JUSTIFICATION FOR GRANTING CONSENT

The proposal represents the development of a partially developed site that is located within the built up confines of the town. Having regard to the fall back position the broad principle of development accords with both Harrogate District Local Plan Policies H6 and HX.The proposal will increase traffic movements along Morton Row and whilst local residents concerns have been noted, the highway authority do not object. The site has the benefit of an existing consent for a dwelling. Any perceived increase in movements from the proposed dwelling would not be sufficient to warrant refusal of the scheme. The dwelling maintains a satisfactory residential environment for the occupiers of adjacent residential property. The scheme does not overlook adjacent units. It is accepted that the occupiers of Moor View in particular, would be aware of the increase in height of the unit together with its revised siting closer to the joint boundary.
