1 The Revolutions of 1989 and Their Legacies Vladimir Tismaneanu The revolutions of 1989 were, no matter how one judges their nature, a true world-historical event, in the Hegelian sense: they established a historical cleavage (only to some extent conventional) between the world before and after 89. During that year, what appeared to be an immutable, ostensibly indestructible system collapsed with breath-taking alacrity. And this happened not because of external blows (although external pressure did matter), as in the case of Nazi Germany, but as a consequence of the development of insuperable inner tensions. The Leninist systems were terminally sick, and the disease affected first and foremost their capacity for self-regeneration. After decades of toying with the ideas of intrasystemic reforms (“institutional amphibiousness”, as it were, to use X. L. Ding’s concept, as developed by Archie Brown in his writings on Gorbachev and Gorbachevism), it had become clear that communism did not have the resources for readjustment and that the solution lay not within but outside, and even against, the existing order.1 The importance of these revolutions cannot therefore be overestimated: they represent the triumph of civic dignity and political morality over ideological monism, bureaucratic cynicism and police dictatorship.2 Rooted in an individualistic concept of freedom, programmatically skeptical of all ideological blueprints for social engineering, these revolutions were, at least in their first stage, liberal and non-utopian.3 The fact that 1 See Archie Brown, Seven Years that Changed the World: Perestroika in Perspective (Oxford: Oxford University Press, 2007), pp. 157-189. In January 1950, Ho made a secret visit to Beijing to request Chinaʼs assistance in Vietnamʼs struggle against France. Following Hoʼs visit, the CCP Central Committee made the decision, authorized by Chairman Mao, to send me on a secret mission to Vietnam. Props from the historic past – the people, ethnicity, the motherland, the nation and patriotism – play a large role in the new ideology. –Vera Aleksandrova, 19371 The shift away from revolutionary proletarian internationalism toward russocentrism in interwar Soviet ideology has long been a source of scholarly controversy. Starting with Nicholas Timasheff in 1946, some have linked this phenomenon to nationalist sympathies within the party hierarchy,2 while others have attributed it to eroding prospects for world This article builds upon pieces published in Left History and presented at the Midwest Russian History Workshop during the past year. My eagerness to further test, refine and nuance this reading of Soviet ideological trends during the 1930s stems from the fact that two book projects underway at the present time pivot on the thesis advanced in the pages that follow. Cox Date Department Chair ABSTRACT Famine spread across the Union of Social Soviet Republics in 1932 and 1933, a deadly though unanticipated consequence of Joseph Stalin’s attempt in 1928 to build socialism in one country through massive industrialization and forced collectivization of agriculture known as the first Five-Year Plan. This study uses published documents, collections, correspondence, memoirs, secondary sources and new insight to analyze the famine of 1932-1933 in Ukraine and other Soviet republics. It presents the major scholarly works on the famine, research that often mirrors the diverse views and bitter public disagreement over the issue of intentionality and the ultimate culpability of Soviet leadership. The original contribution of this study is in the analysis of newly published primary documents of the 1920s and 1930s from the Russian Presidential Archives, especially vis-à-vis the role of Stalin and his chief lieutenants at the center of power and the various representatives at the republic-level periphery. -

Ostermann, Series Editor This paper is one of a series of Working Papers published by the Cold War International History Project of the Woodrow Wilson International Center for Scholars in Washington, D.C. Established in 1991 by a grant from the John D. and Catherine T. MacArthur Foundation, the Cold War International History Project (CWIHP) disseminates new information and perspectives on the history of the Cold War as it emerges from previously inaccessible sources on “the other side” of the post-World War II superpower rivalry. The project supports the full and prompt release of historical materials by governments on all sides of the Cold War, and seeks to accelerate the process of integrating new sources, materials and perspectives from the former “Communist bloc” with the historiography of the Cold War which has been written over the past few decades largely by Western scholars reliant on Western archival sources. It also seeks to transcend barriers of language, geography, and regional specialization to create new links among scholars interested in Cold War history. How New and Assertive Is China's New Assertiveness?
China’s New Assertiveness? How New and Alastair Iain Johnston Assertive Is China’s New Assertiveness? In recent years, it has become increasingly common in U.S. media, pundit, and academic circles to describe the diplomacy of the People’s Republic of China (PRC) as newly or increasingly assertive.1 Some observers have even suggested that this new as- sertiveness reºects a fundamental shift in Chinese diplomacy away from Beijing’s more status quo–oriented behavior of the previous thirty years.2 Many believe that it reºects a conscious decision by the top leadership in the wake of the 2008–09 ªnancial crisis to be much more proactive in challenging U.S. interests in East Asia and, indeed, elsewhere around the world. The new assertiveness meme has “gone viral” in the U.S. media, the blogosphere, and in scholarly work. This article argues, however, that the new assertiveness meme underesti- mates the degree of assertiveness in certain policies in the past, and overes- timates the amount of change in China’s diplomacy in 2010 and after. Much of China’s diplomacy in 2010 fell within the range in foreign policy preferences, diplomatic rhetoric, and foreign policy behavior established in the Jiang Zemin and Hu Jintao eras. Moreover, the claims about a new assertiveness typically do not provide a deªnition of assertiveness, are unclear about the causal mech- anisms behind this shift toward assertiveness, and lack comparative rigor that better contextualizes China’s diplomacy in 2010. Why should policymakers and scholars worry about a problematic charac- terization of Chinese foreign policy? Putting aside the intellectual importance of accurately measuring the dependent variable in the study of a major power’s foreign policy, there are two good reasons.
