JUSTIFICATION FOR GRANTING CONSENT

The site falls within development limits of Harrogate in an established business park, and the development supports and assists the expansion of a strategically important existing modern digital business providing high quality local employment opportunities. The application proposals are therefore considered to be in accordance, in principle, with the thrust of development plan employment policies (Core Strategy Policies JB1, JB3. and saved Local Plan Policies E2 and E6). Although national, regional and local planning policies seek to discourage high levels of parking provision, greater levels of provision is permissible where a full Transport Assessment has been provided to justify the need for additional car parking, and where a 'travel plan' approach is taken to improve measures for alternative transport. The applicants have demonstrated that a comprehensive analysis of the sites accessibility has been carried out, explaining the applicant’s justification for the additional car parking; and a draft Travel Plan has also been submitted, setting out measures to be implemented to reduce dependency on cars and improve accessibility by other forms of transport. There is no evidence that that would be any significant adverse effects on highway safety. The proposals therefore accord with national planning

Advice from North Yorkshire County Council, Historic Environment Team

The proposed development site lies within an area of potential archaeological importance, close to the historic core of the town of Ripon with potential for the survival of archaeological deposits of the medieval and later periods. Recent archaeological investigations within the town have uncovered well-preserved remains dating from the 11th through to the 15th century.

Therefore I advise that an archaeological watching brief is undertaken during ground disturbing works associated with this development. This is in order to ensure that a detailed record is made of any deposits that will be disturbed.

This advice is in accordance with the guidance of PPG16 'Archaeology and Planning', DoE 1990.

JUSTIFICATION FOR GRANTING CONSENT

The site lies within Ripon Conservation Area and the Townscape and Environmental Improvement area where the development of vacant backland sites is encouraged. The scheme provides 3 townhouses accessed off Firby Lane via Calvert's Carpets service yard and car park, no parking is provided however the site is within walking distance of Ripon

The siting and design provides a satisfactory level of residential amenity for future occupiers and will not impact on the residential amenity of the occupiers of Westgate. The application site is located in open countryside within the Green Belt where national and local planning policy requires strict control of new development. The buildings in the group the subject of this application are considered to be of substantial construction, and of sufficient architectural merit to be worthy of retention in that they contribute positively to the rural character of the area. Although some structural reconstruction and repair is required these works are justified to retain the integrity of the group as a whole, and the overall design form will not detract from the rural character and appearance of the original buildings or the surrounding countryside. It is therefore considered that the proposal (as amended) does not represent inappropriate development within the Green Belt, and the application satisfactorily meet the requirements of Core Policies SG3, SG4 and EQ2, and saved Local Plan Policies C16, C18, and HD20.
