    April 28, 2014 Subject: Life Licence Qualification Program (LLQP) updating project Dear LLQP Stakeholders: As you may be aware, Canadian insurance regulators, working together through the Canadian Insurance Services Regulatory Organizations (CISRO) are in the process of updating the Life Licence Qualification Program (LLQP) to ensure that it remains an effective entry level qualification program for individuals entering the life insurance industry in Canada. The 13-jurisdiction membership of CISRO, through their individual authorities to set educational requirements for their jurisdictions, have launched this national harmonization initiative. With a project of this nature, there are often misconceptions concerning some of the details of the project. CISRO members would like to take this opportunity to reiterate the key aspects of the updating project. A Truly National Program Currently there is one Curriculum Design Document that is the basis of the entrance course and exam in all common law jurisdictions. There are some differences in exam questions between jurisdictions. Quebec has its own life qualification program which is based on a Curriculum Design Document that is very similar to the one used in the common law provinces. The revised LLQP will include all jurisdictions across Canada in a single life qualification program in line with the requirements of the Agreement on Internal Trade. The project is integrating the best elements of the current LLQP and Quebec programs to evolve the LLQP into a program that is consistent throughout Canada. Changes for Quebec candidates will include the implementation of a mandatory pre-examination course, merging of group insurance and taxation into product specific modules, and elimination of their educational prerequisite.

    Innovation Canada: A Call to Action Review of Federal Support to Research and Development – Expert Panel Report About the Cover While the great American inventor Thomas Edison is given credit for “inventing” the light bulb, the story is really one of incremental innovation. In 1810, British chemist Humphry Davy invented the “electric arc,” a precursor to the light bulb. A series of innovations followed and, by the 1860s, the race was on to develop a commercially viable light bulb. Joining this race were two Canadians, Henry Woodward, a medical student in Toronto, and Mathew Evans, a hotel keeper. In 1874, they patented a nitrogen-filled light bulb that lasted longer than others of the era. But they could not get financing for their work, and in 1878 were eclipsed by British inventor Joseph Swan and then in 1879 by Thomas Edison. Realizing the commercial viability of the light bulb, Edison was successful in obtaining major financial backers. He used these funds to continue his experiments, but also to buy out many patents, including those of Swan and of Woodward and Evans. As we reflected on our consultations held across Canada, during which we heard first-hand of the struggles and successes of Canadian entrepreneurs, we wondered: What if Woodward and Evans had been able to interest investors? What if they had been able to obtain financing to carry on their work and beat out Swan and Edison to be the first to commercialize the light bulb? This report lays the foundation for a more innovative economy that supports and welcomes research, development and commercialization.

    Canadian Canadian Insurance Council of Services Insurance Regulatory CCCCIIRR Regulators Organizations NEWS RELEASE _____________________________________________________________________________________________ Regulators Update Life Standards Toronto – (May 30, 2002) Canadian consumers will soon benefit from enhanced standards for life insurance agents. On June 1, participating Canadian regulators will start to licence the first graduates of the new Life Licence Qualification Program or LLQP. The LLQP will be accepted as an option to the existing provincial requirements in all provinces except Quebec where an updated standard already exists. The new LLQP applies to new agents entering the field. Jim Hall, Superintendent of Insurance in Saskatchewan and Chair of the Canadian Council of Insurance Regulators (CCIR) says that the LLQP is a positive step for the life industry as a whole. “The LLQP is a response to the changing needs of today’s consumers,” said Mr. Hall. He added, “regulators and the industry have responded to the changes in the marketplace with this significant upgrading of the standards for life insurance agents.” Gerald Matier, Executive Director of the Insurance Council of British Columbia and Chair of the Canadian Insurance Services Regulatory Organizations (CISRO) said, “The LLQP benefits both agents and consumers. For agents, it will harmonize proficiency standards in all provinces except Quebec, and for the consumer it means that agents will have updated competency skills to provide sound insurance advice to their clients.” He added, “another advantage for agents is that with harmonized standards it will be easier to conduct business all over the country.” Some of the areas covered in the new curriculum include, life insurance products, disability and accident and sickness products, insurance related investment products, and consumer needs analysis and risk management.
