THE FOUR COURTS OF SIR LYMAN DUFF RICHARD GOSSE* Vancouver I. Introduction. Sir Lyman Poore Duff is the dominating figure in the Supreme Court of Canada's first hundred years. He sat on the court for more than one-third of those years, in the middle period, from 1906 to 1944, participating in nearly 2,000 judgments-and throughout that tenure he was commonly regarded as the court's most able judge. Appointed at forty-one, Duff has been the youngest person ever to have been elevated to the court. Twice his appointment was extended by special Acts of Parliament beyond the mandatory retirement age of seventy-five, a recogni- tion never accorded to any other Canadian judge. From 1933, he sat as Chief Justice, having twice previously-in 1918 and 1924 - almost succeeded to that post, although on those occasions he was not the senior judge. During World War 1, when Borden considered resigning over the conscription issue and recommending to the Governor General that an impartial national figure be called upon to form a government, the person foremost in his mind was Duff, although Sir Lyman had never been elected to public office. After Borden had found that he had the support to continue himself, Duff was invited to join the Cabinet but declined. Mackenzie King con- sidered recommending Duff for appointment as the first Canadian Governor General. Duff undertook several inquiries of national interest for the federal government, of particular significance being the 1931-32 Royal Commission on Transportation, of which he was chairman, and the 1942 investigation into the sending of Canadian troops to Hong Kong, in which he was the sole commissioner .

The steps taken by Governor Carleton in calling this assembly are detailed in his letter of October 25, 1785, to Lord Stanley in the Colonial Office at London: "My Lord, I have the honor to inform your Lordship that having completed such arrangements as appeared to be previously requested, I directed writs to issue on the 15th instant for convening a General Assembly to meet on the first Tuesday in January next. In this first election it has been thought advisable to admit all males of full age who have been inhabitants of the province for no less than three months to the privilege of voting, as otherwise many industrious and meritorious settlers, who are improving the lands allotted to them but have not yet received the King's Grant, must have been excluded. … The House of Representatives will consist of 26 members, who are chosen by their respective counties, no Boroughs or cities being allowed a distinct Representation. The county of St. John is to send six members, Westmorland, Charlotte, and York four members each, Kings, Queens, Sunbury and Northumberland, each two members.

ABSTRACT Child labours constituted a visible and important element of the urban landscape in late 19th centuq Saint John, New Brunswick. Hundreds of children found employment selling newspapers, taking in sewing. driving teams or working in one of the cityfs numerous factories or retail establishments. Working-class boys and girls went to work because their families needed their earnings to make ends meet and because employers required a cheap and productive workforce. The visibility of urban child labourers and their harsh working conditions attracted the attention of local progressive-minded reformers. These men and women endorsed a collectivist philosophy which downplayed individual rights and stressed the need for state intervention in the private sphere to improve social conditions.

THE INFLUENCE OF POLITICAL LEADERS ON THE PROVINCIAL PERFORMANCE OF THE LIBERAL PARTY IN BRITISH COLUMBIA By Henrik J. von Winthus ABSTRACT This thesis examines the development of Liberalism In British Columbia from the aspect of leader influence. It intends to verify the hypothesis that in the formative period of provincial politics in British Columbia (1871-1941) the average voter was more leader- oriented than party-oriented. The method of inquiry is predominantly historical. In chronological sequence the body of the thesis describes British Columbia's political history from 1871, when the province entered Canadian confederation, to the resignation of premier Thomas Dufferin Pattullo, in 1941. The incision was made at this point, because the following eleven year coalition period would not yield data relevant to the hypothesis. Implicitly, the performance of political leaders has also been evaluated in the light of Aristotelian expectations of the 'zoon politikon'.

This Week in New Brunswick History In Fredericton, Lieutenant-Governor Sir Howard Douglas officially opens Kings January 1, 1829 College (University of New Brunswick), and the Old Arts building (Sir Howard Douglas Hall) – Canada’s oldest university building. The first Baptist seminary in New Brunswick is opened on York Street in January 1, 1836 Fredericton, with the Rev. Frederick W. Miles appointed Principal. Canadian Pacific Railway (CPR) becomes responsible for all lines formerly January 1, 1912 operated by the Dominion Atlantic Railway (DAR) - according to a 999 year lease arrangement. January 1, 1952 The town of Dieppe is incorporated. January 1, 1958 The city of Campbellton and town of Shippagan become incorporated January 1, 1966 The city of Bathurst and town of Tracadie become incorporated. Louis B. Mayer, one of the founders of MGM Studios (Hollywood, California), January 2, 1904 leaves his family home in Saint John, destined for Boston (Massachusetts). New Brunswick is officially divided into eight counties of Saint John, Westmorland, Charlotte, Northumberland, King’s, Queen’s, York and Sunbury. January 3, 1786 Within each county a Shire Town is designated, and civil parishes are also established. The first meeting of the New Brunswick Legislature is held at the Mallard House January 3, 1786 on King Street in Saint John. The historic opening marks the official business of developing the new province of New Brunswick. Lévite Thériault is elected to the House of Assembly representing Victoria January 3, 1868 County. In 1871 he is appointed a Minister without Portfolio in the administration of the Honourable George L. Hatheway.

STATEMENT OF SIGNIFICANCE Annandale Carriage House LOCATION 2451 Windsor Road District of Oak Bay PID 002 647 460 DESCRIPTION HERITAGE VALUE The Annandale Carriage House is located on York The Annandale Carriage House is valued for its Place in the District of Oak Bay. The structure is connection with one of the most historically significant situated on a lot that spans from York Place to houses in Oak Bay, Annandale. The Annandale estate, Prospect Place, with rock walls extending the width as it would be known by 1911, was designed by well of the lot along both roads. The 1 ½ storey Carriage known architect, John Gerhard Tiarks and constructed House is characterized by its side gabled roof with for lawyer and politician, Sir Charles Hibbert Tupper in cantilever balcony and windows with multi coloured 1897 – 1898. Annandale was constructed in tandem flashing in the upper sashes. with the neighbouring Garrison House, which was built for the Honourable Frederick Peters, former Premier and Attorney General of Prince Edward Island; the house burned down in 1932. Tupper and Peters formed a law partnership and established a firm in Victoria shortly after their arrival in 1897. They purchased adjoining lots on York Place and constructed matching residences, which became known as ‘The Bungalows’. The design of the main house, Carriage House, and rock walls reflects the nature of country estate residential development in Oak Bay at the end of the 19th century.
