Prof. Dr. Ayşe Gündüz-Hoşgör February 2011, 330 pages This study aims to compare Roma community in Edirne and Dom community in Diyarbakır with regard to their integration levels to different majorities (respectively Turks in Edirne and Kurds in Diyarbakır) and belonging to the political body (state), access to citizenship rights (civil, social, political and cultural) and the affect of transnational citizenship on Roma and Dom communities. The main argument of this study asserts that Roma community can have more access to citizenship rights than Dom community. This is related with the fact that Roma community lives with Turks, who are the ethnic majority in Edirne and in Turkey, whereas Dom community lives mostly with Kurds, who are the majority in Diyarbakır but minority in Turkey. Foremost, Roma community has closer connections with state and transnational space than Dom community. The study has found that ethnicity appears as a common barrier for both communities in benefiting from full citizenship. However, it is noted that they experienced different historical, social and economic transformations. Social exclusion is observed at different levels for the two communities. Hence, the iv study tries to explain why the equality principle of citizenship is ruptured for both communities. While forced migration in 1990s and the gradual loss of musician craft were key factors for the exclusion of Dom community in the labor market, Roma community with affect of agricultural modernization, has repositioned themselves in terms of ethnicity and class formation in last 40-50 years owing mainly to urbanization and modernization. The study has found that Dom community has very limited citizenship rights compared to Roma community. The differences can be obviously seen with regard to impact of poverty and their integration levels to the majority. Bu çalışma aynı zamanda iki topluluğun sosyal entegrasyonunu, modern vatandaşlığın eşitlik ilkesine dayanarak tam vatandaşlık haklarından ne ölçüde yararlanabildiklerini açığa çıkarmaya çalışmaktadır. Çalışmanın temel argümanı, Roman topluluğunun Dom topluluğuna göre vatandaşlık haklarına daha fazla erişebildiğini ileri sürmektedir. Bu durum, Roman topluluğunun Edirne ve Türkiye’de etnik çoğunluk olan Türklerle; öte yandan Dom topluluğunun Diyarbakır’da çoğunluk olup Türkiye’de azınlık olan Kürtlerle yaşamasıyla ilgilidir. En önemlisi, Roman topluluğunun devlet ve ulusötesi alanla Dom topluluğuna göre yakın ilişkileri bulunmaktadır. vi Bu çalışmada, etnisitenin iki topluluğun tam vatandaşlık haklarından yararlanmasında ortak bir engel olduğu; fakat iki topluluğun farklı tarihsel, sosyal ve ekonomik dönüşümler geçirdiği ileri sürülmektedir. Sosyal dışlanma iki toplulukta da farklı seviyelerde görülmektedir. Dolayısıyla bu çalışma, vatandaşlığın eşitlik ilkesinin iki topluluk için de neden bozulduğunu ortaya çıkarmaya çalışmaktadır. 1990’larda uygulanan zorunlu göç pratiği ve müzisyenlik mesleğinin kaybolmaya yüz tutması Dom topluluğu için emek pazarındaki sosyal dışlanmanın temel etkenlerini oluştururken, Roman topluluğu tarımsal modernizasyonun etkileri ile birlikte temel olarak kentleşme ve modernleşme ekseninde son 40–50 yıl içerisinde etnisite ve sınıf oluşumu açısından kendilerini yeniden konumlandırmışlardır. Bu çalışma, Dom topluluğunun Roman topluluğuna göre daha sınırlı vatandaşlık haklarına sahip olduklarını öne sürmektedir. Bu farklılık yoksulluğun etkileri ve çoğunluğa entegrasyon seviyeleri ile bağlantılı olarak açıkça görülebilir. In 2006, the Fatih Municipality knocked on the residents’ doors with an urban renovation project. The community really did not know how they could retain their residence in the neighborhood; unfortunately everybody knew that they would not prosper in another place without their community connections. They were poor and had many issues impeding their livelihoods, but there should have been another solution that did not involve eviction. People, associations, different volunteer groups, universities in Istanbul, and also some trade associations were supporting the people of Sulukule. The Sulukule Platform was founded as this predicament began and fought against government eviction for years. In 2009, the area was totally destroyed, although the community did everything possible to save their neighborhood through the support of the Sulukule Platform. I cannot say that they lost everything in this process, but I also cannot say that anything was won. I can only say that the Fatih Municipality soiled its hands. No one will forget Sulukule, but everybody will remember the Fatih Municipality with this unsuccessful project.

    Rap Music as Resistance and Its Limits, Two Diverging Cases: Sulukule and Bağcılar Rap Umut Mişe, Boğaziçi University, Turkey Abstract In the city of Istanbul, where problems such as poverty, discrimination and exclusion are widespread, young people who live in poorer communities use rap music as an instrument of resistance and as a tool for expressing frustration towards their socio-economic exclusion. In two neighborhoods, Sulukule and Bağcılar, young people who socialize around rap music reflect both the reality of these neighborhoods and their struggle against social stigmatization. Rappers from these communities do not only sing about the local issues, but they also touch upon social inequality, justice, and freedom beyond their locality. Yet some rappers also try to disseminate their arts through social media, earn money, and become famous. As a result, their lyrics become more moderate. Indeed, the discourse of Bağcılar rappers who prefer to “amateurishly” publish their works on social media – unlike Sulukule rappers who release professionally produced albums – becomes more moderate in terms of critique and resistance, as the competitive market logic dominates their logic when writing new songs. Introduction In the last few years, rap music in Turkey has come to the fore in a politically significant form. The fact that famous rappers such as Ezhel, Khontkar, and Young Bego, among many others, were imprisoned for their provocative music increased the political significance of rap music in Turkey. A recent song called “Susamam,” by 14 different rappers and groups, has gained much attention, as it was purely oppositional and politically straightforward. However, this is not the whole story.

Case studies on Istanbul and a comparation between tourism promotion strategies in Helsinki and Istanbul give empirical evidence to support this argument. Nowhere does Franklin feel more contemporary, more revolutionary, and more alive than at the University of Pennsylvania. His startling vision of a secular, nonsectarian Academy that would foster an “Inclination join’d with an Ability to serve Mankind, one’s Country, Friends and Family” has never ceased to challenge Penn to redefine the scope and mission of the modern American university. When pursued vigorously and simultaneously, the two missions – developing the inclination to do good and the ability to do well – merge to help form a more perfect university that educates more capable citizens for our democracy. Penn has embodied and advanced Franklin’s revolutionary vision for 279 years. Throughout its history, Penn has extended the frontiers of higher learning and research to produce graduates and scholars whose work has enriched the nation and all of humanity. The modern liberal arts curriculum as we know it can trace its roots to Franklin’s innovation to have Penn students study international commerce and foreign languages.
