    SECTION IV : CONCLUDING REMARKS 1. Stage One of the public consultation programme for the HK2030 Study formally concluded in April 2001, having established a benchmark for future public consultation exercises. We consider that the public consultation programme has secured a sound basis for continuous dialogue with both the general public and stakeholder groups about the many issues raised by the study. The findings of the Stage One consultation process will serve as important input to the study process. 2. We are currently devoting our efforts to the examination of the key study areas and the many ideas/suggestions that have been received in the consultation exercise. 3. In addition to the examination of the key study areas, we are developing evaluation criteria based on the revised planning objectives. The issues identified in the study process and the evaluation criteria will be consolidated and presented for comment during the Stage Two public consultation exercise, which is scheduled to take place towards the end of 2001. 4. We hope this Stage One Public Consultation Report provides a solid foundation for further community discussion and exchange of views regarding the HK2030 Study. In this regard, we intend to organise a briefing for interested parties to explain and elaborate on the various responses provided in this report. Commercial broadcaster, as a proprietary organization, is believed to emphasize on maximizing the profit while the public broadcaster, without commercial considerations, is usually expected to achieve some objectives or goals instead of making profits. Therefore, the contribution by public broadcaster to the society is usually expected to be different from those by commercial broadcaster. However, the public broadcasters are in crisis around the world because of their unclear role in actual practice. Many politicians claim that they cannot find any difference between the public broadcasters and the commercial broadcasters and thus they asserted to cut the budget of public broadcasters or even privatize all public broadcasters. Having this unstable situation of the public broadcasting, the role or performance of the public broadcasters in actual practice has drawn much attention from both policy-makers and scholars. Empirical studies are divergent on whether there is difference between public and commercial broadcaster in actual practice.

    LC Paper No. CB(1)1017/17-18(03) 25th May 2018 Legislative Council Complex 1 Legislative Council Road Central, Hong Kong Dear Members of Legislative Council, Public Hearing on May 28th 2018: Review of relevant provisions under Cap. 586 We write to express our continued support for the Hong Kong Government's commitment to protecting and conserving wildlife, under the Protection of Endangered Species Ordinance (Cap. 586). We are grateful for the government’s recent amendments to Cap. 586, implementing the three-step plan to ban the Hong Kong ivory trade and the increase in maximum penalties under Cap 586. However, there remain challenges for the regulation of wildlife trade in Hong Kong and in tackling wildlife crime, which we suggest addressing through legalisation. The challenges, as we see them, include: The vast scale of the legal trade in shark fins: - In 2017, Hong Kong imported approximately 5,000 metric tonnes (MT) of shark fins1. - Under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), species traded for the seafood and TCM industries, including shark fins, sea cucumber and seahorses, dominated wildlife imports by volume between 2007 to 2016 (87%). - This is all the more concerning, as a recent paper2 revealed that nearly one-third of the species currently identified within the trade in Hong Kong are considered ‘Threatened’ by the IUCN. An illegal trade in shark fins also thrives in Hong Kong: - Out of the 12 endangered shark species internationally protected under CITES regulations, five are known to have been seized as they were trafficked to Hong Kong over the last five years.

Definition, Methodology and Background Definition of the Sector 1 The definition of political groups/organizations applied in this study follows the elaborated International Classification of Non-profit Organizations (ICNPO) adopted by John Hopkins University, with slight modifications to suit the local environment. The elaborated ICNPO groups law, advocacy and politics into one sector. However, these subgroups possess quite distinct features in Hong Kong and thus are split into three separate groups in this study: “Law and Legal Services”, “Civic and Advocacy Organizations” and “Politics”.1 Nonetheless, the description of political organizations used by ICNPO largely remains unchanged and is applied to this study. 2 The term political groups in this study refers to groups that mainly organize activities and provide services to support putting candidates into political office, for example, into the Legislative Council and/or the National People’s Congress. According to the above classification, political groups include all political parties and other political organizations in Hong Kong that perform the functions stated above. It is noteworthy that councillors’ offices and the activities organized by the offices will not be counted even if the councillors have political affiliation because they are public office holders. Also, independent politicians and their offices are not examined in this study as they are not a group. 3 There may be a general impression that a number of labour unions, trade unions and some civic or advocacy groups should also belong to the political sector. However, not all unions and civic groups support candidates into political office.

    Macro-Level Data for CNEP II Hong Kong 1 . Structure of the Government Hong Kong is a Special Administrative Region (SAR) of the People's Republic of China that is a unitary state . The Hong Kong SAR has, in local vocabulary, "an executive-led government" . The HK team of CNEPII calls it "quasi-presidential" (See Appendix 1 : HKSAR Authority Structure From 1998 Through 2008 ; Note that this Appendix must be viewed in Page Layout format). The legislature, "Legislative Council", is unicameral . It has 60 members, returned by three different kinds of constituencies : geographical, functional, and the Election Committee (See Appendix 1) . Constitutional provisions governing the scope of their competence, the procedure for submitting private member's bill and the requirement of split voting on such bills severely curtail the powers of the legislators .' The CNEPII survey focused on the direct elections to return 20 members from the geographical constituency to the Legislative Council conducted in May 24, 1998 . The election was the first of its kind after China resumed sovereignty over Hong Kong on July 1, 1997 . 2. Electoral Law The Chief Executive and the Legislative Council are elected non-concurrently : the current Chief Executive, Mr . Tung Chee-wah was elected in 1996 and the present Legislative Council in 1998 . The current Chief Executive was selected by a Selection Committee of 400 members for a term of five years, using the plurality method . It consisted of members from the following categories in equal proportion : (1) Industrial, commercial, and financial sectors, (2) The professions, (3) Labor, grass-roots, religious and other sectors, (4) Former political figures, Hong Kong deputies to the National People's Congress, and representatives of Hong Kong members of the Chinese People's Political Consultative Conference.
