    STAFF REPORT ACTION REQUIRED Queen Street East (between Woodbine Avenue and Nursewood Road) – Restaurant Study – Final Report Date: March 17, 2017 To: Toronto and East York Community Council From: Director, Community Planning, Toronto and East York District Wards: Ward 32 – Beaches-East York Reference 16 103072 SPS 00 OZ Number: SUMMARY This proposal is to amend the Zoning By-law to update the regulations respecting restaurants and related uses on Queen Street East between the east side of Woodbine Avenue and the west side of Nursewood Road in Ward 32. Staff are recommending a number of amendments to the Zoning By-law which seek to balance the concerns of the residents and the business/property owners. The cumulative effects of the amendments aim to continue to limit the overall impacts of restaurants and related uses on adjacent residential areas, while improving options and allowing opportunities for new restaurants and related uses to open and prosper. This report reviews and recommends approval of amendments to the Zoning Bylaw. RECOMMENDATIONS The City Planning Division recommends that: 1.     Bolton Residential Expansion Study (BRES) and Successful Integration of Transit-Oriented Development (TOD) May 24, 2016 The purpose of this memorandum is to review the professional literature pertaining to the potential develop- ment of a Transit-Oriented Development (TOD) in the Bolton Residential Expansion Study area, in response to the Region of Peel’s recent release of the Discussion Paper. The Discussion Paper includes the establishment of evaluation themes and criteria, which are based on provincial and regional polices, stakeholder and public comments. It should be noted that while the Discussion Paper and the Region’s development of criteria does not specifi- cally advocate for TOD, it is the intent of this memorandum to illustrate that TOD-centric planning will not only adequately address such criteria, but will also complement and enhance the Region’s planning principles, key points and/or themes found in stakeholder and public comments. In the following are research findings related to TOD generally, and specifically, theMetrolinx Mobility Hub Guidelines For The Greater Toronto and Hamilton Area (September 2011) objectives. Additionally, following a review and assessment of the “Response to Comments Submitted on the Bolton Residential Expansion Study ROPA” submission prepared by SGL Planning & Design Inc. (March 15, 2016), this memorandum evaluates some of the key arguments and assumptions made in this submission relative to the TOD research findings. Planning for Transit-Oriented Developments TOD policy and programs can result in catalytic development that creates walkable, livable neighborhoods around transit providing economic, livability and equitable benefits. The body of research on TODs in the United States has shown that TODs are more likely to succeed when project planning takes place in conjunction with transit system expansion.

Over the next ten years, Metrolinx is transforming the existing GO rail system to deliver a whole new rapid transit experience to your community. With more frequent train service you’ll have more options to get you where you need to go. THE LOCAL PROJECT – PEDESTRIAN TUNNEL SLIDE Metrolinx is working to make major upgrades to Guildwood GO Station to make it easier and more convenient to access the station. This work supports future 15 minute, two-way all-day electrified service that is fast, frequent, and reliable for residents of the Guildwood community. Thank you for your patience during the overnight drilling work. The next major step in construction is sliding the new pedestrian tunnels under the rail corridor. This work will occur over two weekends in July: Friday, July 8 at 8:00 p.m. to Monday, July 11 at 5:00 a.m. and Friday July 22 at 8:00 p.m. to Monday, July 25 at 5:00 p.m. The new pedestrian tunnels will be wider, longer, have improved lighting, and elevators which will enhance access and safety. Five months later, itʼs spending $80,000 to remove them Bike lanes the city installed in Scarborough this summer as part of its pandemic response are being removed just five months after they were put in. The city built separated cycle tracks on a four-kilometre stretch of Brimley Road between Lawrence Avenue East and Kingston Road in July in a wider push to rapidly install about 25 kilometres of new bike lanes under the Active TO program. The goal was to give residents space to safely get active outside and provide alternate ways to travel while social distancing on public transit wasnʼt possible. When the city announced the program in May it said staff would monitor the bike lanes and report back by the end of the year about whether to keep them. According to a presentation given to residents by city staff at a virtual town hall on Monday, the Brimley lanes will be removed “as soon as possible.” Staff cited data that showed the lanes increased travel times for drivers, as well as “dialogue with local councillors” and feedback from constituents. The Brimley lanes cost approximately $160,000 to install and the city expects to spend about $80,000 removing them. Marvin Macaraig, co-ordinator of Scarborough Cycles, a community cycling promotion program, said he was extremely disappointed. “Weʼve seen this kind of bait-and-switch game happen before,” he said, pointing to the cityʼs decision a decade ago to install and then remove north-south bike lanes on Birchmount Road and Pharmacy Avenue, also in Scarborough.
