Commodore’s Message As this is my first message as Commodore, I would like to take this opportunity, on behalf of General Committee and the general membership, to thank our immediate Past Commodore Mark Whitehead and all outgoing members of the General Committee and other committees for all that they have achieved over the past two years. The Bridge Ours is truly an exceptional club on many fronts – the fact that a rower can become Commodore is just one example of this and really gives credence to the fact that ours is both a sailing and a rowing club, with both sports having equal importance. I feel daunted enough following in the footsteps of all the great sailors who have been Commodore before me; the fact that I’m the first rower to be Commodore since Bob Wilson had the role in 1978-1980 makes me even more conscious of the trust that has been placed in me. Building the next generation of sailors has been a key focus of the General Committee for a number of years, so it’s really pleasing to see the plethora of different events members of our youth squad, The Sharks, will be attending over the summer – the Optimist UK Nationals, the Optimist Europeans, the Optimist Worlds, Commodore Robert Stoneley the Laser 4.7 Worlds, the Radial Worlds, the Radial UK Nationals, the 29er Europeans and the 29er Worlds. 會長史東禮 Not to be outdone, the rowers and paddlers are also off to far flung places and will be representing the Club in places as diverse as Philadelphia, Copenhagen and Kona, Hawaii. The youngest competitor, Elizabeth Knight, has been putting in long hours of training not just at weekends but also before and after school during the week. Her dedication should be an inspiration not just for other junior members but also for our more seasoned older members. We wish all of our overseas competitors every success. For those of you staying in Hong Kong for the hot summer months, please remember the Sunset Series is on every Friday until 26 August. Even if you aren’t sailing, this is a great opportunity to leave the office early to come down to the Club for sundowners and watch the racing from the Main Bar terrace. There can surely be no better way to end the week? I hope you all have an enjoyable summer however you are spending it, and I look forward to welcoming you back as we kick off the new season with the Autumn Regatta on 10 and 11 September – make sure it’s in your diary. 作為新一任會長,我希望藉此機會先代表理事會和全部會員,感謝上屆會長韋浩德、所有理事會和其他委員會 的卸任委員,於過去兩年對遊艇會所作出的貢獻。 遊艇會在許多方面都很有特色,就以一位賽艇手能夠成為會長為例,足以表示遊艇會是一個賽艇及帆船會會 所,兩種運動均平分春色,同等重要。對於歷屆偉大的會長勻為帆船手,我並不感到氣餒;反之我能夠成為繼 Bob Wilson 於1978年至1980年以來,首位以賽艇手身份成為會長,更讓我意識到會員對我的信任。 建立下一代帆船手一直是理事會近年關注的重點,尤其看到許多青年隊和少年帆船隊成員,將於今年夏天出席 不同的比賽項目,包括英聯樂天錦標賽、歐盟樂天錦標賽、世界樂天錦標賽、Laser 4.7世界錦標賽、Radial 世界 錦標賽、英聯 Radial 錦標賽、29er 歐盟錦標賽及29er 世界錦標賽,我感到十分的高興及欣慰。 賽艇及划艇選手亦不甘示弱,他們代表遊艇會遠赴偏遠的費城、哥本哈根和夏威夷的科納出賽。當中最年輕 的選手 Elizabeth Knight,一直投放大量時間訓練,除週末以外,更於週日課堂前後練習。她的投入及積極不僅 是年青會員的榜樣,也是其他經驗豐富會員所應當效法的。 我們希望所有參加海外比賽的會員都凱旋歸來。 對於那些暑假留港的的會員,請抽空出席由現在到8月26日,逢星期五舉行的黃昏系列帆船賽。即使你沒有參 與賽事,也可藉此提早離開辦公室,從酒吧露台享受夕陽西下及賽事。想必是結束一周最好的方式? 無論你如何選擇,我希望大家可享受一個愉快的夏季。之後新一季的秋季帆船賽將於9月10和11日舉行,請先 預 留日 子,我 期 待 再 次 見 到 大 家。 8 | JUL/AUG 2016 AHOY! Past Commodore’s Message When I wrote my first message to you two years ago, the Kellett Island Development project was about to start and I am very pleased to report that as I step down as your Commodore, we have celebrated the opening of the very impressive Annex New Wing. The new Ship Shop has opened and is already proving to be a resounding success. The feedback from members has been extremely positive and the new shop has certainly been worth the wait. The squash courts, too, have opened and the administration offices have moved into their new home. By now members will also have moved into the building on an interim basis to use the temporary changing rooms and gym. Hopefully it won’t be long now until the new gym opens in the East Wing Extension and members move into their new changing rooms in the Central Block. I am very grateful to all members for their patience through the disruption of the building project but now as we are beginning to see the final results for ourselves, we can appreciate that it has all been worthwhile.

    Yiu Tung / Hing Tung Bus-Bus Interchange Scheme Passengers who ride on Route 77 / 99 from Shau Kei Wan to Yiu Tung / Hing Tung need to present the same Octopus when getting on and off to enjoy a discount fare of $3.50 (Child / Senior$1.80). When boarding for the first leg, the fare for the whole first leg would be deducted; when the passenger presents the same Octopus card again when alighting, the difference between the whole fare and the section fare will be reimbursed. If the passenger only present the Octopus card once, the whole fare will be deducted. Hence, passengers must remember to present the same Octopus twice to enjoy the discount fare. In addition, please make sure your Octopus card has adequate value to pay for all the trips concerned before boarding. This year, the Title Sponsor is Star Alliance member, Turkish Airlines. The partnership between Royal Hong Kong Yacht Club (“Best Asian Yacht Club”) and Turkish Airlines (“The airline that flies to more countries than any other airline and the Skytrax award winner for four key categories in 2017”) will bring a lot of excitement to the Around the Island Race as the fleet flies around Hong Kong Island.     The Historical Comparative Analysis of the Development and Transformation of Lei Yue Mun and Cha Kwo Ling with Their Tin Hau Temples Chung Fun Steven Hung The Education University of Hong Kong ABSTRACT Today, Lei Yue Mun and Cha Kwo Ling are still the nearby urban areas and the urban fringe areas respectively. They are squatter areas and both suffer from environmental hygiene problems and lack proper man- agement. The historical development of Cha Kwo Ling exerted superi- ority in the long-term. If compared to Lei Yue Mun, its economic, so- cietal and cultural development performed better. Therefore, the ad- ministrative-governed centers, namely, the ‘Communal Office of the Four Hills’ and the ‘Communal School of the Four Hills’ were devel- oped in Cha Kwo Ling. After the Second World War, Cha Kwo Ling had some nearby local developments, for example, there were built several oil depots and quarry sites next to it. This made Cha Kwo Ling become even more prosperous. This statement can be strengthened by the massive and spectacular occasion of the ‘Tin Hau Festival.’ This grand event is the most popular and large-scale in the urban area. Coincidentally, Lei Yue Mun underwent certain transformations in the 1960s. It became a tourist hot spot for eating seafood. Up to now it is internationally famous which helps maintaining its prosperity. In con- trast, the economic development of Cha Kwo Ling started to deterio- rate because of the urban developments. But there is a sharp differ- ence if residents' sentiments are taken into account. With the success- ful economic development in Lei Yue Mun, its residents become more cold-blooded and snobbish.

INTRODUCTION 1. This is a legal advice on the following issues regarding the setting up of a water taxi system in Hong Kong: (a) Licensing, certification and other relevant requirements by the Hong Kong Marine Department (the “MD”) and the Hong Kong Transport Department (“TD”); (b) Embarkation and disembarkation restrictions within the waters of Hong Kong; (c) Environmental issues concerning the operation of water taxis; and (d) Booking system for water taxis. 2. By way of background, the Task Force on Water-land Interface of the Harbourfront Commission looked into the potentials of water taxis services in the Victoria Harbour in its Paper No. TFWL/02/2012 "Waterborne Passenger Transportation in Victoria Harbour” (See Attachment 1) in February 2012. This Paper will be referred to throughout this memorandum as the “HC Paper”. 3. In preparing this memorandum, we have made the following assumptions: (a) only existing licensed vessels will be deployed as water taxis in this water taxi system i.e. the vessels used as water taxis will have already complied with licensing requirements overseen by the MD (as set out in Section B1 Marine Department - the vessel) and no new vessels are required to be built.; (b) the subject water taxis will operate for private hire use (akin to Uber or road taxis) as opposed to a system of public transport such as the Star Ferry; and (c) the subject water taxis will be “local vessels”1 used solely within Hong Kong waters and therefore be subject mainly to the laws of Hong Kong.
