branch campuses as a collective group.

14 2017-18 UW System Fact Book Master’s Degree The award designating the completion of an academic program requiring at least one but not more than two years of full-time preparation beyond the bachelor’s degree. New Freshman/New Student A degree-seeking undergraduate who enrolling for the first time in a UW System institution and is not transferring credits from any other institution. All new degree-seeking undergraduate students, whether or not they are freshmen by classification/credits, are categorized as new freshmen. On reports including both classification and entrance status, the sum of new freshmen, new sophomores, new juniors, and new seniors will equal the new freshman total on other reports. Race/Ethnicity Race/ethnicity is self-reported. Individuals who are non-resident aliens (temporary U.S. visa holders) are categorized as international. Beginning in fall 2008, new race/ethnicity categories were implemented that allow for self-identifying as Hawaiian/ Pacific Islander or as more than one race/ethnicity; these new categories are reported where data are available. The category of Hispanic/Latino(a) includes individuals identifying as Hispanic/Latino(a) alone or in combination with other race/ethnicities. Reciprocity A student who is authorized for a tuition rate based on a reciprocity agreement. Most of these students participate through the reciprocity agreement with Minnesota; a few students participate through an agreement with Michigan. Re-Entry Student A student who was enrolled at a particular institution, left for one or more terms, and then re-enrolled at the original institution. Re-Entry/Transfer Student A student who had previously attended an institution, left for one or more semesters, and is returning to the same institution with transferable credits. Resident Status A student’s resident status for fee purposes (determined by the Registrar at each institution). A student is designated as a Wisconsin resident, a Minnesota or Michigan reciprocity student, or a non-resident. Students participating in tuition discount programs such as Return to Wisconsin, UW-Platteville’s Tri-State program, and the Midwest Student Exchange Program are included in the non-resident category. Special Student A student who is enrolled in courses but is not enrolled in a degree program. Transfer Student A transfer student is a student who previously earned credits at another institution. Undergraduate Student A student who is enrolled in an associate or bachelor’s degree program or enrolled as a special (non-degree seeking) student assessed undergraduate fees. UW Colleges A designation for the 13 UW System freshman/sophomore campuses and UW Colleges Online that grant associate degrees and/ or prepare students to transfer to four-year institutions. Wisconsin County of Origin The county in which students from Wisconsin resided at the time of application.

1. Wisconsin Public Radio and Wisconsin Public Television are partnership services of the UW-Extension and the Wisconsin Educational Communications Board. 2. UW-Extension coordinates off-campus credit courses. Credit is offered by the UW degree-granting institutions. 3. Independent Learning enrollments are adjusted for student withdrawals. 4. Wisconsin FoodWIse (formerly Wisconsin Nutrition Education Program, WNEP) programming was conducted in partnership with 1,248 local Agency partners. 20% (247) were county, state, federal and tribal government agencies, 1% (12) university and colleges, 34% (424) non-profits, 34% (420) schools, and 11% (145) private sector partners. 5. 4-H Youth Development participants include both year-long enrolled 4-H club members and short-term youth program participants. In addition, 10,489 adult volunteers help provide 4-H programming to youth participants. 6. Cooperative Extension faculty/staff also reach the public through publications, exhibits, mass media, satellite videoconferences, phone contacts, letters, Educational Teleconference Network, World Wide Web and computer/phone networks. Cooperative Extension Contacts are for calendar year 2017, except for the Wisconsin Geological and Natural History Survey contacts which are reported for fiscal years. 7. Wisconsin SBDC Network information is for the federal fiscal year, which ended Sept. 30, 2016. 8. Training program and training participants include UW-Madison and UW-Milwaukee Continuing Education.

2017-18 UW System Fact Book 41 Financial Aid Highlights, 2016-17 What financial aid is available for UW students? • UW System undergraduate and graduate students received $1.3 billion in financial aid in 2016-17, a decrease of $14.0 million from 2015-16. • UW students received $472.8 million in grant funding, a $6.2 million (1%) increase. • UW students borrowed $824.7 million in student loans, a $20.2 million (3%) decrease. • UW students received $11.5 million in Federal Work-Study and other work-study funding, a $0.1 million (1%) decrease.

What are the sources of financial aid? • Federal sources accounted for 69% of UW System financial aid. • State sources accounted for 8% of UW System financial aid. • UW System institutions provided 10% of UW System financial aid. • 12% of UW System financial aid was provided by private or community sources.

How many UW students receive financial aid? • A total of 116,258 UW System students received financial aid, 66% of all students enrolled. • 69% of undergraduate students, or 105,024 students, received financial aid. • 46% of undergraduate and graduate students, or 80,894 students, received a grant. • One half of all enrolled undergraduate and graduate students (50% or 88,710 students), borrowed from a student loan program in 2016-17. • 5% of UW System undergraduate and graduate students (8,107) received a Federal Work-Study award or an award from another work-study program. • 72% of resident baccalaureate degree recipients had loan debt at graduation. The average loan debt of these borrowers was $30,771.
