Volume 13 is published following the regular step of honor auditor-in-chief, Professor Alex Kung-Hsiung Chang. Editor’s board thanks all the contributors at this hard time. The YMC Management Review publishes two numbers each year. The first number publishes in English and the second number discuss mainly in Chinese. We welcome all articles ready for submission, regarding the practical management discussion or management cases study. This number of the YMC Management Review contains four papers. The first article is based on the Tao Te Ching of Lao Tzu in China, expounding the entangled relationship between risk and reward in financial theory. The second paper stands upon Warren Buffett’s view of value investment, and uses multiple factors to screen out the target of value investment. Both works are practical and suggestive in finance. The third paper uses Vietnamese sample to study the organizational attractiveness and applicant intentions regarding to firm’s CSR performance. Finally, we have a discussion on the popular low-cost airlines issue that is critical especially in the post pandemic period. This issue contains theoretical and practical works. Once again, we invite you to submit your paper to the YMC Management Review any time, and we are looking forward to seeing you in the iFAIRS conference every year in the future. An important issue is how to improve the local economy and the tourism industry in the right way. The purpose of this paper is to explore the best way to develop the local tourist industry. We focus on Hualien County as an example. The design of our qualitative research method is observation and archives analysis of relevant reports about the celebrated sightseeing area in Hualien. We used a SWOT analysis of the literature and plans to promote tourism. We found the local Government should coordinate the culture of festive activities, and give clear publicity to the events. Managing the tourism industry should use media. The development of the tourism industry should be improved by co-operation between government and entrepreneurs. The implication is that there may yet be unresolved conflicts between rapid expansion of tourism and preservation of unspoilt natural amenities of the landscape. While the names of these degree programs may differ, the nature of their content does not. Each program duly advertises that their teaching approachespossessunique features which increase the complexity of differentiation for the students selecting a school to enter. Meanwhile, the respective industry has grown concerned about the overall quality of education that these programs offer due to the lack of informational transparency and unsubstantiated claims.This study compares the relative changes in the number of diplomas issued by the Taiwanese Ministry of Education (MOE) and the amount of licensure issued by the Taiwanese Ministry of Labor (MOL), as complemented by surveys. A deduction has been made that, from the viewpoint of the industry, the relative importance of a job applicant’spossession of certifications and/or licenses has declinedyear-on-year.The following conclusions have resulted:1.) Practical work/internship experience is deemed to be of more importance than certifications; 2.) Linguistic certifications are preferable to hospitality certifications; and, 3.) Certifications have no appreciable impact on the starting salary of a job applicant.

    Mar. 2010, Volume 7, No.3 (Serial No.64) US-China Education Review, ISSN 1548-6613, USA The rankings of research funding among universities in Taiwan WANG Ru-Jer (Department of Education, Graduate Institute of Educational Policy and Administration, National Taiwan Normal University, Taipei 106, Taiwan) Abstract: With the current trend that universities around the world have gradually stepped into higher education systems of popularization, there has been more diversity in universities; hence it has become necessary to increase the transparency of university governance. Since that university classification or university ranking is a powerful mechanism to demonstrate the diversity of an institute, the rankings of research funding have become desirable and also of great value. The main purpose of this study is to analyze the rankings of research funding among universities in Taiwan, and make relevant suggestions based on the findings. A secondary data analysis was conducted on the data obtained from the database of National Science Council, in order to develop the rankings of research funding among 164 universities in Taiwan. Based on the results, the conclusions are as follows: (1) The top three universities which won the funding of the National Science Council Research Project with the best overall strength were National Taiwan University, National Cheng Gung University, and National Chiao Tung University; (2) The top three universities which won the funding of the National Science Council Research Project with the best average faculty strength were National Tsing Hua University, National Chiao Tung University, and National Taiwan University. It is suggested that, when rating the strength of a university to win the research funding, both overall strength and average faculty strength should be considered to avoid the unfairness towards universities of smaller scale.
