In the wake of the importance of science-based technologies in the Second World War, science became closely linked with diplomacy, scientific expertise took on new meanings and importance in government in each of these three nations, and the occupation of Germany created a perceived opportunity to simultaneously shape Germany's future and boost domestic industrial technology. Across the world, the relationships between science and the state changed rapidly in the postwar years, though with important national differences shaped by institutions and values. The central argument of the dissertation is that different assumptions and beliefs about technology transfer, and in particular conceptions of the importance of 'know-how' or tacit knowledge, fundamentally shaped on-the-ground policy decisions in different ways in each of these nations; and that these decisions, in turn, had important consequences for international diplomacy and domestic science and industrial policy in each of these nations. This dissertation examines the ways in which science and technology fundamentally reshaped, and were fundamentally reshaped by, larger forces and trends in twentieth century history. INTRODUCTORY ESSAY "DESTROYER OF WORLDS": THE MAKING OF AN ATOMIC BOMB At 5:29 a.m. (MST), the world’s first atomic bomb detonated in the New Mexican desert, releasing a level of destructive power unknown in the existence of humanity. Emitting as much energy as 21,000 tons of TNT and creating a fireball that measured roughly 2,000 feet in diameter, the first successful test of an atomic bomb, known as the Trinity Test, forever changed the history of the world. The road to Trinity may have begun before the start of World War II, but the war brought the creation of atomic weaponry to fruition. The harnessing of atomic energy may have come as a result of World War II, but it also helped bring the conflict to an end. With the Labour leader in the Lords, Lord Addison, he hatched a plan whereby a number of worthy Labour veterans from the Commons would be elevated to the upper house in the 1945 New Years Honours List. The plan, however, was derailed at the last moment. On 19 December Attlee wrote to tell Addison that ‘it is wiser to wait a bit. We don’t want by-elections at the present time with our people in a rather emotional state on Greece – the Com[munist]s so active’.
