Esquivias Assistant National Statistician National Censuses Service ISSN 0117-1453 FOREWORD The Philippine Statistics Authority (PSA) conducted the 2015 Census of Population (POPCEN 2015) in August 2015 primarily to update the country’s population and its demographic characteristics, such as the size, composition, and geographic distribution. Report No. 3 – Population, Land Area, and Population Density is among the series of publications that present the results of the POPCEN 2015. This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides. -

The FIC-NCR Newsletter First Issue FIC-NCR 1 Message from the President Art Retos I would like to welcome all of you to the maiden issue of the first-ever FIC-NCR newsletter. As your chosen leader, I am delighted to start this initiative, which is one of the legacies I want to leave behind if only because I believe it can help bring us closer together as a community. For this same reason, I hope that the next FIC-NCR president will continue this initiative and make it better. When you elected me as FIC-NCR President, it took awhile before that title sink in. Leading our very diverse group was a thought that didn’t occur to me nor did I plan for it. Then oath-taking day came and officially I have become your President. That’s when I started to dig deep in my thoughts on how best I could lead us towards achieving one goal: building a closer and more united Filipino community in the national capital region of India. I went back in time when there’s no formal Filipino association, no presidents nor officers, just good old times at which Filipinos from Gurgaon came to Delhi or vice versa for our weekly potluck lunches. The theme “Balik Saya” jelled in my mind. I wanted to keep bringing the fun back to our community, even turn it up a notch, through activities with which Filipi- nos from different parts of the NCR would come together – sharing food and company, jokes and entertainment -- all geared towards our common goal. -

As of 2004, the total length of the non-toll road network was reported to be 202,860 km, with the following breakdown according to type: • National roads - 15% • Provincial roads - 13% • City and municipal roads - 12% • Barangay (barrio) roads - 60% Road classification is based primarily on administrative responsibilities (with the exception of barangays), i.e., which level of government built and funded the roads. -

It is reasonable to ask whether Polynesian voyagers traveled thousands of kilometers more and reached the Americas. Despite much research and speculation over the past two centuries, evidence of contact between Polynesia and the Americas is scant. At present, it is generally accepted that Polynesians did reach South America, largely on the basis of the presence of the sweet potato, an American cultivar, in prehistoric East Polynesia. More such evidence would be significant and exciting; however, no other argument for such contact is currently free of uncertainty or controversy.1 In a separate debate, archaeologists and ethnologists have been disputing the rise of the unusually complex society of the Chumash of Southern California. Chumash social complexity was closely associated with the development of the plank-built canoe (Hudson et al. 1978), a unique technological and cultural complex, whose origins remain obscure (Gamble 2002). In a recent series of papers, Terry Jones and Kathryn Klar present what they claim is linguistic, archaeological, and ethnographical evidence for prehistoric contact from Polynesia to the Americas (Jones and Klar 2005, Klar and Jones 2005). -

Pingoy Medical Center, Koronadal City, South Cotabato; 3St. Anthony Medical Hospital, Marikina City; 4Roel I Senador Memorial Hospital, South Cotabato; 5Movement Disorders Center and Section of Neurology, International Institute for Neurosciences, St Luke’s Medical Center –Quezon City and Global City, Philippines *Contact Details: [email protected] ABSTRACT: X-linked dystonia Parkinsonism (XDP) is an adult-onset, progressive, debilitating movement disorder, mani- festing predominantly with dystonia in combination with Parkinsonism. It was first reported in 1975 among males in Panay Island. Migrants from Panay Island occupied the region of South Cotabato in Mindanao with its capital Koronadal City. The estimated population of the region is 912,957 as of 2015 and the dominant ethnicity, comprising 51%, are from Panay Island. This paper calls attention to this migration and aimed to identify cases and describe the clinical picture of XDP in Koronadal City. A descriptive study using the screening questionnaire for XDP was used per barangay to look for possible cases. Cases were confirmed through interview and assessment by a movement disorder specialist. Four cases of XDP from Koronadal City were seen. They were all male, presenting with generalized dystonia. The phenomenology of these cases is similar to the 2011 study involving 312 patients. -

CALL FOR PROPOSALS Technical Assistance on the Mapping of, and situation analysis of Indigenous People (IP), Collectively or Individually in SNIP 2 project sites (Aklan, Agusan del Sur and Davao Region) 1. Summary The World Health Organization (WHO) Philippines through the Subnational Initiative Project, Phase 2 (SNIP2) is looking for an individual or institution contractual partner to provide technical assistance on the mapping of, and situation analysis of Indigenous People (IP) in project sites, one APW each for Aklan, Agusan del Sur and Davao Region under an Agreement for Performance of Work (APW) contract. The applications are due by 5 September 2021. 2. Background The World Health Organization Philippines Country Office is currently implementing the Subnational Initiative Project Phase 2 in collaboration with the Philippines Department of Health and with funding support from the Korea International Cooperation Agency (KOICA). The project is called “Strengthening Health Care Provider Network (HCPN) with Enhanced Linkage to Community for Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH). The objective is to improve the health systems of the three (3) regions for better health for maternal, child, and adolescent health. The project will respond based on the following health outcomes; supported communities to develop effective approaches to essential health services for RMNCAH, strengthened governance and management for the responsiveness of HCPN, and sustained and scaled up the initial gains in Region XI from the Subnational Initiative Phase 1 Project. Especially in Phase 2, participation of community level is one of the main activities and this can be achieved through engagement and empowerment of Municipal and Barangay level including indigenous people (IP). -

CONFERENCE DRAFT presented at The First Annual Meeting of the International Association for the Study of Common Property, September 27-30, 1990 Duke University, Durham, North Carolina. 2 Marine Tenure in Indonesia's Makassar Straits The Mandar Raft Fishery Abstract Although a diversity of contemporary common property marine resource management systems has been documented in the South Pacific (Johannes 1982, Johannes et al 1984; Ruddle and Johannes 1985; Cordell 1989), the existence and utility of marine cpr practices on the coasts and islands of Indonesia's vast archipelago of more than 13,000 islands have been questioned (Polunin 1984, 1985). This paper reviews developments in one contemporary marine cpr system, the Mandar raft fishery, and briefly relates preliminary findings concerning another, the Balabalangan Islands' fishery. The role of these local resource management practices in regulating access to local environments is reviewed, as are their inadequacies. Both marine tenure systems are alive but under assault: they are being undermined and delegitimized by governmental administrative practices and judicial decisions. Adverse consequences of governmental interventions in these fisheries cprs probably entails diminished welfare of local communities and decreased capacity to limit emerging environmental pressures on local resource -

CASE 2 REQUIREMENTS FOR GOVERNANCE IN A POVERTY-REDUCTION PROJECT LOCALIZING THE CIDSS PROGRAM IN BALETE, AKLAN Philip Tuaño 1. INTRODUCTION Many development practitioners hold that strong involvement of the community and of local governance institutions increases the effectiveness of poverty-alleviation projects. Community involvement is important because the community is usually better at identifying the main problems of its poor and pinpointing solutions. However, it is not as easy to recognize those aspects of local governance that result in better anti-poverty programs. In some cases, local governments might even hinder efforts to improve the living conditions of the poor, especially when corrupt or misguided local officials capture community institutions and use them for their profit. This case study discusses the experience of the municipality of Balete, Aklan Province, in running the Comprehensive and Integrated Delivery of Social Services (CIDSS) program of the Department of Social Welfare and Development (DSWD). CIDSS is part of the so-called 'convergence strategy' for poverty alleviation.1 It belongs to a basket of projects that include Agrarian Reform Communities, certificate of ancestral domain communities, and other communities of the basic sectors such as farmers and fisherfolk. Aklan considers itself the first local government unit in the country to localize CIDSS implementation mainly through local funding. This study uses both primary and secondary data. The case study writer interviewed key informants from among local government officials, including the provincial governor, the provincial planning and development officer, the provincial social welfare and development officer, the municipal mayor, the municipal social worker, the municipal planning and development officer and the CIDSS worker.
