The Globalization of Chinese Food ANTHROPOLOGY OF ASIA SERIES Series Editor: Grant Evans, University ofHong Kong Asia today is one ofthe most dynamic regions ofthe world. The previously predominant image of 'timeless peasants' has given way to the image of fast-paced business people, mass consumerism and high-rise urban conglomerations. Yet much discourse remains entrenched in the polarities of 'East vs. West', 'Tradition vs. Change'. This series hopes to provide a forum for anthropological studies which break with such polarities. It will publish titles dealing with cosmopolitanism, cultural identity, representa tions, arts and performance. The complexities of urban Asia, its elites, its political rituals, and its families will also be explored. • Culture and Sport
CULTURE AND SPORT Culture and Sport Culture and Sport Eastern and western cultures have co-existed in Macao for over 400 years. A wide variety of cultural traditions, languages, values, religious beliefs, and customs have all existed side by side and influenced one another. Out of this melting pot, a regional culture unique to Macao has gradually developed into its present richness. Macao’s culture is thus a diverse mixture, with traditional Chinese culture as its heart, and it has assimilated Western, particularly Portuguese, cultural influences in perfect harmony. Following its policy of promoting Chinese culture while preserving the unique pluralistic cultural heritage of Macao, the Government has hosted various cultural and artistic activities invited art troupes from mainland China and overseas, as well as Macao, to perform. These have created opportunities for audiences to learn more about the history, society, and culture of different regions, as well as enhancing cultural exchange and the quality of cultural life of Macao’s residents. Cultural Affairs Bureau The Cultural Affairs Bureau is a Government department that sets out the Government’s key objectives in cultural matters. The bureau is responsible for protecting cultural heritage, giving guidance on aesthetic appreciation, supporting community organisations, nurturing talent in arts and culture, developing local cultural industries, as well as organising cultural entertainment programmes, such as concerts, exhibitions, seminars, music classes, dance, drama courses, Macao International Parade, Macao International Music Festival, Macao Arts Festival, Macao City Fringe Festival, Chinese Culture and Natural Heritage Day, Macao Youth Music Competition and Macao Annual Visual Arts Exhibition. • VI. Developments in Hong Kong and Macau
1 VI. Developments in Hong Kong and Macau Hong Kong During the Commission’s 2015 reporting year, massive pro- democracy demonstrations (‘‘Occupy Central’’ or the ‘‘Umbrella Movement’’) took place from September through December 2014, drawing attention to ongoing tensions over Hong Kong’s debate on electoral reform and Hong Kong’s autonomy from the Chinese cen- tral government under the ‘‘one country, two systems’’ approach. The Commission observed developments raising concerns that the Chinese and Hong Kong governments may have infringed on the rights of the people of Hong Kong, including in the areas of polit- ical participation and democratic reform, press freedom, and free- dom of assembly. UNIVERSAL SUFFRAGE AND AUTONOMY Hong Kong’s Basic Law guarantees freedom of speech, religion, and assembly; promises Hong Kong a ‘‘high degree of autonomy’’; and affirms the International Covenant on Civil and Political Rights (ICCPR) applies to Hong Kong.1 The Basic Law also states that its ‘‘ultimate aim’’ is the election of Hong Kong’s Chief Execu- tive (CE) ‘‘by universal suffrage upon nomination by a broadly rep- resentative nominating committee in accordance with democratic procedures’’ and of the Legislative Council (LegCo) ‘‘by universal suffrage.’’ 2 The CE is currently chosen by a 1,200-member Election Committee,3 largely consisting of members elected in functional constituencies made up of professionals, corporations, religious and social organizations, and trade and business interest groups.4 Forty LegCo members are elected directly by voters and 30 by functional constituencies.5 The electors of many functional constituencies, however, reportedly have close ties to or are supportive of the Chi- nese government.6 Despite committing in principle to allow Hong Kong voters to elect the CE by universal suffrage in 2017, the Chinese govern- ment’s framework for electoral reform 7 restricts the ability of vot- ers to nominate CE candidates for election.
