SUBJECT: Signing Ceremony for S. 1847 (LOLst Airborne Memorial)

Congressman Robin Beard (R. -Tenn.), the original sponsor of HR-37LO (companion bill to S. 1847), has requested that every consideration be given to congressional participation at a signing ceremony in the event the President approves the Legislation.

This bill would authorize the LOLst Airborne Division Association to erect a memorial in the District of Columbia. This memorial would be erected at no cost to the Federal government.

On December L the Senate passed companion Legislation sponsored by Senators Brock and Humphrey. On January 20 the House passed Beard's bill by a record vote of 400 yeas to 0 nays.

The Congressman stated that such an event would be of significant benefit to Senator Brock and himself in .

As we discussed, Congressman Mathis is hopeful the President will hold a signing ceremony on the Rice Production Act of 1975.

The bill passed the House on December 16, 1975 by a vote of 3ll yeas to 104 nays. 1. Congressman (R-} has suggested that a bill signing ceremony take place on the above two bills. This ·was also recommended by Orm Fink, Minority Counsel of the House Banking Committee.

2. These are significant consumer bills and Congressman Vfylie and several GOP members have requested a bill signing that will involve committee members who worked on the legislation.

l. Good afternoon. I am very happy today to be signing two bills -- the Equal Credit Opportunity Amendments of 1976 and the Consumer Leasing Act of 1976.

2. The Equal Credit Opportunity Amendments of 1976 would amend Title VII of the Consumer Credit Protection Act, which banned credit discrimination because of sex or marital status, to include discrimination on the basis of race, color, religion, national origin and age.

3. This Administration is very committed to the goal of equal opportunity in every area of our society.

4. Last November 20th in a statement directed at discriminatory conduct against Americans that might arise from foreign boycott practices, I stated my support for legislation to am.end the Consumer Credit Protection Act. Today it is a great pleasure for me to sign this bill.

5. Leasing of automobiles and other durable goods for consumer use as an alternative to installment credit is on the rise. The Consumer Leasing Act of 1976 would amend the 1968 Truth in Lending Act to extend to lease the disclosure artd protection requirements imposed on credit transactions.

6. An important goal of this Administration is to make the Federal government more responsive to the needs of the American consumer.

7. In line with this, almost one year ago I directed the seventeen Federal departments and agencies to examine the efforts they were making to represent the consumer in their agencies' decisions and activities and to draw up Consumer Representation Plans, which are now in their final stages.

8. Last July I met with the Commissioners of the ten independent regulatory commissions to discuss the importance of regulatory reform and to urge the conunissions to increase the representation of consumer interests in the agency ~roceedings.

·9. I have also endorsed and signed into law legislation to repeal the "fair trade" ; signed into law the extension of the Council on Wage and Price Stability through Fiscal Year 1977: signed into law the Securities Act Amendments of 1975; submitted and signed into law the Railroad Revitalization and Regulatory Reform Act of 1976; submitted the Aviation Act and the Motor Carrier Reform Act; and resubmitted the Financial Institutions Act. i ... 10.
