Recently a Central Committee delegation of the Communist Party of Ireland (Marxist-Leninist) returned from a visit to the People's Socialist Republic of Albania, where it was hosted by the Central Committee of the Party of Labor of Albania. The delegation saw at first hand the great achievements of the Albanian people under the leadership of the great Party of Labor of Albania led by Comrade Enver Hoxha. The Party of Labor of Albania has distinguished itself by its persistent adherence to principle and its refusal to capitulate to any form of revisionism. It opposed the revisionism of Tito right from the outset. It opposed the revisionism of the Khrushchev clique and the Soviet revisionists as soon as it appeared. Today, the Party of Labor of Albania has taken a resolute stand against the new revisionists pushing the reactionary theory of three worlds. The Party of Labor of Albania has played an outstanding role in the struggle against revisionism of all kinds and has won the deepest respect of all genuine Marxist-Leninists and progressive people throughout the world. -

Elite Politics and the Fourth Generation of Chinese Leadership ZHENG YONGNIAN & LYE LIANG FOOK* The personnel reshuffle at the 16th National Congress of the Chinese Communist Party is widely regarded as the first smooth and peaceful transition of power in the Party’s history. Some China observers have even argued that China’s political succession has been institutionalized. While this paper recognizes that the Congress may provide the most obvious manifestation of the institutionalization of political succession, this does not necessarily mean that the informal nature of politics is no longer important. Instead, the paper contends that Chinese political succession continues to be dictated by the rule of man although institutionalization may have conditioned such a process. Jiang Zemin has succeeded in securing a legacy for himself with his “Three Represents” theory and in putting his own men in key positions of the Party and government. All these present challenges to Hu Jintao, Jiang’s successor. Although not new to politics, Hu would have to tread cautiously if he is to succeed in consolidating power. INTRODUCTION Although the 16th Chinese Communist Party (CCP) Congress ended almost a year ago, the outcomes and implications of the Congress continue to grip the attention of China watchers, including government leaders and officials, academics and businessmen. One of the most significant outcomes of the Congress, convened in Beijing from November 8-14, 2002, was that it marked the first ever smooth and peaceful transition of power since the Party was formed more than 80 years ago.1 Neither Mao Zedong nor Deng Xiaoping, despite their impeccable revolutionary credentials, successfully transferred power to their chosen successors. -

1 The Revolutions of 1989 and Their Legacies Vladimir Tismaneanu The revolutions of 1989 were, no matter how one judges their nature, a true world-historical event, in the Hegelian sense: they established a historical cleavage (only to some extent conventional) between the world before and after 89. During that year, what appeared to be an immutable, ostensibly indestructible system collapsed with breath-taking alacrity. And this happened not because of external blows (although external pressure did matter), as in the case of Nazi Germany, but as a consequence of the development of insuperable inner tensions. The Leninist systems were terminally sick, and the disease affected first and foremost their capacity for self-regeneration. After decades of toying with the ideas of intrasystemic reforms (“institutional amphibiousness”, as it were, to use X. L. Ding’s concept, as developed by Archie Brown in his writings on Gorbachev and Gorbachevism), it had become clear that communism did not have the resources for readjustment and that the solution lay not within but outside, and even against, the existing order.1 The importance of these revolutions cannot therefore be overestimated: they represent the triumph of civic dignity and political morality over ideological monism, bureaucratic cynicism and police dictatorship.2 Rooted in an individualistic concept of freedom, programmatically skeptical of all ideological blueprints for social engineering, these revolutions were, at least in their first stage, liberal and non-utopian.3 The fact that 1 See Archie Brown, Seven Years that Changed the World: Perestroika in Perspective (Oxford: Oxford University Press, 2007), pp. 157-189. Original Language: Chinese Contents: English Translation One Late in 1949, soon after the establishment of New China, Chairman Ho Chi Minh and the Central Committee of the Indochinese Communist Party (ICP) wrote to Chairman Mao and the Central Committee of the Chinese Communist Party (CCP), asking for Chinese assistance. In January 1950, Ho made a secret visit to Beijing to request Chinaʼs assistance in Vietnamʼs struggle against France. Following Hoʼs visit, the CCP Central Committee made the decision, authorized by Chairman Mao, to send me on a secret mission to Vietnam. I was formally appointed as the Liaison Representative of the CCP Central Committee to the ICP Central Committee. Comrade [Liu] Shaoqi personally composed a letter of introduction, which stated: ʻI hereby recommend to your office Comrade Luo Guibo, who has been a provincial Party secretary and commissar, as the Liaison Representative of the Central Committee of the Chinese Communist Party. -

Section 3 Moscow takes command: 1929–1937 The documents in this section cover the period from February 1929 until early 1937, with most of them being concentrated in the earlier years of this period in line with the general distribution of documents in the CAAL. This period marks an important shift in the history of relations between the CPA and the Comintern for two main reasons. First, because the Comintern became a direct player in the leadership struggles within the Party in 1929 (the main catalyst for which, not surprisingly, was the CPA's long-troubled approach to the issue of the ALP). And second, because it sent an organizer to Australia to `Bolshevize' the Party in 1930±31. A new generation of leaders took over from the old, owing their positions to Moscow's patronage, and thusÐuntil the Party was declared an illegal organization in 1940Ðfully compliant with the policies and wishes of Moscow. The shift in relations just outlined was part of a broader pattern in the Comintern's dealings with its sections that began after the Sixth Congress in 1928. If the `Third Period' thesis was correct, and the world class struggle was about to intensify, and the Soviet Union to come under military attack (and, indeed, the thesis was partly correct, but partly self-fulfilling), then the Comintern needed sections that could reliably implement its policies. The Sixth Congress had been quite open about it: it now required from its national sections a `strict party discipline and prompt and precise execution of the decisions of the Communist International, of its agencies and of the leading Party committees' (Degras 1960, 466). -

Order Code RS22767 December 5, 2007 China’s 17th Communist Party Congress, 2007: Leadership and Policy Implications Kerry Dumbaugh Specialist in Asian Affairs Foreign Affairs, Defense, and Trade Division Summary The Chinese Communist Party’s (CCP) 17th Congress, held from October 15 - 21, 2007, demonstrated the Party’s efforts to try to adapt and redefine itself in the face of emerging economic and social challenges while still trying to maintain its authoritarian one-Party rule. The Congress validated and re-emphasized the priority on continued economic development; expanded that concept to include more balanced and sustainable development; announced that the Party would seek to broaden political participation by expanding intra-Party democracy; and selected two potential rival candidates, Xi Jinping and Li Keqiang, with differing philosophies (rather than one designated successor-in- waiting) as possibilities to succeed to the top Party position in five years. More will be known about the Party’s future prospects and the relative influence of its two potential successors once the National People’s Congress meets in early 2008 to select key government ministers. This report will not be updated. Periodically (approximately every five years) the Chinese Communist Party holds a Congress, attended by some 2,000 senior Party members, to authorize important policy and leadership decisions within the Party for the coming five years. In addition to authorizing substantive policies, the Party at its Congress selects a new Central Committee, comprised of the most important figures in the Party, government, and military.1 The Central Committee in turn technically selects a new Politburo and a new Politburo Standing Committee, comprised of China’s most powerful and important leaders. -

Starting with Nicholas Timasheff in 1946, some have linked this phenomenon to nationalist sympathies within the party hierarchy,2 while others have attributed it to eroding prospects for world This article builds upon pieces published in Left History and presented at the Midwest Russian History Workshop during the past year. My eagerness to further test, refine and nuance this reading of Soviet ideological trends during the 1930s stems from the fact that two book projects underway at the present time pivot on the thesis advanced in the pages that follow. Social Ties and the Selection of China’s Political Elite Raymond Fisman, Jing Shi, Yongxiang Wang, and Weixing Wu∗ This version: April 29, 2019 Abstract We study how sharing a hometown or college connection with an incumbent member of China’s Politburo affects a candidate’s likelihood of selection as a new member. In specifications that include fixed effects to absorb quality differences across cities and colleges, we find that hometown and college connections are each associated with 5-9 percentage point reductions in selection probability. This “connections penalty” is equally strong for retiring Politburo members, arguing against quota-based explanations, and it is much stronger for junior Politburo members, consistent with a role for intra-factional competition. We show that our findings differ sharply from earlier work both because of our more rigorous empirical specification as well as our emphasis on shared hometown and college – rather than shared workplace – connections. Chinese Politics in the Xi Jingping Era: Reassessing Collective Leadership
CHAPTER 1 Governance Collective Leadership Revisited Th ings don’t have to be or look identical in order to be balanced or equal. ڄ Maya Lin — his book examines how the structure and dynamics of the leadership of Tthe Chinese Communist Party (CCP) have evolved in response to the chal- lenges the party has confronted since the late 1990s. Th is study pays special attention to the issue of leadership se lection and composition, which is a per- petual concern in Chinese politics. Using both quantitative and qualitative analyses, this volume assesses the changing nature of elite recruitment, the generational attributes of the leadership, the checks and balances between competing po liti cal co ali tions or factions, the behavioral patterns and insti- tutional constraints of heavyweight politicians in the collective leadership, and the interplay between elite politics and broad changes in Chinese society. Th is study also links new trends in elite politics to emerging currents within the Chinese intellectual discourse on the tension between strongman politics and collective leadership and its implications for po liti cal reforms. A systematic analy sis of these developments— and some seeming contradictions— will help shed valuable light on how the world’s most populous country will be governed in the remaining years of the Xi Jinping era and beyond. Th is study argues that the survival of the CCP regime in the wake of major po liti cal crises such as the Bo Xilai episode and rampant offi cial cor- ruption is not due to “authoritarian resilience”— the capacity of the Chinese communist system to resist po liti cal and institutional changes—as some foreign China analysts have theorized.
