It is not exhaustive, nor is it updated on a regular basis. I: Introduction This report reveals that while homosexuality in Turkey is not considered a criminal act, Turkey remains a society where discrimination and persecution based on sexual orientation and gender identity exists both in civil society and in the military. Lesbian, gay, bisexual, and transgender (LGBT) persons in Turkey face legal challenges not experienced by non-LGBT residents. This can be partially attributed to the conservative values embedded in Turkish society. In civil society, there are numerous reports of persons who have been victim of violence based on sexual orientation. LGBT Turks are vulnerable to physical and verbal harassment and abuse from police officers. Judges and prosecutors also share a dismissive attitude toward reports of persecution. Numerous media outlets have reported incidences of persecution based on sexual orientation, including murder. In the military context, Turkey has adopted a “don‟t ask, don‟t tell” policy, similar to that of the United States. Homosexuality is therefore permitted in the military context, so long as it does not pose a problem. -

ARES Reviewing educational films can aims to promote the use mobilize youth…. 5 of LGBT artistic and cultural media (ACM) including cinema, theatre and literature, as an effective platform to: provide young LGBT adults with pathways to improve their knowledge and skills in order to manage and be critical about artistic messages (deconstructing negative or prejudiced messages of media); and to exchange knowledge and understanding of the issues they currently face in order to raise public awareness, achieve social acceptance, improve social skills and develop powerful communication tools. The ARES consortium has two key objectives: 1) to demonstrate that artistic education using ACM will facilitate learning and demonstrate how artistic education benefits young LGBT adults socially and culturally; 2) to promote a dialogue between local government, adult education providers, cultural associations and experts with LGBT associations concerning public policies to tackle homophobia and transphobia using ACM as a vehicle. -

Case Study: We Don´t Want Islam in Czech Republic Jaroslav Valuch May 2018 Summary Martin Konvicka, co-founder and leader of the “We Don't Want Islam in Czech Republic” initiative (Islám v České republice nechceme – IVCRN) and one of its derivative movements, “Bloc Against Islam,” is currently under police investigation and awaiting trial for inciting hatred via comments on the Facebook page of the initiative. Inciting hatred against a group of persons or restricting their rights is a criminal offence according to the Czech legal code. This initiative started in 2009 as a very successful Facebook page community (the page had up to 160,000 followers in January 2016 before it was blocked by Facebook). It then morphed into a political movement with aspirations to gain representation in the Senate and parliament. At the height of his public political career, Konvicka and Bloc Against Islam received the endorsement of the President of the Czech Republic, who publicly supported the initiative by delivering a speech on their stage on November 17th 2015, the National Day of Fighting for Freedom and Democracy (anniversary of 1989 Velvet revolution). Konvicka decided to run in the Senate election in October 2016 with his new initiative called Alternative for Czech Republic (directly inspired by the German Alternative fur Deutschland). His run ended in failure, and he finished second from the bottom. Dangerous Speech Framework Analysis Social and Historical Context Since the rise of violent right-wing extremism after the Czech Velvet Revolution in 1989, measures to counter extremism (such as the training of security forces and the adoption of extremism and hate crime legislation) have been gradually implemented.1 The threat has received serious attention from even the highest political figures. -

A 1994 decision of the Constitutional Court overruled some of these legal restrictions, but maintained a discrimi- natory age of consent for same-sex sexual relations as com- pared to heterosexual sex. The Parliament has been review- ing the law for the past two years, but, as of April 1995, no final decision has been made. Moreover, some of the legal formulations under consideration before the Parliament hardly represent a step forward from the current statute. The criminalization of same-sex relations has hampered the development of a lesbian community, much less the devel- opment of any lesbian advocacy groups. Lesbians experience the same disadvantages as all women in Romanian society, and in addition, they are sub- ject to the stigma that the general public attaches to homo- sexuality. If the deed provided under Para. 1 is perpetrated upon a minor or upon an individual unable to protect him/herself or to express his/her will, or by means of force, the punishment shall be prison from two to seven years. -
