Journal of Ecumenical Studies, 49:3, Summer 2014 THE DIPLOMAT AND THE PIONEER IN JEWISH- CATHOLIC RELATIONS PRIOR TO NOSTRA AETATE: JO WILLEBRANDS AND TOON RAMSELAAR Marcel J. H. M. Poorthuis PRECIS A combined search of documents in the secret archives of the Vatican and of hith erto unexplored Dutch archives sheds new light on the genesis of Nostra aetate, the dec laration of Vatican II, mainly on Judaism. Two Dutch Catholics exercised a decisive influence upon the making of this declaration: monsignors Johannes Willebrands and Anton Ramselaar. In 1958 and 1960 Ramselaar organized a meeting with international pioneers in Jewish-Christian relations at the Dutch city of Apeldoorn. Research into Dutch and Vatican archives proves the decisive influence of these meetings upon Nostra aetate. In addition, original documents demonstrate that, for the pioneers, the State of Israel was not just a political affair but also the recognition of the Jewish right to sur vive as a people. Later attempts to marginalize this aspect of the Apeldoorn memoran dum coincided with the exclusion of the issues of the State of Israel and World War II as too political. Without Willebrands’s ingenious strategic powers that took over Ram- selaar’s network of pioneers, while sticking to traditional theological insights, the decla ration would probably never have been promulgated. However, without Ramselaar’s courage, Nostra aetate would not even have been considered a necessity. Introduction At the end of 2014, it will be fifty' years since the declaration Nostra aetate on the non-Christian religions was released at the Second Vatican Council.

In 1961 the Vatican Secretariat for Promoting Christian Unity (SPCU), delegated five observers to the WCC's third assembly in New Delhi. Then the WCC sent two observers, Dr Nikos Nissiotis and Dr Lukas Vischer, to the four autumn sessions of the Second Vatican Council (1962-65). In November 1964, the 2,200 bishops and Pope Paul VI promulgated the Vatican II Decree on Ecumenism. Anticipating this Decree, SPCU and WCC representatives began in April 1964 to consider future RCC-WCC collaboration. They proposed a joint working group (JWG) with a five-year experimental mandate. In January 1965 the WCC Central Committee, meeting in Enugu, Nigeria, adopted the proposal, as did the RC authorities in February, through SPCU president Cardinal Augustin Bea, during his visit to the WCC centre in Geneva. The main points of the original mandate of the JWG still function: 1. The JWG has no authority in itself, but is a consultative forum. It initiates, evaluates and sustains collaboration between the WCC and the RCC, and reports to the competent authorities: the WCC Assembly and Central Committee, and the Pontifical Council (prior to 1988 the Secretariat) for Promoting Christian Unity (PCPCU).

Abstract Closed-door decisions may be defined as decisions in which the outcome is determined by a limited number of decision-makers and where the process is shrouded in at least some secrecy. In this paper, we examine the use of betting markets to forecast on particular closed- door decision, the election of the Pope. Within the context of 500 years of papal election betting, we employ a unique dataset of betting on the 2013 papal election to investigate how new public information is incorporated into the betting odds. Our results suggest that the market was generally unable to incorporate effectively such information. We venture some possible explanations for our findings and offer suggestions for further research into the prediction and predictability of other ‘closed-door’ decisions.

First, forty years ago Pope Paul VI published the apostolic letter Matrimonia mixta which was to take effect on October 1, 1970. 2 The apostolic letter was the result of many new insights that Vatican II had brought to light. New insights with regard to ecclesiology, freedom of religion, ecumenism, and marriage itself asked for a rethinking of what in the world of canon law is known as “mixed marriages” and in much theological literature now as “interchurch marriages.” Interchurch marriages are marriages in which both partners continue to be actively involved in their own church or ecclesial community, while at the same time participating in the faith journey of their partner.3 Looking back over the past fifty years, it may be noticed that within the Catholic Church the discussion topics related to mixed marriages changed as time went on: initially the focus was very much on the promises that the partners had to make with regard to the baptism and Catholic education of their children. 4 Questions concerning the liturgy were discussed: What kind of liturgical celebration could be proposed for the wedding?
