MAX Security Report [email protected] +44 203 540 0434 Politics Somalia SITUATION UPDATE: Lower House of 14 Parliament passes resolution extending APR President Farmajo’s mandate for two years on 12:03 UTC April 12 Executive Summary: On April 12, the Lower House of Parliament, allied to President Mohamed Abdullahi Farmajo, voted to extend the Federal Government of Somalia (FGS) mandate following months of failed dialogue with Federal Member States (FMS) and opposition leaders in an effort to resolve protracted electoral disputes. Apart from the complete breakdown of FGS-FMS dialogue, that the Lower House extended Farmajo’s term without consensus from all electoral stakeholders and the resolution of protracted electoral disputes, which leaves Somalia increasingly vulnerable to political and security threats. Despite overwhelming international condemnation of the FGS’s action, given that Farmajo has demonstrated resolve to hold on to power despite the immense risks to Somalia’s stability, the political and security situation in Somalia is poised to remain highly volatile over the coming days. Please be advised: On April 12, the Lower House of Parliament voted to extend the Federal Government of Somalia (FGS) and President Mohamed Abdullahi Farmajo’s mandate by an additional two years, with 149 out of 275 deputies voting in favor of the resolution. In a statement, President Farmajo praised the resolution and claimed that the term extension page 1 / 3 will provide the FGS time to implement a universal suffrage electoral model facilitating the participation of all Somali citizens in the next elections. The Upper House of Parliament released a separate communique claiming that the mandate extension is unconstitutional on the grounds that President Farmajo’s term ended on February 8. -

Written by: Dr Orly Maya Stern Rehabilitation Support Team Adam Smith International September 2019 The release of this research This research was released internally, two weeks before a female suicide bomber, assisted by another woman, killed seven government officials in Mogadishu, Somalia, on the 24th July 2019 – including among them, the Mayor of Mogadishu, Mr. Abdirahman Omar Osman. Since then, there have been further reports of bombings and assassinations perpetrated by al-Shabaab's women in Banaadir, as well as in other regions in Somalia. These increased attacks have made it clear that women in al-Shabaab are a group that can no longer be ignored. SOMALIA AT SIXTY (PART 1) Brief Historical Reflections, 1960-69 by Aweys Omar Mohamoud, PhD 26 June 2020 Sixty years ago this week, Somalia’s march to independence began by the union of the former Trust Territory of Somalia under Italian administration and former British Somaliland. This is the first of a series of articles commemorating the 60th anniversary of our political independence. The themes covered include (a) brief historical reflections of the post-colonial state; (b) ideas for reconciliation, and (c) the need for a new leadership with great vision in 2021. There’s no one better to act as our point of reference to help us sift through the notions of independence and self-governance in post-colonial Somalia than the late Mohamed Haji Ibrahim Egal (August 15, 1928 – May 3, 2002), third Prime Minister of the Somali Republic and later President of Somaliland, who in his famous words spoken at the BBC Somali Service on 5th May 1960 put forward an uncannily prescient question: “I think we’ve all heard the response of the Colonial Secretary today, and I believe you are fully versed that the matter has been concluded in our favour. We’ve started the talks on the day we arrived, on Monday. I believe the British have already decided on the matter, and had their decision to hand. Essentially, the idea (on the part of the British) was to ascertain what we as people wanted, the (independent) state or government we wanted to create, and was this something that people were united about, and will be run by people who are capable of running a country? That was what they were trying to verify. -

Mukhw Somalia has enjoyed a unique role in the history of African nationalism. As the only country in Africa whose population is vinually homogeneous, most speak a common language, all are Muslims and claim to be relaled to a common (or several common) distant ancestors. One might therefore expect thai its independence movement would have been more unified than those ofother African territories where tribal and regional differences came to be reflected in political party groupings after World War Il. Also Somalia was the only country to be partitioned seveml times: once at the end of the 19th century during the scramble for Africa and again in the 1940's following the break-up of the lIalian East African Empire. This would seem to have been another factor that unified Somalis in a sense ofcommon nationalism. However, the drive for Somali independence gave rise to not just one but several political parties. Were these panies based on regional or "tribal" differences of a particular Somali son? Did they have differtnt views ofSomali nationalism and self-government? These questions are difficuh to answer, not only because source materials are limited but also because one Somali party, the Somali Youth League (SYL), came to dominate the political scene in the 1950's and was the majority party at the time of Somali independence in 1960. -

MITCHELL B.A., George Mason University, 2008 M.S., George Mason University, 2010 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Security Studies College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2016 Abstract Attacks against nongovernmental organizations (NGOs) in high-risk conflict zones have increased exponentially over the last two decades. However, the few existing empirical studies on NGO insecurity have tended to focus on external factors influencing attacks, with little attention paid to the actions of aid workers themselves. To fill this gap, this dissertation theorizes that aid workers may have contributed to their own insecurity by engaging in greater political action. Both quantitative and qualitative methods are used to assess the impact of political activity by NGOs on the insecurity of aid workers. The quantitative analyses test the theory at two levels. The first is a large-N country-level analysis of 117 nations from 1999 to 2015 using panel corrected standard errors. The second is a subnational-level statistical analysis of four case studies: Afghanistan, Iraq, Somalia, and Colombia from 2000 to 2014. Both the country- and provincial- level analyses show that the magnitude of aid tends to be a significant determinant of aid worker security. The qualitative methods of “structured-focused comparison” and “process tracing” are used to analyze the four cases. Results show that aid workers are most likely to be victims of politically-motivated attacks while in-transit. -

Das Bundesverwaltungsgericht hat durch den Richter Dr. Clemens KUZMINSKI über die Beschwerde von XXXX, geb. XXXX, StA. Somalia, gegen den Bescheid des Bundesamtes für Fremdenwesen und Asyl vom 22.02.2016, Zl. XXXX, nach Durchführung einer mündlichen Verhandlung am 10.11.2017 zu Recht erkannt: A) Die Beschwerde wird gemäß § 3 Abs. 1 AsylG 2005 idgF als unbegründet abgewiesen. B) Die Revision ist gemäß Art. 133 Abs. 4 B-VG nicht zulässig. Text ENTSCHEIDUNGSGRÜNDE: I. Verfahrensgang: Der Beschwerdeführer, ein damals unbegleiteter Minderjähriger somalischer Staatsangehöriger, gelangte am 09.11.2014 unter Umgehung der Grenzkontrolle nach Österreich und stellte am gleichen Tag einen Antrag auf internationalen Schutz. Bei der ebenfalls noch am 09.11.2014 stattgefundenen Erstbefragung nach dem Asylgesetz durch die Polizeiinspektion XXXX gab der Antragsteller zu seinen Fluchtgründen an, dass er in Somalia alleine, ohne Eltern und Geschwister gelebt habe, dass er obdachlos gewesen sei und als Schuhputzer gearbeitet habe. Er sei traurig und einsam gewesen, da sich niemand um ihn gekümmert habe und er habe vergebens seine Eltern gesucht. Nach Zulassung zum Asylverfahren wurde seitens des örtlich zuständigen Jugend- Wohlfahrtsträger konkret genannte Mitarbeiter der XXXX mit der Vertretung des Minderjährigen im Asylverfahren betraut. Am 13.08.2015 erfolgte eine Einvernahme des Antragstellers (im Beisein eines gesetzlichen Vertreters). Der Antragsteller bestätige, dass er bisher (in der polizeiliche Erstbefragung) der Wahrheit entsprechende Angaben gemacht habe und diese jeweils rückübersetzt und korrekt protokolliert worden seien, korrigierte jedoch seinen Geburtsort von XXXX auf XXXX.
