33 BY LAWS FOR INTER ASSOCIATION COMPETITION

February 2012

1. Entry (a) Entry into the competition shall be made by member Associations only, with the exception of Under 23 entries may be made by Regional bodies. (b) An association is responsible for the financial and By-Law requirements of any team they enter.

2. Divisions (a) There are 8 categories of player types – Seniors, Masters, Veterans, Super Veterans, Under 23, Under 19, Under 17, Under 15. Each category shall be split into divisions – depending on numbers of entries. Division 1 is the highest ranked in each category. (b) The number of teams in Seniors Divisions 1 and 2 and North Island Seniors Division 3 and 4, North Island Masters Divisions 1 to 4 and North Island Veterans Divisions 1 and 2 shall be permanently fixed and entry shall only be by promotion-relegation. (c) Division formats are: i) Senior Divisions 1 and 2 – six teams in each Division. ii) Senior Divisions 1 and 2 – no Association shall have more than 2 teams in each Division iii) North Island Seniors Divisions 3 and 4 – 9 teams per Division. iv) South Island Seniors will be set by the combined South Island Associations to achieve a more uniform number of ties, with Badminton NZ to be the final arbiter in the event of disputes between those Associations. v) North Island Masters Divisions 1 to 4 – 9 teams per Division. vi) North Island Veterans Division 1 and 2 – 9 teams. vii) New Zealand Under 23 – 6 teams based on Regions as determined by BNZ viii) North Island, South Island and New Zealand Under 19, 17, 15 – an Association may enter as many teams as they wish. The format is dependent upon number of teams, number of days, number of courts. BNZ to determine the format (d) Each year Badminton NZ will call for entries for the forthcoming year as follows: i) Affirmation of fixed teams as per Rule 1(b); ii) New Zealand - Under 23, Under 19, Under 17, Under 15 ii) North Island - Seniors Division 5, Veterans Division 3, Super Veterans, Under 17, Under 15 iii) South Island - Seniors Division 3, Seniors Division 4, Masters, Veterans, Under 17, Under 15. (e) Entries shall close on the following dates each year: Seniors Divisions 1-5, North Island Masters & Veterans, Super Veterans 30 September New Zealand Under 23, South Island Masters & Veterans 31 March New Zealand Under 19, Under 17 & Under 15 30 June South and North Island Under 17 and Under 15 30 April (f) i) The team entry fee of $250.00 plus GST, is payable to Badminton NZ 1 month after the closing date(s) as per Rule 2(e). ii) The Super Veterans, South Island Masters & South Island Veterans team entry fee is $125.00 plus GST. iii) North Island & South Island U17 & U15 team entry fee is $250.00 plus GST. iv) NZ U17 & U15 team entry fee is $250.00 plus GST unless the team played in the North Island or South Island Champs in that same year then the fee is $125.00 plus GST.

3. Zoning (a) Badminton NZ shall have the right to subdivide the Competition into zones.

4. Draw (a) Badminton NZ shall arrange the draw for each Category according to zones, and shall set dates and venues for all ties. South Island Masters & Veterans draw shall be arranged by the Mainland Regional Committee and confirmed by Badminton NZ. (b) Badminton NZ shall, at the same time, set dates for all inter-zone Ties and New Zealand Finals. (c) All ties must be played by the date set. (d) Senior Division 1 Wisden Cup, Senior Division 2 Slazenger Cup and Under 23, Under 19 Under 17 and Under 15 teams shall be seeded based on an average of all team member’s player points across all disciplines from the current player points ranking lists 28 days prior to the start of the competition. In the case of overseas players the New Zealand selectors to determine arbitrary points based on the known strength of the players for the purpose of the calculation. (e) The seeding of teams for (d) may be recalculated and the draw changed accordingly up until 72 hours prior to the commencement of the first tie upon submission of a revised ranking list from any team. (f) Any Association shall have the right of appeal to Badminton NZ. Such appeal shall be made in writing within 14 days of notification of the draw and be supported by a statement of case.

5. Defaults (a) Any Association that withdraws a team(s), after the 30th November for Senior Divisions, NI Masters, NI Veterans and Super Veterans, or after the entry closing date for U23, Juniors, SI Masters and Veterans, or during the competition, shall be liable for the full amount of default fee as set by Badminton NZ, but this may be waived or reduced by the Board in exceptional circumstances. [The fee is currently set at $500 plus GST per Association]. Teams that default or withdraw during the competition will additionally be liable for any justified actual expenses incurred by other teams in their division. (b) If an Association is not able to fill all its fixed teams for the current season, as per Rule 2 (b), then it must field the higher ranked teams first as per Rule 7(a). If an Association is to withdraw a team from Senior Division 1 or 2 after 1st May then it must be the lowest ranked of these teams. The withdrawn team will automatically be the team relegated at the end of the season. (c) Non-payment of Inter Association costs by 31 October of the current year will debar that Association from participation in the forthcoming year’s Inter Association competitions. (d) An Association that has not complied with all of Badminton NZ requirements under the Rules of The New Zealand Badminton Federation (Inc.) may have all of their teams debarred from the current year’s competition unless satisfactory arrangements are made with the Board.

6. Eligibility of Players (a) A player must be in good standing with Badminton NZ and their own Association. (b) A New Zealand player is defined as a person who holds any of the following: I. A New Zealand Passport; II. New Zealand Citizenship; or III. New Zealand Residency PROVIDED THAT in the case of Residency a player must have resided continuously in New Zealand for a minimum of one year. This status must be held at the time when the team list is submitted. Associations must provide proof of this status, if requested by Badminton New Zealand. That all other players are classified as overseas players. A maximum of 2 overseas players are allowed per team with the exception of Junior Divisions: Under 19, Under 17 & Under 15. Associations may apply to Badminton New Zealand for overseas students to be included in

35 junior teams upon proof of the student’s enrolment and continuous residency for a minimum of 12 weeks prior to submission of any ranking list. Badminton New Zealand may grant entry eligibility of a player at their discretion”.

(c) In a given season a player may play for different Associations in each of the following categories of competition: I. Under 23 II. Seniors III. Masters IV. Veterans V. Super Veterans In addition, where a player plays Senior Division 3-5 for an Association that does not have a team in Seniors Division 1 Wisden or Seniors Division 2 Slazenger, that player may also represent some other Association in either Seniors Division 1 or 2. (d) In the categories of Seniors Division 3-5, Masters, Veterans and Super-Veterans, an Association that is suddenly unable to field a full team for a particular weekend of ties, due to special circumstances (eg. injury or travel difficulties), must obtain the written permission of Badminton NZ to include “emergency reserves” from alternative associations. Failure to do this will result in the games involving such player(s) being defaulted. (e) In any one season a player can play for only one Association for the combination of the following categories of competition. I. Under 15; II. Under 17; III. Under 19 If a player from these categories also plays in a Seniors Division they do not need to represent the same Association as they represent in the age restricted competition. (f) A player must not play in more than ONE TEAM in the SAME DIVISION for that season unless the written permission of Badminton NZ has been granted. Juniors competing in any of the Under 19/17/15 competitions are exempt from this ruling provided that the association they first represent does not have a team in the subsequent competions. Interpretation – this is to enable a player to play in a competition when their own Association is unable to field a team (g) A player cannot be named and/or play in both a Seniors Division 1 Wisden Cup team and a Seniors Division 2 Slazenger Cup team in the same year. However, where prior to the Ties commencing a named player is forced to retire from a Seniors Division 1 Wisden Cup team, a player who was named in a Seniors Division 2 Slazenger Cup team may be promoted to take that player’s place in the Seniors Division 1 Wisden Cup team, provided that he or she ceases to be named in the Seniors Division 2 Slazenger Cup team. (h) Badminton NZ will allow a junior to play in Division 1 or 2, regardless of what other Divisions they have played in, in the same year, provided that player has not played Division 1 or 2 in previous years This is to allow teams to name Junior as a 6th player to give them experience in the Wisden/Slazenger Cup environment. (i) The Under 23 Division is restricted to players who are over 19 and under 23 years of age during the year of the competition. (j) The Under 19 division is restricted to players who turn 17 or 18 during the year of the competition PROVIDED THAT up to two (2) players can come from a younger age group. The Under 17 division is restricted to players who are under seventeen (17) years of age throughout the year of competition. The Under 15 division is restricted to players who are under fifteen (15) years of age throughout the year of competition. (kj) The Masters Division is restricted to players who are at least thirty four (34) years of age throughout the year of competition (i.e. may play if turning 35 years of age during the year of competition) The Veterans Division is restricted to players who are at least forty nine (49) years of age throughout the year of competition (i.e. may play if turning 50 years of age during the year of competition)

36 The Super Veterans Division is restricted to players who are at least fifty nine (59) years of age throughout the year of competition (ie. may play if turning 60 years of age during the year of competition). (l) Age restricted players may, provided they meet the age requirements of each age group, play in any of the age groups. They may also compete in Seniors Division play under the same conditions as the non-age group players.

7. Grading (a) Multiple teams from the same Association in the same competition (e.g. Seniors [Divs 1-5], Masters [Divs 1- 5], Veterans [Divs 1-3], Super Veterans, Under 19, 17, 15) are to have the strongest team in the higher ranked Division, with the next strongest team in the following Division, etc. If, however, there are 2 teams from an Association in the same Division of a category of competition those two teams may be of equal ranking. (b) A player who plays more than the set number of Ties in a higher Division must not play again in a lower Division in that season. The number of Ties is: i) Seniors Division 1 & 2 and other categories that have all the zone Ties scheduled on consecutive days: 2 Ties. ii) All other categories: One weekend series of Ties. (c) For Seniors Division 1 Wisden Cup and Seniors Division 2 Slazenger Cup teams, the first five men and five women of singles merit order shall automatically be deemed Division 1 or 2 players for that season regardless of Rule 7(b). (d) Teams that use a player not qualified under Rules 6, 7 and 8(a) will have all that player’s matches disqualified in Ties played that season. Matches played in lower position order than those played by the disqualified player will also be disqualified.

8. Composition of Teams (a) i) Each team, except Super Veterans, Veterans and Under 23 and Under 19, shall consist of a minimum of 4 men and 4 women up to a maximum of 6 men and 6 women, including reserves. ii) A Veterans, Super Veterans and Under 23 and Under 19 team shall consist of a minimum of 3 men and 3 women up to a maximum of 5 men and 5 women including reserves. iii) The team membership must be the same if the Ties played are on the same day or consecutive days. (b) i) Seniors Division 1 Wisden Cup and Seniors Division 2 Slazenger Cup teams are to register their intended teams with Badminton New Zealand by 1 May each year. Each player is to have a notation as whether they are a New Zealand or Overseas player. Interpretation - Players, who are named in the provisional lists at the beginning of the season, may be replaced (due to injury or unavailability). An independent verification is required eg. Doctor’s certificate or business letter. If the provisional lists do not name all 6 men and 6 women, then any ‘gaps’ will not be allowed to be filled by a lower division player. Overseas players on the provisional list will not be allowed to be replaced by a lower division player. ii) For Seniors Division 1 Wisden Cup and Seniors Division 2 Slazenger Cup, NZ Under 23, 19, 17, 15 a team ranking list on the form provided, detailing all the team members’ names must be submittedin ORDER OF MERIT for singles plus all the doubles combinations intended to be used in ORDER OF MERIT to Badminton NZ, at least 21 days prior to the start of the first TIE. The team lists in the u23 and junior events to include the player’s date of birth(Teams failing to submit this ranking list by this date will incur a penalty of 1 Tie win and 16 match wins deducted from their final total of Ties won and matches won respectively). For all Overseas Players, Associations must submit a 3 year playing history for all overseas players and to be attached to the Order of Merits list. If playing history is not submitted the overseas player will not be able to play in the event. Interpretation -: Order of Merits should follow the player points order of merit, if not then deviations are to be justified. iii) Badminton NZ will circulate the above ranking lists, for Seniors Division 1, Division 2 and NZ Under 23, Under 19, Under 17 and Under 15 , Associations may protest which must be supported by a statement of case. Any alterations considered necessary by Badminton NZ (as a result of any protest received, or

37 for any other reason) or following a decision of the Selectors, shall be notified to Associations at least seven (7) days prior to the first Tie. iv) For Under 17and Under 15 North and South Island Divisions, a team ranking list on the form provided detailing all the team members’ names must be submitted in ORDER OF MERIT for singles plus all the doubles combinations intended to be used in ORDER OF MERIT to Badminton NZ, at least 14 days prior to the start of the first TIE. Badminton NZ selectors will review the lists and make any necessary changes. The team lists are to include the player’s date of birth v) Where a player is unable to take his or her place in a team prior to the commencement of the first Tie because of injury, illness, the operation of Rule 6(g) or for any other reason, the Association has the right to name a replacement player and as soon as practicable the Association must submit a revised ranking list in ORDER OF MERIT. vi) All teams competing in Junior Inter Association ties, North and South Island Under 17 and 15 and NZ Under 19, 17 and 15 are to have a non-playing adult Manager. This person must be in attendance at the respective tournament and be appointed by and responsible to the Association to which that team belongs.

9. Playing of Ties (a) i) A Tie, for Divisions 1-4 and Junior Under 17 and Under 15 shall play 4 men’s singles matches, 4 women’s singles matches, 2 men’s doubles matches, 2 women’s doubles matches and 4 mixed doubles matches. A total of 16 matches. ii) A Tie for Masters shall play4 men’s doubles matches, 4 women’s doubles matches and 4 mixed doubles matches. A total of 12 matches. (The doubles matches can be played by any combinations of players provided that: a) each pairing only plays 1 match per tie. b) each player can only play a maximum of 2 men’s/women’s doubles matches and 1 mixed doubles match per tie). iii) A Tie for Veterans and Super Veterans shall play3 men’s doubles matches, 3 women’s doubles matches and 3 mixed doubles matches. A total of 9 matches. (The 3 men’s and 3 women’s doubles matches can be played by any combinations of up to 5 players provided that: a) each pairing only plays 1 match per tie b) each player can only play a maximum of 2 men’s/women’s doubles matches and 1 mixed doubles match per tie). iv) A Tie for Under 23 and Under 19 shall play 3 men’s singles, 3 women’s singles, 1 men’s doubles, 1 women’s doubles and 3 mixed doubles. A total of 11 matches. No player shall play in more than three matches in any one Tie, nor in more than one match per event ( Men’s singles, Women’s singles or mixed doubles) for which he/she is eligible. (b) Each match shall be the best of three games of twenty one points, with extension using the current BWF scoring system. At 20 all, the winner must win by 2 points to a maximum of 30 points. The Events Committee may allow matches of other formats for any of the three Junior categories. Badminton NZ may allow matches of other formats for Super Veterans. (c) BEFORE THE START OF PLAY i) In all Senior Divisions 3-5, Masters, Veterans and Super Veterans ties, Team Captains or Managers must submit a ranking list to the Referee, at least 15 minutes before the start of play. Each list must show ALL PLAYERS in ORDER OF MERIT for singles (except Masters, Veterans and Super Veterans) plus ALL the doubles combinations TO BE USED IN ORDER OF MERIT and this must be the merit order for the playing of the Tie(s) including Ties played on consecutive days. No alterations shall be made to this ranking list thereafter, except to substitute under Rule [9(e) (iv)], or where an objection under Rule 9[(c) (ii) and/or (iii)] is able to be resolved. (Any 4 singles players, 2 doubles pairs, 4 mixed pairs etc. may be used for each Tie). ii) If a team objects to the declared order of merit of ANY OTHER TEAM the Captain or Manager must make such objection known to both the opposing Captain or Manager and the Referee BEFORE THE START OF PLAY. If an agreed order of merit cannot be arrived at the Tie(s) shall be played in the

38 declared order of merit. The objecting Association shall then, if it wishes, lodge a written objection with Badminton NZ within seven (7) days of the completion of the Tie(s). iii) If a Badminton NZ paid staff member is present then the matter shall be referred to that BNZ representative and their decision shall be final and binding on all parties. iv) In Divisions 1 and 2, Under 23, Under 19, Under 17 and Under 15 – the appointed Referee shall set the conditions of play prior to a Managers Meeting. (d) BEFORE THE START OF A TIE i) Team lists for each Tie must be submitted to the Referee, at least 15 minutes before the start of a tie or by the time set by the Event Organiser. ii) When both Team lists have been handed in, then the opposing captains or managers can view the opposition team’s list. iii) A Team must have all the named players available to take the court and be capable of playing the match with honest endeavour. iv) The Referee is to check the order of the players/combinations on the Team List with that of the Ranking List and ensure that any errors are corrected. v) Immediately prior to the start of a Tie, all players not courtside are to be identified to the opposing Captain/Manager and Referee. vi) Where a Team List is required to be submitted some time prior to the immediate start of a Tie and, subsequently, a player is unable to take their place on the court then a new Team List must be submitted as soon as practical. (e) DURING A TIE i) If it is discovered that matches are playing ‘out of order’ they shall be stopped immediately and replayed in the ‘corrected order’. Any finished matches shall also be replayed in the ‘corrected order’. ii) If, after the last match in the Tie has been completed, it is discovered that matches have been played ‘out of order’, the results stand as they are with no replays. No defaults can be claimed or awarded. iii) If a player is incapacitated and is unable to continue, the match in progress shall be forfeited. If team consists of only the minimum number of players all remaining matches in which the incapacitated player is unable to play shall be forfeited. iv) If a team consists of more than the minimum number of players (refer Rule 8(a)) then one member must substitute for the incapacitated player, in that player’s position, in the remaining matches of that Tie provided that the substitute complies with Rule 9(a). (Teams with more than the minimum number of players on the team’s ranking list regardless of whether Reserves are listed or not on the Tie Sheet, must put a player on the court otherwise Rule 9(f) (i) applies). The other players for that match play as written down. The ranking list order is ignored for this match. A second substitute can play in the incapacitated player’s place for a second match – it does not have to be the same substitute who plays in both matches v) If a player is incapacitated then that team’s Captain or Manager must confer with the opposing Captain or Manager regarding both the incapacitated and substitute players. If there is no agreement the Referee shall be the sole judge and his/her decision is final. vi) The incapacitated side shall retain their points scored while the other side shall take the extra points needed to win the match. vii) If the incapacitated player is unable to start the next match when that is due to be played, then they are not permitted to play any further matches in that tie. They can, however, play in a later tie that day, although they may be asked to produce a medical certificate, if the Referee is concerned about the injury. (f) ALL TIES i) Any match(es) defaulted in a Tie other than for injury, illness, or Clothing Code violation will also be automatically defaulted by that team for ALL REMAINING TIES FOR THAT SEASON. ii) If a team has Rule 9(f) i) invoked then subsequent Team Lists MUST include defaulted match(es) as if the match(es) are still to be played. (i.e. if the top doubles position has been defaulted, then the top doubles pair must still be named in the top doubles position, they cannot play as the 2nd pair.)

39 iii) When a team has less than the minimum number of players available to take the court at the start of a Tie then the highest position order matches in each event must be filled first with the descending order positions following next. iv) Any transgression of clauses 9(d), (e), (f) shall have the affected match(es) disqualified and any match(es) played in a lower position order than the disqualified match(es) shall also be disqualified. (g) The winner of a Tie shall be the team winning the greater number of matches. If matches won are even, then the winner shall be the team winning the greater number of games, then points, in that order. If all these are even then the result shall be a draw. (h) Those parts of the competition played on a ‘Round Robin’ basis will have the placings decided by the greatest number of TIES won. Should more than one team be equal on the number of TIES won, then that equality shall be decided by the descending order of: firstly, the greater number of TIES DRAWN, then, if necessary by secondly, the greater number of MATCHES WON. If equality still exists then, thirdly, the higher value of GAMES WON minus GAMES LOST. Followed by, if necessary, fourthly, the higher value of POINTS WON minus POINTS LOST. If the teams are still equal and further competition is to be played then the placings will be decided by the toss of a coin. Where no further competition is to be played then the teams will be declared equal. If a team defaults then the results involving that team will be discarded in calculating the breaking of equality on matches, games and points. (Teams that have a DRAWN TIE in a ‘Round Robin’ shall NOT toss to break that equality). (i) Defaults - refer Clause 5. (j) All matches in Divisions 1 and 2, Under 23, Under 19, Under 17 and Under 15 shall be umpired. (k) Wherever possible all other matches are to be umpired.

10. Order of Play (a) If the 2 teams agree on an order of play, different from that set out in Rule 10(b), then that shall be the order of play for that TIE. (b) If there is disagreement as to the order of play in any tie, the order of play shall be: First, Singles in ASCENDING order (fourth to first) of merit alternating Men’s and Women’s; Second, Doubles in ASCENDING order (second then first) of merit alternating Men’s and Women’s; Third, Mixed Doubles in ASCENDING order of merit. Any singles players still unavailable for play five (5) minutes after the conclusion of the last singles match shall have that match(es) defaulted (and Rule 9(f) (i) applies). The same sequence shall be used for the doubles and also for the mixed doubles.

11. Results (a) Badminton NZ shall supply suitable result sheets for the recording of Inter Association Ties and Referee Report forms. Sufficient forms shall be provided by Badminton NZ to the host Association who shall be responsible for making these available to the competing teams. (b) The HOST ASSOCIATION will, within three (3) days of the completion of the Tie(s) forward one (1) copy of the detailed result and a copy of the Referee’s Report to Badminton NZ. Failure to do this may render the host team liable to the forfeiture of the points for their Tie(s).

12. Laws of Badminton (a) The Laws of the game applying to all Ties shall be those laid down by the Badminton World Federation as published on the Badminton NZ website. (b) The standard of dress worn on the court during a match shall be as per the Badminton NZ Clothing Code as published on the Badminton NZ website.

40 (c) The Referee has overall charge of the playing of Ties at that venue and has the authority to enforce the Laws of Badminton, The Clothing Code and the By Laws for Inter Association Competition. Where no Referee has been appointed the responsible official shall assume the duties of the Referee.

13. Trophies (a) The Seniors Division 1 winner shall become the holder of the Wisden Cup. The Seniors Division 2 winner shall become the holder of the Slazenger Cup. (b) The New Zealand Seniors Division 3 winner shall become the holder of the RSL Cup, while the North and South Island winners shall become the holders of the Hawksworth and Pearce Cups respectively. (c) The North Island Seniors Division 4 winner shall become the holder of the W F Smith Cup. The South Island Seniors Division 4 winner shall become the holder of the David Cessford Cup. (d) The North Island Seniors Division 5 winner shall become the holder of the G E Feist Cup. (e) The North Island Masters Division 1 winner shall become the holder of the K Niven Trophy. (f) The North Island Masters Division 2 winner shall become the holder of the Mrs V Stanford Cup. (g) The South Island Masters Division 1 winner shall become the holder of the Pryde Cup. (h) The South Island Masters Division 2 winner shall become the holder of the Canterbury Cup. (i) The South Island Masters Division 3 winner shall become the holder of the Whittaker Cup. (j) The North Island Veterans Division 1 winner shall become the holder of the Massey Cup. (k) The South Island Veterans Division 1 winner shall become the holder of the Shirley Phillips Trophy. (l) The South Island Veterans Division 2 winner shall become the holder of the Bill Baker Memorial Trophy. (m) The New Zealand Under 23 winner shall become the holder of the Richard Purser Trophy. (n) The New Zealand Under 19 winner shall become the holder of the Vincent Cup. The South Island and the North Island Under 19 Division 1 winner shall each hold a Woolworth Cup. (o) The North Island Under 19 Division 2 winner shall become the holder of the Barry Stevens Shield. (p) The New Zealand Under 17 winner shall become the holder of the Neil Gardiner Cup. The South Island and the North Island Under 17 Division 1 winners shall become the holders of the Canterbury Cup and Murray Weatherston Shield respectively. The winner of the North Island Under 17 Division 2 shall become the holders of the Hawksworth Shield. The winner of the South Island Under 17 Division 2 shall become the holders of the Marlborough Shield. (q) The New Zealand Under 15 winner shall become the holder of the Marten Young Trophy. The South Island and the North Island Under 15 Division 1 winner shall become the holders of the Canterbury (Ron Smith) Trophy and Gilda Tompkins Shield respectively. The winner of the North Island Under 15 Division 2 shall become the holders of the Hawksworth Shield. The winner of the South Island Under 15 Division 2 shall become the holders of the Otago Shield. (r) Medals: Where medals are awarded to a winning division team, these shall be awarded only to those players who actually played a Tie. Where medals are awarded at any Under 23, 19, 17, 15 Inter Association event, any player named on a team ranking list shall be awarded a medal.

14. Shuttles (a) Badminton New Zealand will approve a brand of shuttle for Seniors Division 1 and 2 and Under 23, Under 19, Under 17 and Under 15 Island and New Zealand Championships. This shuttle must be used by all teams. (b) For all other Divisions refer to the Guide to Shuttle Usage for Inter Association Competition.

15. Financial Arrangements (a) For Seniors Division 1 and 2, Under 23 and the Junior Categories, Island and New Zealand Championships, a fee of $50+GST per team per tie, to be paid directly to the host Association. (b) The teams involved in the New Zealand final of Seniors Division 3 shall have travel and hall hire equalised, as per the Badminton NZ schedule for costs, and, in addition, Badminton NZ shall contribute up to $1,500, on a $1:$2 subsidy basis, for these costs.

41 (c) Host Associations may charge hall hire costs for the North Island Seniors Divisions 3, 4 and 5 Promotion and Relegation play-offs (there is a cap of $50+gst per team per tie). Hosts may also charge for North Island Masters, Veterans and Super Veterans play-offs (there is a cap of $50+gst per team per tie). (d) For South Island Seniors, Masters, Veterans divisions, hall hire costs shall be no more than $50+gst per team per tie.

16. Inter Zone Finals (a) Divisions of more than one zone will play inter zone finals. The top two teams of each zone will play in the CUP SECTION for the division title. The bottom two teams of each zone will play in the RELEGATION SECTION and the last placed team will be relegated. In circumstances where Promotion/Relegation results in more or less than 9 teams in Seniors Divisions 3 and 4 it will be necessary to relegate or promote more than one team.

17. Cup Section (a) The winner of each zone shall play the runner-up of the other zone in the semi-final. The winners of the semi-final shall then play for the Division title. The losers of the semi-final shall play for third place. (b) If the 2 finalists are even after a count back of games and points they shall be declared joint winners of the respective trophy. (c) Defaults - If a team defaults the draw shall stand and the losing semi-finalist will be placed third. (d) The appropriate trophy shall be available at the Cup Section Tie.

18. Relegation Section (a) The last two teams from one zone shall play the last two teams of the other zone. The result from zone play shall be deemed to be the result of the unplayed third Tie when calculating final placings. (b) Final placings will be calculated as per Rule 9(h). (c) If a team defaults it shall be placed last in the Division and relegated.

19. Promotion – Relegation (a) The team that wins either Seniors Division 2 Slazenger Cup; New Zealand Seniors Division 3; North Island Seniors Division 4, 5; North Island Masters Division 2, 3, 4, 5; North Island Veterans Division 2; shall be promoted to the next division for the following season subject to 2(c) i), ii). If in the case of Seniors Division 2 Slazenger Cup and Seniors New Zealand Division 3 the winner is ineligible for promotion under 2(c) i), ii), an eligible team must have finished runner up in the respective competition to be promoted. (b) The team that comes last in either Seniors Division 1 Wisden Cup; Seniors Division 2 Slazenger Cup; North Island Seniors Division 3, 4; North Island Masters Division 1, 2, 3, 4; North Island Veterans Division 1, 2; shall be automatically relegated to the next division for the following season subject to 19(a). Under these circumstances the team or teams will retain their place for the following season. In certain circumstances it may be necessary to promote and/or relegate two teams between divisions. (c) If two teams are equal after appropriate count back provisions have been applied, then a coin shall be tossed to determine promotion/relegation.

42 BY LAWS FOR INTER ASSOCIATION COMPETITION Interpretations and Clarifications

The Numbering system used is as per the ‘By Laws for Inter Association Competition’.

5 (a) Own Association – Home Association A Player’s Home Association is initially where they live. If a player moves to a new location, it is expected that they then play for their new Association. A Player may move (to a neighbouring Association) and remain playing for the first Association, providing they play all their Inter Association at the one Association. They may play for a 2nd Association – as covered by By Laws 5(c). If a player wishes to play for another Association, without moving, then they need to inform both Associations before they do. They should do this at the end of a season, as that is when Associations have to enter their team numbers for the following season. A ‘Change of Home Association’ form is available for a player to inform both Associations. Associations cannot prevent a player from changing, however they should enter into dialog with the player and with the ‘other’ Association if they would prefer that player not to go. Badminton NZ updates the national database once the completed form has been received. They do not make a decision on the change.

5 (b) Overseas Players An overseas player is defined as a player who is not a NZ Player. A NZ Player must hold one of the following: a NZ Passport, Citizenship or Residency. In the case of Residency a player must have resided continuously in New Zealand for a minimum of one year.

5 (c) More Than One Association To gain permission from Badminton NZ, a ‘More Than One Association’ form must be completed and sent in.

5 (g) Division 1 and 2 players must not have played in a lower division Players who are named in the provisional lists at the beginning of the season, may be replaced (due to injury or unavailability). An independent verification is required eg. Doctor’s certificate or business letter. If the provisional lists do not name all 6 men and 6 women, then any ‘gaps’ will not be allowed to be filled by a lower division player. If the incapacitated player is unable to start the next match when that is due to be played, then they are not permitted to play any further matches in that tie. They can, however, play in a later tie that day, although they may be asked to produce a medical certificate, if the Referee is concerned about the injury.

43 8 (f) iv) Substitution for injury On the Tie sheet, the incapacitated player is crossed out and the substitute’s name is written in. The other players for that match play as written down. The ranking list order is ignored for this match. A second substitute can play in the incapacitated player’s place for a second match – it does not have to be the same substitute who plays in both matches.

GUIDE TO SHUTTLE USAGE FOR INTER ASSOCIATION COMPETITION

Feather shuttles will be used for the playing of all Inter Association Ties.

At the start of a Tie each Team should put a tube of shuttles into the shuttle pool. If necessary, extra shuttles should be added to the pool equally. At the conclusion of the Tie the shuttles should be sorted and the use equalised (shuttle per shuttle).

It is unlikely that every team will have the same brand of shuttle. Disputes over which brand to use may arise. When the two teams in a Tie cannot agree which of the two approved brands of shuttle are to be used the following procedure must be used:

The toss of a coin shall decide the brand of shuttle to be used for the first match. The second match shall use the other brand and thereafter on an equal basis.

DURING PLAY

A player may only change the shuttle during a match provided that the opponent agrees and the Umpire has given consent.

The main reason for a replacement is a change in the speed of the shuttle being used.

The testing procedure to be used to determine the correct speed is:

1 Use a full underhand stroke which makes contact with the shuttle over the back boundary line. The shuttle shall be hit at an upward angle and in a direction parallel to the side lines. 2 A shuttle of correct speed will land not less than 530mm and not more than 990mm short of the other back boundary line.

Managers must keep alert to any likely disputes in this regard. The Umpire has the final decision but many juniors will not have had the experience to handle the situation to the letter of the law.

WILFUL DAMAGE

Wilful damage of a shuttle during play is a flagrant offence under the Laws of Badminton and the offending player can be disqualified by the Referee. If a player is disqualified then that corresponding match in all subsequent Ties played by that Team will be automatically disqualified also [Inter Association Competition By Laws Clause 8(g)].

44 CLOTHING APPROVED FOR USE IN BADMINTON COMPETITION IN NEW ZEALAND

1. In order to present an attractive image and enhance the presentation and promotion of badminton, all clothing worn by players at events organised or sanctioned by Badminton New Zealand shall be required to conform to the standards set out below.

1.1 It is recommended that all badminton associations and clubs adopt this clothing code to ensure a uniform standard in the sport throughout New Zealand.

2. Definition For the purposes of these regulations, articles of clothing shall be defined as: “Anything worn or carried by the player/s during play, except the racket and including, but not limited to, pullovers, jackets, shirts, shorts, skirts, dresses, socks, shoes, towels, wristbands, bandages, medical supports and headbands”.

3. Acceptable Types of Clothing 3.1 All of the major items of clothing listed above must be of a type and style intended for use in racket sports. This means: 3.1.1 Tennis or polo style shirts. For women, a sleeved or sleeveless top or dress as used for tennis or squash may be worn. A T-shirt is acceptable for both sexes. 3.1.2 Shorts or skirts of a type and style intended for use in racket sports. 3.1.3 Clothing designed and intended for use primarily in other activities, eg. running, cycling, triathlons, surfing, football, etc. is not acceptable. 3.2 In all events the wearing of tracksuits is permitted only until play starts. 3.3 Where required for cultural, religious or medical reasons, garments with long sleeves and/or trousers which otherwise comply with this code, are permitted.

4. Colour 4.1 Each article of clothing may be of any colour or combination of colours.

5. Designs on Players’ Clothing 5.1 Each article of clothing may only bear a design as provided in Regulation 5.2 to 5.4. 5.2 Abstract designs are permitted when devoid of advertising, commercial or promotional content. It is not acceptable to tape over nor to pin on advertising nor in any other way to modify such clothing to comply with advertising or other regulations. 5.3 The shirt may carry on the front the emblem of a badminton club, association, country or other badminton body. 5.4 A design is allowed when it forms part of an advert permitted by Regulation 7 and falls wholly within the permitted dimensions.

6. Lettering on Players’ Clothing 6.1 Each article of clothing may only have visible lettering as provided in Regulations 6.2 to 6.3. 6.2 Lettering is allowed when it forms part of an advert permitted by Regulation 7 and falls wholly within the permitted dimensions. 6.3 The name of the player or player’s Club or Association may appear on the back of the shirt, in accordance with Regulations 6.3.1 to 6.3.2; 6.3.1 Lettering shall be in capital letters in the Roman alphabet. 6.3.2 If there is a pattern on the back of the shirt, the lettering shall be on a contrasting panel.

45 6.3.3 In order that lettering be legible from a distance for spectators in the stadium and television viewers, lettering must be a minimum height of 6 centimetres and a maximum height of 10 centimetres. 6.3.4 Lettering should be horizontal, or as close as practically possible, and placed near the top of the shirt.

7. Advertising on Players’ Clothing 7.1 Articles of clothing may only have advertising as provided in Regulations 7.2 to 7.4. 7.2 The shirt may carry advertising as in 7.2.1 to 7.2.3; 7.2.1 Adverts may appear on the following locations: left sleeve, right sleeve, left collar, right collar, front of shirt. Each advert must be 20 square centimetres or less, and there must be no more than three in total and only one per location; and 7.2.2 Advertising contained in a band of uniform width not exceeding 10 centimetres; such a band may be at any angle and may be on the front of the shirt, the back of the shirt, or both. This advertising may include the name or logo of a sponsor and/or the name of a badminton club, association, country or other badminton body. 7.2.3 If, in the Referee’s sole judgement, there is a clash between the content of the advertising in 7.2.2 and the event sponsors or the TV broadcasters, or if the content of the advertising would infringe local laws or be considered offensive, then the Referee may limit advertising on the shirt to 7.2.1. 7.3 Other Clothing 7.3.1 Each sock and each shoe may carry two adverts provided they are 20 square centimetres or less. 7.3.2 Each other article of clothing may carry one advert of 20 square centimetres or less. 7.4 The adverts in 7.2 and 7.3 may be the clothing manufacturer’s emblem or that of any sponsor.

8. Team Uniforms 8.1 Where Associations elect to use a team uniform, this must comply with Regulations 5, 6 and 7 above. 8.2 Where Associations elect to use a team uniform this must be worn for all ties, by all team members.

9. Referee 9.1 In applying these regulations, the decision of the Referee at each event shall be final. In the absence of the Referee, the responsible official shall have the power of the Referee. For offences and disputes involving these regulations the Referee or responsible official shall have the power to direct the player to remove the offending garment. In the event of non-compliance or dispute of the Referee’s decision the referee shall have the power to: 9.1.1 default the offending player/side from that match; 9.1.2 disqualify the offending player/side from further participation in that particular tie, event or tournament; 9.1.3 bar the offending player’s side’s team official(s) from further participation in the event. 9.2 Should action be taken under 9.1 above, provisions of the Code of Conduct shall come into force.

47 DEFINITIONS

Player Any person playing Badminton. Match The basic contest in Badminton between opposing sides each of one or two players. Singles A match where there is one player on each of the opposing sides. Doubles A match where there are two players on each of the opposing sides. Serving side The side having the right to serve. Receiving side The side opposing the serving side. Rally A sequence of one or more strokes starting with the service, until the shuttle ceases to be in play. Stroke A forward movement of the player’s racket.

1. COURT AND COURT EQUIPMENT

1.1 The court shall be a rectangle marked out with lines 40 mm wide as shown in Diagram A. 1.2 The lines marking out the court shall be easily distinguishable and preferably be coloured white or yellow. 1.3 All the lines shall form part of the area which they define. 1.4 The posts shall be 1.55 metres in height from the surface of the court and shall remain vertical when the net is strained as provided in Law 1.10. The posts or its supports shall not extend into the court. 1.5 The posts shall be placed on the doubles side lines as in Diagram A irrespective of whether singles or doubles is being played. 1.6 The net shall be made of fine cord of dark colour and even thickness with a mesh of not less than 15 mm and not more than 20 mm. 1.7 The net shall be 760 mm in depth and at least 6.1 metres wide. 1.8 The top of the net shall be edged with a 75 mm white tape doubled over a cord or cable running through the tape. This tape shall rest upon the cord or cable. 1.9 The cord or cable shall be stretched firmly, flush with the top of the posts. 1.10 The top of the net from the surface of the court shall be 1.524 metres at the centre of the court and 1.55 metres over the side lines for doubles. 1.11 There shall be no gaps between the ends of the net and the posts. If necessary, the full depth of the net at the ends shall be tied to the posts.

48 2. SHUTTLE 2.1 The shuttle shall be made of natural and/or synthetic materials. From whatever material the shuttle is made, the flight characteristics generally shall be similar to those produced by a natural feathered shuttle with a cork base covered by a thin layer of leather. 2.2 Feathered Shuttle 2.2.1 The shuttle shall have 16 feathers fixed in the base. 2.2.2 The feathers shall have a uniform length between 62 mm to 70 mm when measured from the tip to the top of the base. 2.2.3 The tips of the feathers shall lie on a circle with a diameter from 58 mm to 68 mm. 2.2.4 The feathers shall be fastened firmly with thread or other suitable material. 2.2.5 The base shall be 25 mm to 28 mm in diameter and rounded on the bottom. 2.2.6 The shuttle shall weigh from 4.74 to 5.50 grams. 2.3 Non-Feathered Shuttle 2.3.1 The skirt, or simulation of feathers in synthetic materials, shall replace natural feathers. 2.3.2 The base shall be as described in Law 2.2.5. 2.3.3 Measurements and weight shall be as in Laws 2.2.2, 2.2.3 and 2.2.6. However, because of the difference in the specific gravity and other properties of synthetic materials in comparison with feathers, a variation of up to 10 per cent shall be acceptable. 2.4 Subject to there being no variation in the general design, speed and flight of the shuttle, modifications in the above specifications may be made with the approval of the Member Association concerned, in places where atmospheric conditions due to either altitude or climate make the standard shuttle unsuitable. 3. TESTING A SHUTTLE FOR SPEED 3.1 To test a shuttle, a player shall use a full underhand stroke which makes contact with the shuttle over the back boundary line. The shuttle shall be hit at an upward angle and in a direction parallel to the side lines. 3.2 A shuttle of correct speed will land not less than 530 mm and not more than 990 mm short of the other back boundary line as in Diagram B.

4. RACKET 4.1 The racket shall be a frame not exceeding 680 mm in overall length and 230 mm in overall width consisting of the main parts described in Laws 4.1.1 to 4.1.5 as illustrated in Diagram C. 4.1.1 The handle is the part of the racket intended to be gripped by a player. 4.1.2 The stringed area is the part of the racket with which it is intended that a player hits the shuttle. 4.1.3 The head bounds the stringed area.

49 4.1.4 The shaft connects the handle to the head (subject to Law 4.1.5). 4.1.5 The throat (if present) connects the shaft to the head.

4.2 The stringed area: 4.2.1 shall be flat and consist of a pattern of crossed strings either alternately interlaced or bonded where they cross. The stringing pattern shall be generally uniform and, in particular, not less dense in the centre than in any other area; and 4.2.2 shall not exceed 280 mm in overall length and 220 mm in overall width. However, the strings may extend into an area which otherwise would be the throat, provided that: 4.2.2.1 the width of the extended stringed area does not exceed 35 mm; and 4.2.2.2 the overall length of the stringed area does not then exceed 330 mm. 4.3 The racket: 4.3.1 shall be free of attached objects and protrusions, other than those used solely and specifically to limit or prevent wear and tear, or vibration, or to distribute weight, or to secure the handle by cord to the player’s hand, and which are reasonable in size and placement for such purposes; and 4.3.2 shall be free of any device that makes it possible for a player to change materially the shape of the racket. 5. EQUIPMENT COMPLIANCE The Badminton World Federation shall rule on any question of whether any racket, shuttle or equipment or any prototype used in the playing of Badminton complies with the specifications. Such ruling may be undertaken on the Federation’s initiative or on application by any party with a bona fide interest, including any player, technical official, equipment manufacturer or Member Association or member thereof. 6. TOSS 6.1 Before play commences, a toss shall be conducted and the side winning the toss shall exercise the choice in either Law 6.1.1 or 6.1.2: 6.1.1 to serve or receive first; 6.1.2 to start play at one end of the court or the other. 6.2 The side losing the toss shall then exercise the remaining choice.

50 7. SCORING SYSTEM 7.1 A match shall consist of the best of three games, unless otherwise arranged (Appendix 2 and 3). 7.2 A game shall be won by the side which first scores 21 points, except as provided in Law 7.4 and 7.5. 7.3 The side winning a rally shall add a point to its score. A side shall win a rally, if the opposing side commits a ‘fault’ or the shuttle ceases to be in play because it touches the surface of the court inside the opponent’s court. 7.4 If the score becomes 20-all, the side which gains a two point lead first, shall win that game. 7.5 If the score becomes 29-all, the side scoring the 30th point shall win that game. 7.6 The side winning a game shall serve first in the next game. 8. CHANGE OF ENDS 8.1 Players shall change ends: 8.1.1 at the end of the first game; 8.1.2 at the end of the second game, if there is to be a third game; and 8.1.3 in the third game when a side first scores 11 points. 8.2 If the ends are not changed as indicated in Law 8.1, it shall be done so as soon as the mistake is discovered and when the shuttle is not in play. The existing score shall stand. 9. SERVICE 9.1 In a correct service: 9.1.1 neither side shall cause undue delay to the delivery of the service once the server and the receiver are ready for the service. On completion of the backward movement of server’s racket head, any delay in the start of the service (Law 9.2), shall be considered to be an undue delay; 9.1.2 the server and the receiver shall stand within diagonally opposite service courts (Diagram A) without touching the boundary lines of these service courts; 9.1.3 some part of both feet of the server and the receiver shall remain in contact with the surface of the court in a stationary position from the start of the service (Law 9.2) until the service is delivered (Law 9.3); 9.1.4 the server’s racket shall initially hit the base of the shuttle; 9.1.5 the whole shuttle shall be below the server’s waist at the instant of being hit by the server’s racket. The waist shall be considered to be an imaginary line round the body, level with the lowest part of the server’s bottom rib; 9.1.6 the shaft of the server’s racket at the instant of hitting the shuttle shall be pointing in a downward direction; 9.1.7 the movement of the server’s racket shall continue forwards from the start of the service (Law 9.2) until the service is delivered (Law 9.3); 9.1.8 the flight of the shuttle shall be upwards from the server’s racket to pass over the net so that, if not intercepted, it shall land in the receiver’s service court (ie. on or within the boundary lines); and 9.1.9 in attempting to serve, the server shall not miss the shuttle. 9.2 Once the players are ready for the service, the first forward movement of the server’s racket head shall be the start of the service. 9.3 Once started (Law 9.2), the service is delivered when the shuttle is hit by the server’s racket or, in attempting to serve, the server misses the shuttle. 9.4 The server shall not serve before the receiver is ready. However, the receiver shall be considered to have been ready if a return of the service is attempted. 9.5 In doubles, during the delivery of service (Law 9.2, 9.3), the partners may take up any positions within their respective courts, which do not unsight the opposing server or receiver.

51 10. SINGLES 10.1 Serving and receiving courts 10.1.1 The players shall serve from, and receive in, their respective right service courts when the server has not scored or has scored an even number of points in that game. 10.1.2 The players shall serve from, and receive in, their respective left service courts when the server has scored an odd number of points in that game. 10.2 Order of play and position on court In a rally, the shuttle may be hit by the server and the receiver alternately, from any position on that player’s side of the net, until the shuttle ceases to be in play (Law 15). 10.3 Scoring and serving 10.3.1 If the server wins a rally (Law 7.3), the server shall score a point. The server shall then serve again from the alternate service court. 10.3.2 If the receiver wins a rally (Law 7.3), the receiver shall score a point. The receiver shall then become the new server. 11. DOUBLES 11.1 Serving and receiving courts 11.1.1 A player of the serving side shall serve from the right service court when the serving side has not scored or has scored an even number of points in that game. 11.1.2 A player of the serving side shall serve from the left service court when the serving side has scored an odd number of points in that game. 11.1.3 The player of the receiving side who served last shall stay in the same service court from where he served last. The reverse pattern shall apply to the receiver’s partner. 11.1.4 The player of the receiving side standing in the diagonally opposite service court to the server shall be the receiver. 11.1.5 The players shall not change their respective service courts until they win a point when their side is serving. 11.1.6 Service in any turn of serving shall be delivered from the service court corresponding to the serving side’s score, except as provided in Law 12. 11.2 Order of play and position on court After the service is returned, in a rally, the shuttle may be hit by either player of the serving side and either player of the receiving side alternately, from any position on that player’s side of the net, until the shuttle ceases to be in play (Law 15). 11.3 Scoring and serving 11.3.1 If the serving side wins a rally (Law 7.3), the serving side shall score a point. The server shall then serve again from the alternate service court. 11.3.2 If the receiving side wins a rally (Law 7.3), the receiving side shall score a point. The receiving side shall then become the new serving side. 11.4 Sequence of serving In any game, the right to serve shall pass consecutively: 11.4.1 from the initial server who started the game from the right service court 11.4.2 to the partner of the initial receiver. 11.4.3 to the partner of the initial server 11.4.4 to the initial receiver, 11.4.5 to the initial server and so on. 11.5 No player shall serve or receive out of turn, or receive two consecutive services in the same game, except as provided in Laws 12. 11.6 Either player of the winning side may serve first in the next game, and either player of the losing side may receive first in the next game.

SERVICE COURT ERRORS 12.1 A service court error has been made when a player: 12.1.1 has served or received out of turn; or 12.1.2 has served or received from the wrong service court. 12.2 If a service court error is discovered, the error shall be corrected and the existing score shall stand. 13. FAULTS It shall be a ‘fault’: 13.1 if a service is not correct (Law 9.1); 13.2 if, in service, the shuttle: 13.2.1 is caught on the net and remains suspended on its top; 13.2.2 after passing over the net, is caught in the net; or 13.2.3 is hit by the receiver’s partner; 13.3 if in play, the shuttle: 13.3.1 lands outside the boundaries of the court (ie. not on or within the boundary lines); 13.3.2 passes through or under the net; 13.3.3 fails to pass over the net; 13.3.4 touches the ceiling or side walls; 13.3.5 touches the person or dress of a player; 13.3.6 touches any other object or person outside the court; (Where necessary on account of the structure of the building, the local badminton authority may, subject to the right of veto of its Member Association, make by-laws dealing with cases in which a shuttle touches an obstruction). 13.3.7 is caught and held on the racket and then slung during the execution of a stroke; 13.3.8 is hit twice in succession by the same player. However, a shuttle hitting the head and the stringed area of the racket in one stroke shall not be a ‘fault’; 13.3.9 is hit by a player and the player’s partner successively; or 13.3.10 touches a player’s racket and does not travel towards the opponent’s court; 13.4 if, in play, a player: 13.4.1 touches the net or its supports with racket, person or dress; 13.4.2 invades an opponent’s court over the net with racket or person except that the striker may follow the shuttle over the net with the racket in the course of a stroke after the initial point of contact with the shuttle is on the striker’s side of the net; 13.4.3 invades an opponent’s court under the net with racket or person such that an opponent is obstructed or distracted; or 13.4.4 obstructs an opponent, ie. prevents an opponent from making a legal stroke where the shuttle is followed over the net; 13.4.5 deliberately distracts an opponent by any action such as shouting or making gestures; 13.5 if a player is guilty of flagrant, repeated or persistent offences under Law 16. 14. LETS 14.1 ‘Let’ shall be called by the umpire, or by a player (if there is no umpire), to halt play. 14.2 It shall be a ‘let’, if: 14.2.1 the server serves before the receiver is ready (Law 9.4); 14.2.2 during service, the receiver and the server are both faulted; 14.2.3 after the service is returned, the shuttle is: 14.2.3.1 caught on the net and remains suspended on its top, or 14.2.3.2 after passing over the net is caught in the net;

53 14.2.4 during play, the shuttle disintegrates and the base completely separates from the rest of the shuttle; 14.2.5 in the opinion of the umpire, play is disrupted or a player of the opposing side is distracted by a coach; 14.2.6 a line judge is unsighted and the umpire is unable to make a decision; or 14.2.7 any unforeseen or accidental situation has occurred. 14.3 When a ‘let’ occurs, play since the last service shall not count and the player who served last shall serve again. 15. SHUTTLE NOT IN PLAY A shuttle is not in play when: 15.1 it strikes the net or post and starts to fall towards the surface of the court on the striker’s side of the net; 15.2 it hits the surface of the court; or 15.3 a ‘fault’ or a ‘let’ has occurred. 16. CONTINUOUS PLAY, MISCONDUCT & PENALTIES 16.1 Play shall be continuous from the first service until the match is concluded, except as allowed in Laws 16.2 and 16.3. 16.2 Intervals: 16.2.1 not exceeding 60 seconds during each game when the leading score reaches 11 points; and 16.2.2 not exceeding 120 seconds between the first and second game, and between the second and third game shall be allowed in all matches. (For a televised match, the Referee may decide before the match that intervals as in Law 16.2 are mandatory and of fixed duration). 16.3 Suspension of play 16.3.1 When necessitated by circumstances not within the control of the players, the umpire may suspend play for such a period as the umpire may consider necessary. 16.3.2 Under special circumstances the Referee may instruct the umpire to suspend play. 16.3.3 If play is suspended, the existing score shall stand and play shall be resumed from that point. 16.4 Delay in play 16.4.1 Under no circumstances shall play be delayed to enable a player to recover strength or wind or to receive advice. 16.4.2 The umpire shall be the sole judge of any delay in play. 16.5 Advice and leaving the court 16.5.1 Only when the shuttle is not in play (Law 15), shall a player be permitted to receive advice during a match. 16.5.2 No player shall leave the court during a match without the umpire’s permission, except during the intervals as described in Law 16.2. 16.6 A player shall not: 16.6.1 deliberately cause delay in, or suspension of, play; 16.6.2 deliberately modify or damage the shuttle in order to change its speed or its flight; 16.6.3 behave in an offensive manner; or 16.6.4 be guilty of misconduct not otherwise covered by the Laws of Badminton. 16.7 Administration of breach 16.7.1 The umpire shall administer any breach of Law 16.4, 16.5 or 16.6 by: 16.7.1.1 issuing a warning to the offending side; 16.7.1.2 faulting the offending side, if previously warned. Two such faults by a side shall be considered to be a persistent offence; or 16.7.2 in cases of flagrant offence, persistent offences or breach of Law 16.2, the umpire shall fault the offending side and report the offending side immediately to the Referee, who shall have the power to disqualify the offending side from the match.

54 17. OFFICIALS AND APPEALS 17.1 The Referee shall be in overall charge of the tournament or event of which a match forms part. 17.2 The umpire, where appointed, shall be in charge of the match, the court and its immediate surrounds. The umpire shall report to the Referee. 17.3 The service judge shall call service faults made by the server should they occur (Law 9.1). 17.4 A line judge shall indicate whether a shuttle landed ‘in’ or ‘out’ on the line(s) assigned. 17.5 An official’s decision shall be final on all points of fact for which that official is responsible except that if, in the opinion of the umpire, it is beyond reasonable doubt that a line judge has clearly made a wrong call, the umpire shall overrule the decision of the line judge. 17.6 An umpire shall: 17.6.1 uphold and enforce the Laws of Badminton and, especially, call a ‘fault’ or a ‘let’ should either occur; 17.6.2 give a decision on any appeal regarding a point of dispute, if made before the next service is delivered; 17.6.3 ensure players and spectators are kept informed of the progress of the match; 17.6.4 appoint or replace line judges or a service judge in consultation with the Referee; 17.6.5 where another court official is not appointed, arrange for that official’s duties to be carried out; 17.6.6 where an appointed official is unsighted, carry out that official’s duties or play a ‘let’; 17.6.7 record and report to the Referee all matters relating to Law 16; and 17.6.8 refer to the Referee all unsatisfied appeals on questions of law only. (Such appeals must be made before the next service is delivered or, if at the end of the match, before the side that appeals has left the court).
