Besonders bedanken möchte ich mich bei Herrn Prof. Meyer, der als Betreuer diese Arbeit mit konstruktiven Diskussionen, stets neuen Anregungen und kontinuierlichem Interesse begleitete.     9 | Global Societies Journal, Issue 1, 2013 So Close Yet So Far: Contrasting Andean Attitudes towards Foreign Direct Investment By: Daniela Peinado ABSTRACT Should a developing nation embrace foreign direct investment, or are such decisions more likely to result in a dependency that inhibits growth in the long run? The recently elected presidents of neighboring countries Bolivia and Peru have opposing attitudes in this regard, despite their analogous reliance on mineral exports and predominantly indigenous populations. I closely examine the impact of two lucrative mines—both in production for over one hundred years, privatized around the turn of the last century, and most recently owned by Swiss company Glencore. I find that Morales’s choice to renationalize the mine in Bolivia is justified based on the perceived impact of foreign involvement, the desires of his constituents, and his overwhelming concern for the environment. However, though the country has made significant financial gains thus far, it is still too soon to fully realize the repercussions of his decision. On the other hand, as Peru enjoys a relatively prosperous economy, even a narrowly focused case study illustrates the merits and downfalls of neoliberal policies in Latin America. The industry has significantly reduced production costs while complying with costly environmental regulations and confronting the lowest copper prices this century while witnessing a dramatic increase in imports. Despite these efforts, and the recent spectacular rise in copper prices, imports have penetrated deep into the United States domestic market, and employment in the domestic copper industry has dropped to half of what it was in 1980. The United States copper industry decline is due in part to lower production costs of foreign producers arising from cheaper labor and higher grade ore.

    AN ABSTRACT OF THE THESIS OF Gary Brian Sidder for the degree of Doctor of Philosophy in Geology presented on November 21, 1984 Title: Ore Genesis at the Monterrosas Deposit in the Coastal Redacted for privacy Abstract Monterrosas is a hydrothermal deposit of copper and iron that is hosted by gabbro-diorites of the Upper Cretaceous Patap Superunit within the Coastal Batholith of central Peru. The orebody is localized by fractures and splays related to a nearby regional fault and is com- posed of massive chalcopyrite, magnetite, and pyrite. Ore and altera- tion minerals such as actinolite, sodic scapolite, epidotes, sphene, magnetite, apatite, tourmaline, chlorites, hematite, and quartz formed dominantly as replacements of magmatic diopside, labradorite-andesine, and ilmenite. Hydrothermal mineralization was characterized by the exchange of major, minor, and trace elements between hot saline fluids and gabbro-diorite wall rocks. Metasomatism involved the addition of FeOt, K20, MgO, and the ore-forming metals (Cu, Co, Au, Ag, and Mo) to the host rocks, and the concomitant depletion of Si02, CaO, Na20, and Ti02. The losses and gains of these major oxide components in samples of gabbro-diorite may be used to define an alteration index that is correlative with the distance to ore, the intensity of hydrothermal alteration, and the concentration of copper. Geochemical data suggest that the ore and gangue minerals were deposited at high temperatures from saline fluids derived from a magma. The evidence includes fluid inclusions within gangue quartz that exhibit homogenization tempera- tures of 400° to 500°C, salinities of 32 to 56 wt percent NaCl,and the halite trend, and magmatic-Jike sulfur isotopic compositionsthat range from 1.6 to 3.3 permil in pyrite andchalcopyrite.

It was thought that increased mineral investment would stimulate economic and social development. The reforms had the initial desired effect: mineral investment increased. However, this came at the expense of campesino1 land rights and the environment. Claims by the mining industry and international financial institutions (IFIs), such as the World Bank, that mining investment would contribute to sustainable development in Peru, have not been borne out. In fact, poor people and their environments have suffered, while companies have seen profits rise. Using case studies and legal, economic and environmental data and analysis, this report shows that the questionable benefits increased mining has delivered to the Peruvian economy in the last decade or so cannot justify the suffering it has inflicted on poor communities. It calls on the Peruvian government and the international community to rethink their approach to foreign investment, and to develop regulations that ensure that poor people benefit from industrial development where it takes place. Chapter 1 documents the legal reforms undertaken by the Peruvian government to attract foreign capital.
