Page ii8 line 3 for 500 read 100 » 189 PREFACE The present volume is the outcome of a journey from St. Petersburg to Samarkand in the spring of 1888, on the occasion of the open- ing of railway communication with the ancient city of Tamerlane, and of a series of letters published in the Times in the autumn of the same year, giving the first English description of the Central Asian Railway. I have been encour- aged to return to the subject in the form of a separate publication by the advice of many readers of my letters, and by the use made of them by other authors. Not more than eight of the following fifteen chapters appeared in the Times, and these have been so completely rewritten, altered and amplified, that they con- tain a large amount of fresh, and, I hope, interesting information. The remaining seven chapters are entirely new, and bring the account of the Transcaspian province down to the pre- sent time. vi Preface. While I have certainly not neglected the political side of the subject and the question of Anglo-Russian relations, I have not written from the exclusively political point of view. It has always seemed to me that prejudice and confusion of ideas about Russia are due in a very great measure to this purely political treat- ment. An impartial book of a general character, such, for instance, as Schuyler's " Turkistan," which in my opinion has not been superseded b)' any subsequent work, may be more useful in helping Englishmen to draw their own poli- tical conclusions than many of the writings of professional politicians and journalists. This merit, at least, I hope, I may claim for the results of my own humble efforts. Such information as I have been able to obtain is from purely Russian and mostly new sources. My best thanks are due to many friends in Russia and the Transcaspian,—to General Annenkoff, Colonel Alikhanoff, Prince Gagarine, Dr. Heyfelder, Mr. Rodzevitch and others, who have kindly furnished me with maps, photographs, and information, and other- wise given their assistance. I believe 1 have been able to follow a some- Preface. vii what new line of interest connecting St. Petersburg with Samarkand, Moscow with India, and the Cossacks with the Turkomans, as Hnks in the chain which binds Russia to Central Asia, and has naturally drawn her onward in that direction. The chapter on trade also offers a new aspect of the subject, which has hitherto been overlooked. I should feel sorry if Russian friends attri- buted anything I may have written to malice or Russophobia. My attachment to their country, and the rule of impartiality which I have always endeavoured to apply to my jour- nalistic duties, ought to be sufficient proof against any such assumption. It would be equally unjust if English readers concluded from my residence in Russia that I have become in the least indifferent to the danger involved in Russia's railway advance into Central Asia. First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources.

    Argus Nefte Transport Oil transportation logistics in the former Soviet Union Volume XVI, 5, May 2017 Primorsk loads first 100,000t diesel cargo Russia’s main outlet for 10ppm diesel exports, the Baltic port of Primorsk, shipped a 100,000t cargo for the first time this month. The diesel was loaded on 4 May on the 113,300t Dong-A Thetis, owned by the South Korean shipping company Dong-A Tanker. The 100,000t cargo of Rosneft product was sold to trading company Vitol for delivery to the Amsterdam-Rotter- dam-Antwerp region, a market participant says. The Dong-A Thetis was loaded at Russian pipeline crude exports berth 3 or 4 — which can handle crude and diesel following a recent upgrade, and mn b/d can accommodate 90,000-150,000t vessels with 15.5m draught. 6.0 Transit crude Russian crude It remains unclear whether larger loadings at Primorsk will become a regular 5.0 occurrence. “Smaller 50,000-60,000t cargoes are more popular and the terminal 4.0 does not always have the opportunity to stockpile larger quantities of diesel for 3.0 export,” a source familiar with operations at the outlet says. But the loading is significant considering the planned 10mn t/yr capacity 2.0 addition to the 15mn t/yr Sever diesel pipeline by 2018. After unloading and leaving the port, the vessel became too light for the multi-metre thick ice, and has become stranded, being unable to manoeuvre. An icebreaker is expected to reach the vessel in 48 hours, assuming favourable weather conditions. General cargo with container capacity ST Wind is also in a similar condition in the same location. Executive Summary – Azerbaijan Trade Logistics Study Introduction Azerbaijan encompasses a land area of 86,600 square kilometers. In addition to its country population of 8.5 million, over twenty five million of Azeri diasporas live and work in Russia, Iran, Georgia and other countries. Situated on the Caucasus region and adjacent to the Caspian Sea, Azerbaijan offers one of the most attractive transit links along the East – West trade route between Asia and Europe, as well as the North – South trade route between North Europe, Russia on the one hand and Middle East, South Asia on the other. Both CAREC Corridor 2 and the TRACECA Corridor pass through Azerbaijan. Among CAREC countries, Azerbaijan is the closest to open sea and has four attractive access routes. The Black Sea is only 300 km overland from its border with Georgia and can be accessed through the Volga - Don Canal from May to October. The Baltic Sea is accessible through the Baltic-Volga Canal except the winter months. The Persian Gulf Port of Bandar Abbas is only 1800 km from the Azerbaijan’s border with Iran. In addition, each route to open sea requires transit through only one country, reducing geopolitical risk substantially.

    Country Wildlife Response Profiles A Summary of oiled wildlife response RUSSIAN arrangements and resources worldwide FEDERATION (CASPIAN SEA) VERSION 12/4/2009 Introduction The Russian part of the Caspian coast, which is 695 km long, occupies the northern and northwest parts of the Caspian Sea region. Its coastline is characterised by rich wetlands. These, are important wintering grounds and attract large birds populations particularly since the Caspian lies on the path of several major migration routes. They also provide important resting, feeding and breeding grounds for species including grebes, cormorants, herons and ibises. The Deltas of the Volga, Terek and Sulak rivers are situated within the Russian Caspian Region, which have great importance for the wildlife. A large portion of the Volga River delta is designated as a world biosphere site, and approximately half of the delta consists of wetlands protected by the Ramsar Convention on Wetlands. The Astrakhan Biosphere Reserve consists of three sections (Obzhorovski, Trekhizbinski and Damchikski) situated in the eastern, central and western parts of the Volga delta, and provides a strategic stopover location for East-African, Mediterranean and Central Asian waterfowl migration routes. Millions of birds from dozens of species use these globally significant migration paths. In the summer, the delta is home to a minimum of 400,000 ducks. In the winter, hundreds of thousands of ducks, swans and coots inhabit the area. During the mating season, the region hosts approximately 36,000 pairs of Cormorants, 5,500 pairs of Great White Herons (Ardea herodias occidentalis), 1,800 pairs of Glossy Ibis (Plegadis falcinellus), 280 pairs of spoonbills, 7,000 pairs of Mute Swans (Cygnus olor), and as many as 130,000 pairs of Common Coots (Fulica atra).

State Goals and Private Interests in the Development of Transport Infrastructure in the Russian Black Sea Region in the Second Half of the Nineteenth Century Lyubomir Pozharliev Abstract: The article examines the development of transport infrastructure and shipping in the Black Sea region through the case of the establishment and initial development of the Russian Steam Navigation and Trading Company (ROPiT) between 1856 and the end of the nineteenth century. ROPiT was a joint-stock company co-owned by private entrepreneurs and the state. The article introduces the concept of “systemic actors,” and argues that the construction of Russia’s maritime infrastructure in the Black Sea region became possible due to the efforts of two systemic actors – Nikolaj Arkas and Nikolaj Novosel’skii – who had a comprehensive vision about the development not merely of maritime infrastructure but of infrastructure as a large technological system (cf. Hughes). The development of infrastructure also resulted from constant negotiation between the state’s and entrepreneurs’ different interests. The article thus challenges the thesis that the modernization of the Russian Empire was sustained by top-down state intervention, and shows that modernization developments, with regard to transport infrastructure, consist of a much more complex process encompassing the constant negotiation and confrontation of state and private interests. Abstract The article reflects the current state of logistics transport capabilities aimed at expanding the trade potential of the Russian agro-industrial complex on the example of the grain industry. The authors note that one of the components of successful foreign economic relations is the degree of development of distribution processes both within a single state and in the global economy. The transport capabilities of an individual state affect the intensity of trade relations no less than resource and production ones. The conducted study of the state of transport capabilities has revealed the lack of development of the latter, especially railway transport and grain transshipment capabilities in seaports, which prevents an increase in the volume of grain exports to strategic foreign partners. This, in turn, has determined the importance of the topic and required an analysis of the state's activities to reform the logistics capabilities of the transport infrastructure. Contradictions between the state policy in the field of transport infrastructure development and its real results have been revealed. Using the example of sea transportation, the authors have analyzed the capacity of key ports that transship grain for export.
