72 Reading Swallowfield Hartley Wintney Church Crookham Fleet Farnborough Mondays to Fridays Except Public Holidays from 5th January 2015 What’s changed? 72 will follow a new route and timetable. Between Reading and Elvetham Heath Turning Circle, the route will remain largely unchanged except in Riseley where buses will use Odiham Road in both directions. From Elvetham Heath Turning Circle, buses will now return to Reading Road and serve a revised route towards Farnborough via Fleet (Oat Sheaf), Crookham (Wyvern), Church Crookham, Reading Road South, Fleet High Street, Fleet Rail Station, Ancells Farm, Cove and Farnborough Sixth Form to Kingsmead. Re: Review of ward boundaries for Hart District Council Dear Sirs, I am the group leader of the Community Campaign (Hart), a resident’s association party with five councillors on Hart District Council (and with a county councillor at Hampshire). I wrote to you in April to suggest an alternative ward arrangement to that then being suggested by Hart District Council following a controversial amendment proposed by Hart’s ruling group. In that instance my proposal was predominantly the original officer draft proposal drawn up independently by Hart’s electoral officer. I must take this opportunity to thank the Boundary Commission for giving due consideration to this alternative proposal and incorporating the basic principle into your draft recommendations for the re-warding of Hart District Council. In the context of your draft recommendations themselves then the only revision that I would like to suggest is that the ward that you call Church Crookham is extended slightly on its western boarder to include all the houses in Chesilton Crescent; so that the road is not needlessly split in two. In order to rebalance the numbers then Crookham Vilage ward could be extended east along Aldershot Road and Sandy Lane to include Atbara Road. This particular recommendation is included in the response that Hart District Council has voted to send to you. In regard to all the minor changes that Hart will be recommending I add my voice to supporting these; including the suggestion for the renaming of the wards.

Introduction 1.1 Following the revocation of the Regional Spatial Strategies by the new Conservative – Liberal Democrat Coalition Government in June 2010 it is considered necessary to update the original Settlement Hierarchy Background Paper (January 2010) in light of the changes. 1.2 Hart District contains a number of towns and villages that vary in size. It is useful for plan-making purposes to group these settlements into a hierarchy based on an understanding of their current size and level of service provision. 1.3 It is important to note that the hierarchy does not in itself amount to a spatial strategy and does not dictate the levels of growth that will go to different settlements. It is a hierarchy based on the settlements as they are now, rather than as they might look in the future. It is merely a framework around which one or more options for a spatial strategy can be articulated.

It assesses the relative capacity of the landscape to accommodate development in the rural areas of the District, outside of the established settlement boundaries. The capacity of each area has been awarded by testing the results of each assessment against the following criteria: Low capacity – the landscape area could not accommodate areas of new development without a significant and adverse impact on the landscape character. Occasional, very small scale development may be possible, providing it has regard to the setting and form of existing settlement and the character and the sensitivity of the adjacent character areas. Low/medium capacity – a minimal amount of development could be accommodated only in limited situations, providing it has regard to the setting and form of existing settlement and the character and the sensitivity of the adjacent character areas. Medium capacity – the landscape area could be able to accommodate areas of development in some parts, providing it has regard to the setting and form of existing settlement and the character and the sensitivity of the adjacent character areas.
