Russo-EU Relations: Impact of the Navalny Factor By Christopher Cheang SYNOPSIS The EU announced on 2 March 2021 new sanctions against Russia over the imprisonment of Alexei Navalny, the opposition figure. This development only confirms the already tense Russo-EU relationship but will not lead to a point of no return. COMMENTARY EUROPEAN SANCTIONS which covered travel bans and asset freezes of four top Russian officials in response to the jailing of the opposition figure Alexei Navalny did not come as a surprise. The officials are Viktor Zolotov, head of Russia’s National Guard; Igor Krasnov, the prosecutor general; Alexander Kalashnikov, the Federal Penitentiary Service chief; and Alexander Bastrykin, who heads the Investigative Committee. Zolotov and Bastrykin are seen as close to President Vladimir Putin. Russia has pledged to respond to the sanctions but can be expected to calibrate its moves. Its focus in the future will be on maintaining strong links with individual European Union (EU) countries, principally Germany. EU’s importance to Russia In an interview in mid-February, Russian Foreign Minister, Sergei Lavrov stressed that Russia was prepared to sever its links with the EU, should the grouping impose sanctions in the wake of Navalny’s imprisonment. -

Warrior, Philosopher, Child: Who are the Heroes of the Chechen Wars? Historians distinguish between the two Chechen wars, first in 1994-1995 under Yeltsin’s presidency, and second in 1999-2000, when Vladimir Putin became the Prime Minister of Russia and was mainly responsible for military decision-making. The first one was the result of the Soviet Union dissolution, when Chechnya wanted to assert its independence on the Russian Federation. The second one started with the invasion of Dagestan by Shamil Basaev’s terrorist groups, and bombings in Moscow, Volgodonsk and the Dagestani town Buynaksk. It remains unclear what exactly led to a Russian massive air-campaign over Chechnya in 1999. Putin declared the authority of Chechen President Aslan Maskhadov and his parliament illegitimate, and Russians started a land invasion. In May 2000, Putin established direct rule of Chechnya. However, guerrilla war never stopped. Up to now there has been local ongoing low-level insurgency against Ramzan Kadyrov, the Head of the Chechen Republic. Who was drafted to fight in the Chechen Wars? Mainly, young people from neighbouring regions of Russia, who were poorly trained. Russian troops suffered severe losses, since they were ill-prepared. Because of lack of training and experience, Russian forces often attacked random positions, causing enormous casualties among the Chechen and Russian civilian population. The Russian-Chechen Friendship Society set their estimate of the total death toll in two wars at about 150,000 to 200,000 civilians1. To compensate for this apparent injustice, Kommersant Vlast analytical weekly has compiled The Entire Russian Fleet directory. It is especially topical since even Russia’s Commander-in-Chief compared himself to a slave on the galleys a week ago. The directory lists all 238 battle ships and submarines of Russia’s Naval Fleet, with their board numbers, year of entering service, name and rank of their commanders. It also contains the data telling to which unit a ship or a submarine belongs. For first-class ships, there are schemes and tactic-technical characteristics. So detailed data on all Russian Navy vessels, from missile cruisers to base type trawlers, is for the first time compiled in one directory, making it unique in the range and amount of information it covers. The Entire Russian Fleet carries on the series of publications devoted to Russia’s armed forces. Vlast has already published similar directories about the Russian Army (#17-18 in 2002, #18 in 2003, and #7 in 2005) and Russia’s military bases (#19 in 2007). -

Russia’s Knowledge Economy Decline: Views From Inside Harley Balzer Summary This paper begins with an overview of Russian assessments of knowledge economy challenges. It then focuses more specifically on problems in science and education. Special attention is devoted to bureaucratic competition, funding, personnel and the limited role of business in the knowledge economy. This is followed by examining several issues that merit particular attention in the aftermath of Crimea: potential partners for development; whether military R&D is an exception to prevailing difficulties; and the impact of sanctions. The concluding section focuses on consequences of decline and considers potential tipping points that could change the trajectory in positive or negative directions. * * * The two questions that have consumed the Russian intelligentsia since the 18th Century are kto vinovat’ (who is to blame) and chto delat’ (what is to be done). I have often joked that most Russians devote so much time and energy to the first question that they barely touch on the more crucial second question. In the case of Russia’s declining capacity in the knowledge economy, this is hardly a joke. The Russian discourse is focused overwhelmingly on how bad things are and who caused the problems. Those who disagree that the current trajectory means long-term decline invoke Russia’s great tradition in the natural sciences or Soviet successes in space and atomic energy, and they argue that the government simply needs to restore funding to an appropriate level in order for Russia’s vast pool of talent to restore the nation’s proper place in global science. -

Posting of the report to the Commission’s website is intended to promote greater public understanding of the issues addressed by the Commission in its ongoing assessment of U.S.-China economic relations and their implications for U.S. security, as mandated by Public Law 106-398 and Public Law 108-7. However, the public release of this document does not necessarily imply an endorsement by the Commission, any individual Commissioner, or the Commission’s other professional staff, of the views or conclusions expressed in this staff research report. China is seeking a “new type of major-country relationship”* with the United States, according to official statements from Chinese leaders. Beijing has deliberated this concept since at least 2011, and it has been referenced frequently by high-level Chinese officials and widely discussed in Chinese media since February 2012, when then presumptive Chinese president Xi Jinping evoked it during a visit to the United States. 1† This approach likely is intended to create an environment more conducive to China’s rise by promoting more stable relations with the United States and avoid or, if necessary, manage tension that history suggests is inevitable between established and rising powers.
