Bolton Residential Expansion Study (BRES) and Successful Integration of Transit-Oriented Development (TOD) May 24, 2016 The purpose of this memorandum is to review the professional literature pertaining to the potential develop- ment of a Transit-Oriented Development (TOD) in the Bolton Residential Expansion Study area, in response to the Region of Peel’s recent release of the Discussion Paper. The Discussion Paper includes the establishment of evaluation themes and criteria, which are based on provincial and regional polices, stakeholder and public comments. It should be noted that while the Discussion Paper and the Region’s development of criteria does not specifi- cally advocate for TOD, it is the intent of this memorandum to illustrate that TOD-centric planning will not only adequately address such criteria, but will also complement and enhance the Region’s planning principles, key points and/or themes found in stakeholder and public comments. In the following are research findings related to TOD generally, and specifically, theMetrolinx Mobility Hub Guidelines For The Greater Toronto and Hamilton Area (September 2011) objectives. Additionally, following a review and assessment of the “Response to Comments Submitted on the Bolton Residential Expansion Study ROPA” submission prepared by SGL Planning & Design Inc. (March 15, 2016), this memorandum evaluates some of the key arguments and assumptions made in this submission relative to the TOD research findings. Planning for Transit-Oriented Developments TOD policy and programs can result in catalytic development that creates walkable, livable neighborhoods around transit providing economic, livability and equitable benefits. The body of research on TODs in the United States has shown that TODs are more likely to succeed when project planning takes place in conjunction with transit system expansion. -

Revised SC10.18 REPORT FOR ACTION Metrolinx GO Expansion: Time Extension of Dowry Street Temporary Road Closure Date: September 24, 2019 To: Scarborough Community Council From: Director, Planning and Capital Program, Transportation Services Wards: Ward 22 Scarborough-Agincourt SUMMARY This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. Metrolinx's contractor EllisDon is currently undertaking infrastructure improvements at the Agincourt GO Station. A 44.1 metre long section of Dowry Street leading up to the Station is currently closed to facilitate construction work. A time extension of the existing road closure on Dowry Street is required from November 6, 2019 to October 31, 2021 to complete the required works. RECOMMENDATIONS The Director, Planning and Capital Program, Transportation Services recommends that: 1. Scarborough Community Council temporarily close Dowry Street to vehicular traffic between a point 15 metres west of the east end of Dowry Street and a point 44.1 metres further west, from November 6, 2019 to October 31, 2021 inclusive, to facilitate infrastructure improvements at the Agincourt GO Station. FINANCIAL IMPACT There is no financial impact to the City of Toronto associated with this report. EllisDon, the contractor for this Metrolinx project, is required to implement all recommendations as conditions of permit approval. The Chief Financial Officer has reviewed this report and agrees with the financial impact information. Metrolinx GO Expansion: Time Extension of Dowry Street Temporary Road Closure DECISION HISTORY At its meetings on May 22, 23 and 24 2018, City Council adopted an amended Item PW29.1 entitled "Metrolinx Projects: Temporary Delegation for Long-Term Road Closures". -

Lakeshore East Corridor Guildwood GO Station Construction JUNE 2016 Metrolinx, an agency of the Province of Ontario, is working to transform the way the region moves by building a seamless, convenient and integrated transit network across the Greater Toronto and Hamilton Area (GTHA). Over the next ten years, Metrolinx is transforming the existing GO rail system to deliver a whole new rapid transit experience to your community. With more frequent train service you’ll have more options to get you where you need to go. THE LOCAL PROJECT – PEDESTRIAN TUNNEL SLIDE Metrolinx is working to make major upgrades to Guildwood GO Station to make it easier and more convenient to access the station. This work supports future 15 minute, two-way all-day electrified service that is fast, frequent, and reliable for residents of the Guildwood community. Thank you for your patience during the overnight drilling work. The next major step in construction is sliding the new pedestrian tunnels under the rail corridor. This work will occur over two weekends in July: Friday, July 8 at 8:00 p.m. to Monday, July 11 at 5:00 a.m. and Friday July 22 at 8:00 p.m. to Monday, July 25 at 5:00 p.m. The new pedestrian tunnels will be wider, longer, have improved lighting, and elevators which will enhance access and safety. Environmentally friendly, electrically-powered Light Rail Vehicles (LRVs) will travel in reserved lanes providing a fast, reliable and comfortable transit experience. Transit City routes will be accessible to customers with all levels of mobility and provide transit users with a high level of customer service and seamless connections with existing and future transit services. The Government of Canada, the Province of BOMBARDIER LIGHT RAIL VEHICLE Ontario and City of Toronto are bringing improved Bombardier’s Light Rail Vehicle to be used on all Transit City transit to Sheppard Avenue East within North projects will have significant service improvements, including: York and Scarborough. It rests on a section of new track, slightly over two car lengths long, laid beside the main line but not connected. The car will be available for rent for meetings and other gatherings. The overall guiding policy of this plan is: the "Get Toronto Moving' Transportation Plan oversees policies and projects with the goal of improving the efficiency of all modes of transportation which are the choices of the people of Toronto, including automobiles, public transit, cycling and walking within available corridors. The City has no place to ‘encourage’ or entice people to switch to different forms of transportation from what they regularly use. That is the free choice of the people. The City and the Province are only responsible for providing the facilities for the transportation choices of the people. Neighbourhoods and residential and commercial communities must be left intact to flourish. -
