HDAPTC Minutes 2018-04-10 v04 Issued 350 18/420 Hart District Council Report - Daryl Phillips The Council have closed the accounts for the fiscal year that has just ended. Business continues but they are now operating under purdah due to the imminent local elections, with the expectation that business as usual will start again in June. Planning The Government are keen for planning reform. The March 2018 draft National Planning Policy Framework (NPPF) is out for consultation. The National Planning Practice Guidance is a useful read and helps explain the NPPF and the simplified methodology to calculate the number of houses required to be built. More changes are expected in the Autumn with the potential removal of local authority planning approval. The Government are looking at more freedom for small enterprises. Local Plan The Hart Local Plan proposed submission consultation is now closed. There were 289 responses containing 1000 issues received during the consultation. These all have to be read and a draft response composed. Some responses may need legal input. It is expected to be the end of May/early June before it is ready to be submitted. LGA Peer Review It was a worthwhile experience. The peer review panel were invited to a full council meeting that was a lively event and was commented on. The panel produced a report that requires a lot of work to be done. Some of the points captured were: questioning why council meetings are held monthly if there is nothing on the agenda; there are too many projects and not enough resources; and they were complimentary about the set up. From the report a proposal will be drawn up with an action plan that will be taken to the council meeting. General Data Protection Regulation (GDPR) Hart District Council will be running further training sessions for councillors. By law a data protection officer has to be employed and Hart may be willing to share this resource with the parish and town councils. It is not expected anyone will be compliant with the GDPR on day one. Winchfield representatives attended the HALC training and found it useful. Charter East Hampshire Parish Charter 2017 has been published. The purpose of the charter is to define the relationship between the district council and the parish councils. It was proposed a small working group is set up to draft a proposal to develop a local charter between Hart and the Parishes and representatives should be nominated to work with Hart District Council. 18/421 Parish Questions for Hart District Council Meyrick Williams from Winchfield PC asked about the timing of the NPPF being adopted in September 2018 and using the old rules to calculate the number of houses being built. Daryl Phillips confirmed the Local Plan will be submitted under the new rules and if it is not accepted under new rules it will be resubmitted when the new rules are applied. David Argent from Crondall PC asked if the rumour was true that all the staff at the Information Commissioner’s Office (ICO) had been poached. Daryl Phillips advised that the ICO do have a resource issue and it is currently taking eight weeks for them to respond to requests for HDAPTC Minutes 2018-04-10 v04 Issued 351 information. Geoff Beaven from Dogmersfield PC asked when the submissions to the draft Local Plan will be in the public domain. Daryl Phillips explained this would be when the Local Plan is sent to the Secretary of State. A request was made by Daryl Phillips that it would help Hart’s planning resources if a timeline for Neighbourhood Plans could be provided in advance. Bob Aylmer from Mattingley PC asked about guidance for parish councils on pre-planning applications. Daryl Phillips took the action to follow up an initiative that was started a while DP ago, with Nick Steevens. Simon Ambler from Hart District Council advised the Cabinet approved an S106 for a play area in Hook that included equipment suitable for children with reduced upper body strength (background information is given in Appendix A ); and approved safeguarding training to Councillors that will be extended to parish councillors A question was also asked to Simon Ambler regarding the progress being made in relation to the drugs issue that was flagged by Crookham Village PC. Simon Ambler advised that there are various initiatives in place. (Daryl Phillips left the meeting). 18/422 Transport in Hart Survey Chris Cornwell from Transport in Hart addressed the meeting. A hand-out had been distributed to the parish clerks prior to the meeting. Chris Cornwell explained about the group and what is happening with the buses and routes and a discussion was had about the recent changes. A summary is provided in Appendix B. 18/423 General Data Protection Regulation (GDPR) It was noted Hart District Council will be providing training with the date to be followed up. AC HALC are providing training on 17 April 2018 and this is fully booked. It will be necessary to register HDAPTC with the ICO at a cost of £35, and for the HDAPTC to write to all contacts to get permission to hold data. It was clarified that there is no such thing as ‘implied consent’ and that you need express permission to hold contact details. 18/424 HALC Annual Conference 21 March 2018 – Brief Report The conference was attended by Alastair Clark and John Keane. It was very poorly attended with only 21% representation from HDAPTC. Feedback to Alastair Clark on reasons for poor attendance would be appreciated. 18/425 HALC – Revision of Articles of Association and Standing Orders Members of the association are currently trying to revise the constitution and standing orders. This has raised various points regarding types of membership and rules regarding HALC meetings that need to be resolved. Comment was made regarding the recent letter issued with membership invoices which did not require a positive response as payment of fees was deemed to be acceptance of the implied HDAPTC Minutes 2018-04-10 v04 Issued 352 conditions. It was noted that the recent e-update appeared to contain more advertisements than factual information. 18/426 HALC Need Fourth Representative A fourth volunteer is still needed to support the existing three representatives. There is no obligation to attend every meeting. Please contact Alastair or John if you are interested. 18/427 General Discussion regarding Submission and Presentation of Parish Reports Changes to how the parish reports process could be streamlined were discussed. A separate communication (email) will be sent out detailing how to proceed for the following meetings. In summary the parish reports will be submitted and circulated prior to the meeting to allow constructive discussion at the meeting. 18/428 Parish Reports Blackwater and Hawley (no report received) Bramshill (no report received) Church Crookham (written report received) Our latest newsletter advertised that Church Crookham is an all-out election this May, inviting members of the public to stand as a parish councillor. We have received confirmation that all ten positions will be filled as an uncontested election. We will be joined by 2 new members in May. Our Annual Parish Meeting is due to be held on May 9th and the Fleet & Crookham Athletics Club has been invited to share their vision for an enhanced athletics facility within the Crookham Park development. The S106 agreement is due to deliver a grass running track only. We are looking to see if residents share this vision and how it might work, on what is essentially to be Public Open Space. Church Crookham Parish Council is pleased to announce the opening of its two tennis courts. An opening event held on March 25th was well attended and has prompted a good reaction to the membership option. Currently there are nearly 20 memberships which we hope will increase as word gets out and the weather improves. The courts are managed on a Clubspark system and annual memberships have been set at £40 per annum. When booking a court, members are given an access code to gain entry to the courts for their time slot. Crondall (written report received) The Crondall Neighbourhood Plan continues to progress and an advanced draft is now with Hart to enable HRA/SEA assessments.
