MAXIMIZING COMMUNITY-BASED DEVELOPMENT OUTCOMES: THE CASE OF RALEIGH’S DOWNTOWN SOUTH PROPOSAL Caylin Bullock A capstone thesis paper submitted to the Faculty Director of the Urban & Regional Planning Program at Georgetown University’s School of Continuing Studies in fulfillment of the requirements for Masters of Professional Studies in Urban & Regional Planning. Project Advisor: Michael Stevens, AICP Academic Advisor: Uwe S. Brandes © Copyright 2019 by Caylin Bullock All Rights Reserved 1 ABSTRACT This paper explores a proposed large mixed-use development project in Raleigh, North Carolina as a case study to identify potential linkages between privately conceived urban development, community benefits, and the corresponding roles played by the private sector, municipalities and community stakeholders. Following a literature review and review of case study precedent practices, research was conducted through unstructured interviews with public and private stakeholders in Raleigh and analysis of project-based scenarios. This paper argues that when receiving proposals, cities must embrace partnerships to maximize positive community-based development outcomes. KEYWORDS Community Benefit Agreement (CBA), Equitable Development, Development Agreement, Public-Private Partnerships, Stadium Development, Raleigh, North Carolina RESEARCH QUESTIONS What are national best practices in the finance and development of large-scale mixed-use urban development projects comparable to the Downtown South proposal? In the case of Raleigh, how might the municipality more aggressively position its actions to ensure long-term equitable development outcomes for historically underserved community stakeholders in close proximity to the project? How might Raleigh institutionalize a project-based agreement as a binding and durable governance structure for future development projects? 2 TABLE OF CONTENTS LIST OF TABLES .........................................................................................................................

PHILADELPHIA SOCCER HISTORY / US OPEN CUP Philly and the US Open Cup Final Posted by Ed Farnsworth on August 13, 2014 at 12:15 pm Featured image: The Bethlehem Steel FC victory float after winning their second US Open Cup, then known as the National Challenge Cup, on May 6, 1916. (Photo: University Archives & Special Collections Department, Lovejoy Library, Southern Illinois University Edwardsville) Philadelphia teams, both amateur and professional, have a long history of appearances in the final of America’s oldest soccer competition, winning the US Open Cup ten times. The last Philadelphia team to do so was the Ukrainian Nationals in 1966. At PPL Park on Sept. 16 at 7:30 pm, the Philadelphia Union will look to restart that winning tradition. Before the US Open Cup Before the founding of the US Open Cup in the 1913–1914 season, the claim for a national soccer title was held by the American Cup competition, also known as the American Football Association Cup and the American Federation Cup. First organized by the American Football Association in 1885, the competition primarily featured teams from the early American soccer triangle of Northern New Jersey, Southern New York and lower New England. In 1897, the John A. Manz team became the first Philadelphia club to win the American Cup. Tacony won in 1910 with Philadelphia Hibernian losing in the final the following year. In 1914, Bethlehem Steel FC won the first of its six American Cup titles by beating Tacony, who had also lost to Northern New Jersey’s Paterson True Blues in the final the year before.

Sporting KC Gets an Assist from SeatGeek: Can Sporting KC Score? Prepared for the 2017 National Sports Forum Case Cup Competition Written by: Jan Owens, Carthage College Deborah Cowles, Virginia Commonwealth University Matt Sauber, Eastern Michigan University Sporting KC Gets an Assist from SeatGeek Can Sporting KC Score? Executive Summary Sporting KC is an American professional soccer club based in the greater Kansas City metro area with the actual matches played at Children’s Mercy Park in Kansas City, Kansas. Beginning in 2017, the club will sell tickets through SeatGeek, an online ticket platform as its primary ticketing distributor. Jake Reid, Sporting KC’s President, sees this relationship as the next generation of online ticket sales. As the popularity of professional soccer expands, Millennials will become the largest demographic segment of sports fans. Moreover, as consumers increasingly make purchases in a digital -- largely mobile -- environment, Sporting KC expects the SeatGeek relationship to be a strategic partnership for growth and profitability for both entities. Now, the challenge is for you, as Sporting KC’s marketing team, to take advantage of SeatGeek’s – and the team’s – strengths and to ride the momentum of positive trends. The Case Study The Scene Sporting Kansas City President Jake Reid 1 leaned back in his desk chair, elated yet aware of new challenges. It had just been announced “that ticketing industry leader SeatGeek will become the club’s official ticketing partner starting in 2017”.2 This was an outcome of a ground-breaking multi-year initiative between SeatGeek and Major League Soccer (MLS), which made SeatGeek the official ticketing partner of MLS.

MLS as a Sports Product – the Prominence of the World’s Game in the U.S. April 8, 2021 Abstract The purpose of this Working Paper is to analyze how soccer at the professional level in the U.S., with Major League Soccer as a focal point, has developed over the span of a quarter of a century. It is worthwhile to examine the growth of MLS from its first game in 1996 to where the league currently stands as a business as it moves past its 25th anniversary. The 1994 World Cup (held in the U.S.) and the subsequent implementation of MLS as a U.S. professional league exerted a major positive influence on soccer participation and fandom in the U.S. Consequently, more importance was placed on soccer in the country’s culture. The research reported here explores the league’s evolution and development through the cohesion existing between its sporting and business development, as well as its performance.

AUDI FIELD OPENING I HOME OF D.C. UNITED D.C. UNITED WELCOMES A NEW ERA OF SOCCER WITH THE OPENING OF AUDI FIELD For 22 years, D.C. United, one of the original 10 teams in Major League Soccer, has played its home games at the 57-year-old, 45,000-seat RFK Stadium. Although packed with history, the cavernous building did not give the Black-and-Red much of a home field advantage. For more than 10 years, D.C. United tried to secure a new home pitch. The team’s dream of a new home will become a reality on July 14 when they move into the 20,000-seat, soccer-specific Audi Field. From its innovative technology to its location in southwest Washington in the redeveloped Buzzard Point, Audi Field will capture the nation’s interest when it opens to a sold-out crowd. D.C. Administration of Barack Obama, 2014 Remarks Honoring the 2013 Major League Soccer Champion Sporting Kansas City October 1, 2014 The President. Hello, everybody! Hello, Kansas City. Everybody, have a seat. Have a seat. Welcome to the White House. Give it up to the MLS champ, Sporting Kansas City. [Applause] Yay! Now, my Press Secretary, Josh Earnest, is from Kansas City. He has made the observation that the Royals are advancing, that the Chiefs made the Patriots look kind of bad on Monday night. [Laughter] And so, clearly, something is going on in Kansas City, but apparently, these guys are the ones who got it all started, got the ball rolling. It's a pretty good day to be from Kansas City. You guys are feeling kind of cocky right now. [Laughter] We've got some Members of Congress who are here today from Kansas City, who obviously love sports. It's a great sports town. We've got the Sporting KC's owners and family. I want to congratulate your manager, Peter Vermes, for becoming the first person in MLS history to win titles both as a player and a coach in the same organization. [Applause] Pretty good. That is not the only history that Sporting KC made this season. After beating New England and Houston in the playoffs to win the Eastern Conference, they were rewarded with the coldest title game ever played in Major League Soccer. [Laughter] When the game started, the temperature was just 20 degrees. By the end, it was less than 10 degrees. I'm sure that felt good.
