Toledo Metropolitan Area Council of Governments (TMACOG) Records

Historical Sketch

The Toledo Metropolitan Area Council of Governments (TMACOG) was established on April 23, 1968. Its predecessor, originated in 1962, was the Toledo Regional Area Plan for Action (TARPA). TARPA primarily dealt with transportation planning. By 1975, TARPA merged with TMACOG and became the Transportation and Land Use Committee. TMACOG, a voluntary organization of local governments in Lucas County, Wood County, and Monroe County, Michigan, works for the welfare of citizens within these counties. TMACOG underwent many changes throughout the 1970s and 1980s. In 1974, TMACOG was designated by the state of Ohio as a Regional Planning and Development Organization. Furthermore, TMACOG added three more counties to their organization: Ottawa, Sandusky, and Erie. Also in 1974 and in 1975 TMACOG became the Water Quality Planning Agency under the Clean Water Act of 1972. Other programs introduced in the 1970s were planned rural development and urban growth, improved water and air quality, wiser use of energy and natural resources, and long term economic vitality. TMACOG, in addition, handled area-wide problems such as management and technical assistance to member communities and prepared comprehensive and functional plans to guide and provide for the orderly growth and development or rehabilitation of a given area. Throughout the late 1970s and 1980s, the economy of state and local governments weakened. While TMACOG established a plan to concentrate on funding a loss of federal funds, led many TMACOG members to resign their positions. It was because of membership decline that TMACOG endured a significant drop in budget and large cuts in staff. By the late 1980s and early 1990s, TMACOG had recovered and initiated a grantmanship program. Moreover, they began to incorporate new ideas into their program. For example, railroads, residential energy conservation, air and water pollution, mass transit and economic development were part of TMACOG’s plan for regional improvements. Looking ahead to the twenty-first century, TMACOG enacted many new programs concerned with the clean up and transportation accessibility along the Maumee River. In 1988 they adopted a transportation plan for 2010, which included the rethinking of the development of US 24, a rails-to-trails project, a new Maumee River crossing, and a Remedial Action Plan for the Maumee River. Since 1968, TMACOG has evolved from a small local organization to an organization containing over sixty local governments. The goal of TMACOG - to create a safe, clean, and functional environment has not changed - but rather improved for the benefit of the citizens of Northwest Ohio and Southeast Michigan.

Scope and Content Note

The Toledo Metropolitan Area Council of Governments papers are made up of thirty linear feet of administrative files, TARPA records, subject files, and miscellaneous folders. Each series is arranged alphabetically except for the correspondence of the administrative files, which is arranged chronologically. The administrative files contain annual budgets, annual reports, TMACOG directories, meeting minutes, and correspondence. The annual budget spans from 1969-1985, while the annual reports are from 1970-1983. TMACOG directories list members of the organization from 1970-1990. Minutes from the committee meetings are from four TMACOG programs: The Transportation and Land Use Committee (1975-1991), The Urban Area Citizen’s Advisory Committee (1980-1986), The Urban Area Technical Advisory Committee (1987-1993), and The Citizen’s Advisory Committee (1976-1986). The bulk of the administrative files are correspondence. Contained in series two are the Toledo Area Regional Plan for Action (TARPA) records. The files begin with meeting minutes of four TARPA committees: Minutes for the Technical Advisory Committee (1964-1979), The Transportation and Land Use Committee (1975-1976), The Citizens Advisory Committee (1972-1975), and The Coordinating Committee (1964-1975). After the meeting minutes are the subject files. The subject files are listed in alphabetical order. Some topics found in the subject files are: air, water, waste, regional reports, technical reports, population studies, highway analysis, transportation, and urban development. The files span from 1963-1985. The subject files in series three make up fifteen linear feet, or eight subseries, of information related to TMACOG. The files are listed in alphabetical order by subseries: energy, environment and housing, law enforcement, planning, population and demographics, transportation, waste, water, and work program. Within each subseries the folders are also listed alphabetically. Miscellaneous files in series four contain information on economic development, citizen involvement, policies and procedures, briefs, and seminars. The miscellaneous series is listed alphabetically and the dates span from 1965-1993.

S3 Subject Files 1969-1993, 15 (linear ft.) The subject files are arranged alphabetically by subseries. Within each subseries the folders are also listed alphabetically. Topics contained within the subject files are energy (Subseries 1), environment and housing (Subseries 2), law enforcement (Subseries 3), planning (Subseries 4), population and demographics (Subseries 5), transportation (Subseries 6), waste (Subseries 7), water (Subseries 8), and work program (Subseries 9).

S4 Miscellaneous 1973-1985 2 (linear ft.) Arranged alphabetically, the series consists of TMACOG committee reports, economic developments, citizen development, policies and procedures, briefs, and seminars.
