Shelter/NFI/CCCM Cluster Meeting , September 24, 2019 10:00 – 11:30 Attendees: NRC, KBC-Bhamo, KMSS-Bhamo, UNHCR, WFP, Shalom Apologies: SI Agenda Action Point 1 Review of previous action points:

• Remaining gap of 10 shelters in Nyaun Na Pin has been prioritized by KBC through MHF. • 2 boarding Schools, Lwe Mauk Yang Boarding School with 31 IDP students and Hpa Ji Shalat Boarding School (Daw Hpum Yang) with 26 IDP students is registered in CCCM list following the request from the camp management committees and families of the students. These students are from IDP families living in different camps in and Mamauk Townships, especially in NGCA. The changes of population figure due to this movement to be updated in cluster analysis report. WFP has started provided food assistance to the student since August 2019. • CCCM registration regulation has been shared to all camps through Camp Management The finalized regulation to be Agencies to receive feedbacks from CMCs. Will be finalized and implemented from shared to all clusters/sectors and October 2019. cluster members through GCM. • The camp profile round 9 report has been disseminated through email to all cluster members. Further, PDF version were downloaded and provided in memory stick during the cluster meeting. • The shelter TWG meeting was held on 30 August in to discuss about the design of 2 storey shelter.

2 Agency Update

1) KMSS- Bhamo: Responding with individual housing. CGIs being provided by UNHCR in Loi Mauk Yang with 12 units, Da Sai 1 unit, Chun Tyaw 2 units, Nong Pau 3 units, Nant Haling 1 unit, Ding Ga Yang 5 units with total 24 shelters starting from March 2019 has been KMSS to revise the budget to completed. Budget for 17 more units of individual shelters is available. KMSS requested to need in other location including contribute to the Dun Khun village for the returnees for which the member from DSWG did Loije RC 5 shelter gaps and the assessment but did not recommended because of protection risk in Dun Khun so the 17 other location to be implemented shelters will be planned. before December 2019.

Through livelihood (LEAD) project, KMSS has 38 HHs (not the cluster agreed design) under KMSS to provide the shelter construction in Daw Pong Yang 5 shelters, Num Lang 2 shelters, Ga Ra Yang 4 units, Stone design to be shared to all cluster village 4 units, Zin Lum 5 units, Nam Sai 4 units, Ta Gaw 4 units, 19 miles 5 units, Nawng members. Ing 5 units which will finish in September. With Cordaid, built Kindergarten at Nam Sai, 1 communal hall in Ta Gaw and 1 kindergarten and 1 communal hall in Num lang. For Ga Ra Yang village school in Mansi, 4 permanent toilets will be provided, water system at 19 miles 1 kinder garden at the stone village will be provided. Quick Impact project (QIPs) funded by UNHCR will be implanted in 5 villages in Southern Kachin: Loi Mauk Yang, Da Sai, Seng Long, Mang Pong and Chyun Taw Village. The QIPs will cover the need of Communal hall, education Center, ECCD renovation, kitchen for students, bridge construction or renovation where needed in the above targeted locations.

2) KBC-Bhamo: With UNHCR budget constructing 66 units out of that 20 units completed in Mansi camp, 20 unit in Mamouk is ongoing. Renovation Mamouk camp: 6 unit will be completed in September, 12 units in Oct, In Mansi 15 units will be completed in October, 20 units in loije area for HHs. Care& Maintenance: Mamouk 18 units, Robert church 24. Maing khawung camp 20 units will be completed in October. KBC to request 1,700 CGIs to UNHCR to repair the roofing in Regarding Mamauk and MaiKhaung camps, the leakage in roofing which will require around Mamouk and Mai Khaung 1,700 sheets for repairing the roof while for transportation and labour cost will be taken care Camps. by KBC’s care and maintenance budget.

10 in Nyaun Na Pin, 20 Robert Church and 10 in loije lisu is planned through MHF 1st allocation of 2019.

3) Shalom: MHF monitoring visit is taking place in Bhamo to monitor the shelters and WASH activities implemented by Shalom in 2019 through MHF funding. For Lisu Boarding units 10 shelter replacement will be completed by September 2019. 4) WFP: Wanted to know the information: regarding the return population. How the registration is being done. Are they still in the list, camp merge, how many camps are formed in NSS after the temporary displacement? UNHCR shared about the camp regulation which will be Food security cluster and CCCM share soon through GCM. Regarding the camp merge: there is only 2 camps in Myityina: Le cluster to meet bilaterally to Kone Bethlehem and Kyun Pin Thar which has merged to new site as Le Kone Bethlehem discuss further. camp in March 2019. No camps formed after the temporary displacement in NSS as all HHs

have returned to place of origin.

5) NRC: Together with KMSS, completed 10 individual shelter Mamouk Che nan ward for Local integration. Wash activities remain gap in the site. Celebration will be done for these HHs on 18 October 2019. Got request letter from Loije RC as they need urgent 25 units of shelters, NRC can respond with 20 shelters, planning to start within September. In Loije, in higher school, 7 school combined from IDP location, planning to construct new 60X30 TLS, renovate school building 100X20 improve the flooring to concrete and bamboo walling. 250 HHs (IDPs in Host) from Mansi, Mamouk and Bhamo will be provided with 100,000 Kyats as Unconditional cash. Distribution week: second week of Oct- Mansi, 3rd Mamouk and 4th week in Bhamo. From MHF, 125 new shelters units will be constructed in Kachin, 30 in Tanai KBC, 35 in Myitkyina, Waingmaw 40 and 10, Man Wing Gyi 10. Renovation of 100 units will be done. The project will start in October and end in November 2020.

6) UNHCR: UNHCR through KMSS-Bhamo provided 252 CGI sheets to construct 3 individual shelters for 3 returnees HHs. UNHCR will implement 160 solar street lights with support of partners KBC, KMSS and Shalom in 2019. The locations are some camps and resettlement Partners are requested to provide sites in Kachin States. Have some CGIs in store, Replenishment of NFIs in Loije area is still estimated list of needs for CGIs. in process through KBC.

3 AOB HNO workshop was held by OCHA in Kachin on 23 August and 26 August in Lashio. The figures of needs for 2020 were based on the cluster analysis report and durable solution tracker for shelter/NFI/CCCM. Durable solution workshop will take place on 1st October 2019. Next Shelter/NFI/CCCM cluster meeting will take place in November/December.
