  • Participatory Budgeting in the Czech Republic Between 2014 and 2018
DOI:10.17951/k.2019.26.2.91-101 ANNALES UNIVERSITATIS MARIAE CURIE-SKŁODOWSKA LUBLIN – POLONIA VOL. XXVI, 2 SECTIO K 2019 Charles University, Institute of Political Studies DUŠAN BRABEC ORCID ID: http://orcid.org/0000-0002-6604-9726 Participatory Budgeting in the Czech Republic between 2014 and 2018 ABSTRACT The first real participatory budget was implemented in the Czech Republic in 2014. Since that time, the number of participatory budgets implemented by Czech municipalities increased significantly. With the rising popularity of this mechanism, I have conducted a simple quantitative analysis of possibly all the cases of the participatory budgets that were implemented in the Czech Republic between 2014 and 2018. This analysis aimed to identify the main characteristics and features as well as general trends of participa- tory budgeting in the Czech environment. Most attention was focused on the indicators of attractiveness and effectiveness of participatory budgets in the Czech Republic such as the ratio of the funds allocated for participatory budgeting compared to municipalities’ annual budgets or the connection between participa- tory budgets and voter turnout compared to other kinds of elections in the Czech Republic. This paper’s main asset is that it identifies and summarises all the cases and the main characteristics of participatory budgeting that were held in the analysed time period in the Czech Republic. Key words: participatory budgeting, the Czech Republic INTRODUCTION All around the world, participatory budgeting (hereinafter referred to as PB) is quite a known and used mechanism. It was estimated that only in Europe between 2005 and 2012, more than 13 hundred participatory budgeting instances took place, involving more than 8 million citizens [Sgueo 2016].

  • CZECH HOSPITALITY and Volume XI. TOURISM PAPERS Issue 24/2015
Chairman of the Editorial Board Word Dear readers, into the hands it is distributed a new issue of our journal, by which we begin the second decade of its issuance. Therefore I take this opportunity to jointly look back at the last ten years. The first edition of the peer-reviewed journal for science and information, was issued by the Institute of Hospitality Management in Prague in 2005 and its title was "Czech Hospitality and Tourism Papers – Hotel Industry, Health Resort, and Tourism." The date of its origin can be considered March 31, 2005, when the journal was registered by the Ministry of Culture under a number E 15814 and received ISSN 1801-1535. The first long-standing Chairwoman of the editorial board was prof. Eng. Lenka Pražská, Ph.D. from 2005 to 2011. The journal published articles and analytical studies of both Czech and foreign authors in Czech, Slovak and English languages, which were focused on developing the theory and practice in the field of hotel industry, health resort, gastronomy and tourism. The journal has also served to present educational and professional activities of academic staff and to publish reports on the outcomes of research projects, international conferences and reports on cooperation with business entities. On the basis of its quality assessment the journal Czech Hospitality and Tourism Papers - Hotel Industry, Health Resort, and Tourism", was integrated at the List of Reviewed Non- Impacted Periodicals published in the Czech Republic by governmental Council for Research and Development and Innovation from June 2008 until the end of 2013. Another milestone in publishing the journal was its integration into the EBSCO database of EBSCO Publishing, with its headquarters in Ipswich, Massachusetts, USA in 2010.

David Poduška Management rozvoje měst a regionů Vedoucí práce: prof. Ing. arch. ThLic.

  • Prague's Public Space and Franz Kafka's Readings of Prague
MAREK NEKULA The Divided City: Prague’s Public Space and Franz Kafka’s Readings of Prague It is no surprise that the monuments on Prague’s squares, riverbanks, and hills reflect the national ideologies from which they emanated. In the nineteenth century, when the first memorial monuments were founded, middle-class civic society used them to present and pass on its values to viewers in public space, viewers who themselves may have been nationally indifferent. In nineteenth-century Prague, these values were above all national in character: for the Czech and German mid- dle classes, language-based nationalism dominated all other values; it determined the political programs of most Czech and German political parties, as well as more private choices, such as where parents sent their children to schools. Czech middle-class nationalists demanded that the Czech language and Czech people be given equal standing with the Germans, while German middle-class nationalists wanted to maintain the status quo. Both groups were becoming more and more interested in creating linguistically distinct spaces that would be dominated by the language and symbols of Czech and German nationalism. In Prague, public space became the staging ground for national discourse, where adherents of monolingual national ideologies competed with one another and attempted to control public opinion in various ways, including the domina- tion of public space. One of the ways to control and speak to the public was to properly stage ceremonial acts, for example the funerals of Václav Hanka, Karel Havlíček Borovský and Božena Němcová or the laying of the first stone of the Czech National Theater.
