    INFORME DE DIFUSIÓN Cierre de 94 rutas aéreas desde 2016 hasta febrero de 2018 en Argentina. Los resultados de un informe realizado por la Empresa Argentina de Navegación Aérea (EANA) fueron difundidos a fines de febrero de 2018 en el periódico Clarín. Básicamente se destacó en aquella nota que desde 2015 hasta fin de febrero de 2018 se crearon 129 rutas aerocomerciales en Argentina, de las cuales predominaron aquellas que no pasan por Buenos Aires y fueron más las rutas internacionales abiertas que las de cabotaje. Las 129 “rutas aéreas” a las que hace referencia la nota pueden ser definidas como los enlaces aéreos operados por empresas diferentes, independientemente de si otra línea aérea ya ofrecía servicios entre los mismos aeropuertos o ciudades. Asimismo, incluyen vuelos directos, vuelos con cada una de sus respectivas escalas por separado, enlaces de vuelos circulares que unen a tres aeropuertos entre sí en un único sentido de viaje e incluso servicios que dentro del mismo período se dieron de baja, aunque después volvieron a operarse. La información importante que se omitió en dicha nota e informe consiste en la cantidad de servicios que fueron dados de baja durante ese mismo período, lo cual podría dar una idea más cabal sobre el saldo de la operación aerocomercial en esta última etapa. Aplicando la misma metodología de interpretación sobre lo que llamaron “rutas aéreas” en dicho informe, se llega a la conclusión que en ese mismo lapso -desde enero de 2016 hasta febrero de 2018- se dieron de baja los servicios de 94 rutas aéreas en total.

De acuerdo con lo que establece el Reglamento Interno de Reuniones de la CLAC en sus artículos 10 numeral 1 y 40 numeral 2; a continuación, se presenta la documentación necesaria para la preparación de la celebración de la XXIV Asamblea Ordinaria de la CLAC, que se realizaría de manera virtual el 19 y 20 de noviembre de 2020. Invitaciones a la XXIV Asamblea 2. En el Adjunto 1 figura la relación de invitados a la próxima Asamblea de la CLAC, tomando como base las invitaciones cursadas en reuniones anteriores y la información disponible a este momento. Se propone al Comité Ejecutivo realizar una revisión minuciosa con el fin de actualizar la lista, con el fin de proceder a cursar las invitaciones respectivas adecuadamente. Propuesta del Orden del Día Provisional 3. El Reglamento de Reuniones establece que el Orden del día provisional debe ser establecido como mínimo dos meses antes de la celebración de una Asamblea ordinaria por el Comité Ejecutivo, incluyendo notas explicativas sobre cada una de las cuestiones a abordar. En consideración a lo señalado, se ha preparado el Orden del día provisional que se acompaña en el Adjunto 2.

Se considerará "Puntual“ a un vuelo de acuerdo a lo establecido en la Resolución 1195, siendo aquellos cuyo despegue no difiere en más de 15 minutos con respecto a su horario programado (sea por exceso o defecto). Los vuelos adelantados en 16 minutos o más se categorizan como "Impuntuales adelantados". Se determina el total de vuelos con demoras de 16 minutos o más, subdividiendo ese conjunto en "Impuntuales de responsabilidad adjudicarle a la operadora", cuyas demoras corresponden a los IATA DELAY CODES 01 02 03 04 05 06 09 11 12 13 14 15 16 17 18 19 31 34 35 36 37 41 42 43 44 45 46 47 48 52 55 56 57 58 61 62 63 64 65 66 67 68 69 91 92 93 94 95 96, y en "Impuntuales de responsabilidad externa a la operadora" (las demoras que corresponden al resto de los IATA DELAY CODES) . Para la determinación del porcentaje de puntualidad, se considera, respecto del total de los vuelos a considerar, vuelos positivos a los "Puntuales" y los "Impuntuales de responsabilidad externa a la operadora", en oposición a los vuelos negativos, es decir, "Impuntuales adelantados" e "Impuntuales de responsabilidad adjudicarle a la operadora".
