Intraday Congestion Management Rules at the border .dk/TenneT

All auctions for the border between West and will be carried out in cooperation between TenneT TSO GmbH (TTG) and Energinet.dk (ENDK).

The relevant information and documents as well as detailed descriptions of the auctioning process and regulations for the annual and monthly explicit auctions can be found at www.casc.eu. Implicit allocation of day-ahead cross border capacities via Market Coupling was introduced on the German / Danish West border on November 09th 2009. The European Market Coupling Company (EMCC) has been assigned to establish and operate the market coupling in order to replace the day-ahead explicit auction. More information can be found at www.marketcoupling.com.

Available intraday transmission capacity will be accessed independently from the above mentioned procedure. Since June 2008 the explicit allocation of intraday capacity at the border ENDK/TTG is integrated into the intraday capacity platform. This platform can be reached via the URL: https://www.intraday-capacity.com. In the public available part of the platform the free intraday capacities can be seen. Interested users will receive at request a login and password enabling them to reserve intraday capacity.

Following the cross border intraday procedure will be described in more detail:

Preconditions to participate

TTG will be the main point of contact for market participants regarding the operation of the intraday procedure.

The TSOs set the following prerequisites for participating in the intraday procedure:

1. The possession of a valid and effective balancing agreement (Bilanzkreisvertrag) with TTG. 2. As trade across the ENDK/TTG interconnector can only take place between two market participants who are registered with ENDK as “partners”, i.e. a one-to-one relationship must exist between the approved market player in ENDK’s area and the corresponding market player in the TTG area, the possession of a valid and effective balance obligations agreement with ENDK is necessary.

Procedure

Intraday transmission capacity will be allocated free of charge (no payment for capacity reservation). With the reservation of transmission capacity the use of the capacity is obligatory! A reservation can only be cancelled by reserving capacity in the opposite direction.

This means that not used allocated capacity will be treated as imbalances in both, the ENDK and the TTG area, and settled according to the normal settlement rules in the two areas.

TTG and ENDK reserve the right to stop the intraday capacity allocation due to the following reasons,: Operational risks (communication breakdown between the platform and the TSOs) Force Majeure or risk for the security of the transmission systems

The registered users will be informed via the intraday platform about the reason and duration of the outage.

The planned outages of the capacity platform will be published on the website of TTG.

A detailed description of the functionality of the intraday platform is provided in the users handbook published on the TTG webpage.

Use of intraday capacity – intraday-scheduling

After concluding a capacity trade the intraday platform will send the trade details RID-file (Rights Document) directly to the originator (the user) and to TTG. Afterwards the user has to send intraday schedules regarding the transmission border ENDK/TTG to TTG and Energinet.dk until the gate closure time for nomination (H-0:45). The schedules have to be in accordance with the relevant regulation (for TTG: the German market rules and for Energinet.dk: Regulation C3 of the Danish market rules).

As TTG will create system-inherent an hourly CAS (Control Area Schedules) every 15 minutes after the full hour (to be sent to ENDK) and will therefore take into account all intraday capacity trades (independent of the leading time) concluded by that time, the following situations may happen:

 TTG has received a correct intraday schedule until the next full hour by the user  The user will receive a Confirmation Report (CNF) “fully accepted”.  TTG has not received a correct intraday schedule until the next full hour by the user but an earlier version is available  The user will receive a CNF “modified”.

 TTG has not received an intraday schedule at all until the next full hour by the user and there is no earlier version available  The user will receive a CNF “imposed”. In this case TTG creates a new Time Series Id. The user has to take over this Id for further nominations.

In case that the allocated capacity is not nominated until the next full hour, the schedules will be automatically changed into the allocated values according to information received from the capacity platform.

In case of a mismatch of schedules received for the transmission borders ENDK/TTG the schedule send to TTG is found decisive. In this case ENDK takes over the values from the TTG CAS.
