Local Government Innovation Program Final Report

2018 The Local Government Innovation Program was established by the General Assembly in 2011 to improve the effi ciency of government services and reduce costs to residents. The program provided fi nancial assistance to local governments to study and implement process improvements and encourage collaboration in service delivery.

History

House Bill 153 of the 129th General Assembly created the Local Government Innovation Program at the Ohio Development Services Agency. The Agency administered the program until it sunset in 2018.

The Local Government Innovation Council, made up of local community representatives, was charged with working with the Director of the Ohio Development Services Agency to review and approve grant and loan applications.

In 2016, the General Assembly added an additional element to the program, the Safety Capital Grant. House Bill 64 provided funding for approved applicants to purchase safety equipment and improve facilities used by community , fi re, and/or EMS services.

Funding

Over the course of the Local Government Innovation Program $55.5 million was allocated for its main programs: specifically, $9 million for Innovation grants, $36 million for Innovation loans, and $10.5 million for Efficiency grants. In addition to that funding, $19.5 million was appropriated in 2016 for Safety Capital grants.

In 2018 when the program sunset all grants had been awarded. More than $23 million from the Innovation loan allocation was returned to the General Revenue Fund.

Innovation

The Local Government Innovation Program provided communities with Innovation grants for feasibility studies to determine how to improve service delivery through collaboration with other local governments, thereby reducing costs to residents.

If a new collaboration or process was found to be feasible and cost effective, the community and its partners could apply for an Innovation loan to implement the recommendations of the study. The goal was for communities to be able to pay back the loan with the cost savings generated from the collaboration or shared service.

For projects involving a single community, the maximum funding was $100,000 each for the Innovation grant and Innovation loan. If multiple communities collaborated, however, the Innovation loan amount could increase up to $500,000.

Of the 156 feasibility studies that were fi nanced by the Innovation Grant, 132 of the studies identifi ed new collaboration and/or cost savings, 18 could not generate new collaboration and/or cost savings, and six were completed with undetermined results.

It is important to note that communities were eligible for each part of the program regardless of participation in the other parts. For instance, some communities that received the Innovation grant moved forward with implementation without assistance from the Innovation loan. Similarly, some communities applied for Innovation loans to implement cost-saving measures without fi rst having used the Innovation grant.

Effi ciency

The Local Government Effi ciency grant offered communities fi nancial assistance to implement more effi cient and effective 3 cancelled service delivery. Political subdivisions received funding to learn and 6 open use Lean Six Sigma to improve a specifi c process identifi ed by the 79 completed community – making that process simpler, faster, better, and less costly.

The Local Government Effi ciency grant had 11 rounds of funding from 2014 -2018. 88 total The types of effi ciencies implemented included, but were not grants awarded limited to, centralization of intake services, reduction in service requests, development of standardized reports, reduction of backlogs, and reduction of process steps.

Public sector employees also could receive a grant to participate in Lean for Public Sector Training. Grants of up to $2,000 were available in State Fiscal Years 2014 and 2015. A total of 1,461 public sector employees were trained in Lean concepts through this grant.

4 Public Safety 1 cancelled In 2016, the General Assembly added the Local Government 25 open 65 completed Safety Capital Grant to the Local Government Innovation Program and provided $19.5 million for that purpose. The grants helped communities purchase equipment that would enhance public safety. Eligible projects included the purchase of vehicles, equipment, and construction of new facilities and/ or systems that would be used by a community police, fi re, and/or EMS services. Up to $100,000 grants were awarded 91 total per political subdivision. Applications by multiple political grants awarded subdivisions were eligible for up to $500,000.

The Safety Capital Grant program had two rounds of funding, and communities were given a year to complete their projects.

Collaboration among communities that used this program is leading to improved customer service and emergency preparedness. Maps of the Local Government Safety Capital Grant awards can be found on page 28 and 33 of this report.

Appalachian Program Results Western Ohio - 6% Ohio - 10% Southwest Innovation grants were utilized by communities of Ohio - 6% all sizes and were located throughout the state. The Central innovation loans funding allocation was not utilized Ohio - 16% to its full capacity. Some communities that had taken the Innovation grant indicated that they were able to move forward with cost-saving measures without the assistance of the loan. Participation by Region At the conclusion of the program in 2018, the Ohio Development Services Agency returned $23 million in loan dollars to the General Revenue Fund. The Innovation loans are projected to be paid back - 26% by 2037 and return $10,671,872.31 to the Ohio Development Services Agency. - 36%

5 Completed Project Examples

The Warren County Career Center conducted a feasibility study to evaluate the construction of a fire and technical rescue training facility at the existing Warren County Career Center. The study examined construction costs, return on investment, sources of funding, training needs of the fire departments, and needed equipment. The study determined that a county-wide fire and technical rescue training facility was not only feasible but that it would pay for itself within a few years. The training facility opened on October 5, 2017.

Allen County Water District used an Innovation grant to plan and design upgrades to the City of Lima’s and Allen County Water District’s infrastructure. The Water District then applied for and received a loan to implement Phase 1 of the project, providing a 12-inch waterline through Perry and Auglaize townships to the hamlet of Westminster located in Auglaize Township. As a result of the infrastructure improvements, Rudolph Foods, a project partner, may expand and create jobs for the area. The City of Lima also received a grant to complete design and construction upgrades to their elevated storage tank.

The Fairfield County Advanced Innovative Management Solution (AIMS) used an Innovation grant to determine the feasibility of a shared electronic document storage and retrieval system with workflow improvements. Fairfield County and its partners then utilized an Innovation loan to implement the system. The second part of the project included broader needs and enhancements to disaster recovery systems. Implementation of this project is producing better public services, enhanced business outcomes, and superior community attractions. The project leveraged technology and aggregated the strengths of seven political subdivisions to accomplish more than what could be accomplished individually.

North Central Ohio Educational Service Center (NCOESC) used an Innovation grant to determine if consolidating and upgrading information technology systems would result in cost savings. An Innovation loan was then used to purchase the equipment and infrastructure needed to advance the technological capabilities of the City of Tiffin and Seneca County. The equipment included converting a new server room with air conditioning, racks, backups and security, along with the fiber needed to run from the NCOESC to downtown Tiffin. This project impacts 90 percent of the City and County employees with additional resources available for future expansion.
