    N90 Historic Building Appraisal Village house at No. 34 Lin Ma Hang, Sha Tau Kok, N.T. The village of Lin Ma Hang (蓮麻坑) is located in the border area to the Historical south of Shenzhen (深圳). It is a Hakka (客家) village inhabited by clans Interest surnamed Cheung (張), Koon (官), Lau (劉), Sin (冼), Tsang (曾) and Ip (葉), with the Ip clan being the biggest in population. The Ips were originated from Luoxi Yue (螺溪約) of Jikang City (吉康都) in the county of Haifeng (海豐縣). Ip Si-fat (葉思發), the 11th generation ancestor at Luoxi Yue, started to settle in Lin Ma Hang over 300 years ago, and he is respected as the founding ancestor of the Ip clan in Lin Ma Hang. Lin Ma Hang is a member of the Ten Village Alliance in Sha Tau Kok (沙頭角十約). When the border was ‘closed’ in 1949, the village was split into two parts with the northern section initially named as Cheung Ming Tsuen (長命村) and later renamed as Cheung Ling Tsuen (長嶺 村), whilst the southern section retains its original name of Lin Ma Hang. At the frieze of the front elevation above the main entrance doorway of the house, there are Chinese calligraphy reading: “時在乙丑歲” (that is, the year of yi-chou), suggesting that the construction of the house was completed in 1925. According to the land records, the house partly falls on unallocated government land and partly falls on private land lots (Lots 656, 658, 659 and 1243 in D.D. 47) all owned by the Ip Clan members which altogether constitute the footprint of the subject village house.

    For information PWSCI(2005-06)20 NOTE FOR PUBLIC WORKS SUBCOMMITTEE OF FINANCE COMMITTEE Supplementary information on 340DS - Port Shelter sewerage stage 3 – Sai Kung Area 4 and Mang Kung Uk sewerage INTRODUCTION In considering the paper referenced PWSC(2005-06)31 on the above project on 23 November 2005, the Public Works Subcommittee (PWSC) requested the Administration to – (a) provide supplementary information to account for any discrepancy between the computer modeling predictions in planning for the Stonecutters Island Sewage Treatment Works (SCISTW), and the actual impact of the SCISTW on the water quality of the Tsuen Wan beaches; (b) provide information on computer modeling used for assessing the impact of the sewerage and associated facilities in Sai Kung on the water quality and that adopted for the SCISTW; (c) report the E. coli level in the surrounding marine waters and beaches after the completion of the project; and (d) provide the Administration’s information paper on the project to the Sai Kung District Council (SKDC) for SKDC Members’ comments before the relevant FC meeting. THE ADMINISTRATION’S RESPONSE Comparison between Water Quality Predictions and Actual Impact for SCISTW 2. The SCISTW was built as part of the sewerage facilities under the Harbour Area Treatment Scheme (HATS) Stage 1. It is now providing chemical /treatment ..... PWSCI(2005-06)20 Page 2 treatment for 1.4 million m3/day i.e. 75% of the sewage generated from both sides of Victoria Harbour. Treated effluent is discharged via an outfall at the western harbour without disinfection. When the scheme was first introduced, water quality assessments were conducted using the “Water Quality and Hydraulic Models” (WAHMO) computer model suite in 1996.

PROJECT SCOPE AND NATURE 2. The scope of 401DS (the STSTW Study) and 402DS (the SKSTW Study), which we propose to upgrade to Category A, comprises – (a) detailed engineering feasibility studies including relevant preliminary technical and impact assessments1, preparation of an outline design of engineering works, formulation of implementation strategies and programmes etc. for relocation of STSTW and SKSTW to caverns and the associated works2; 1 The preliminary technical and impact assessments cover sewage and sludge treatments, sewerage, geotechnical, environmental, drainage, traffic, waterworks, utilities, land requirement and land use aspects. 2 The associated works include – (a) rehabilitation, modification or improvement of the upstream sewerage in relation to relocation of STSTW and SKSTW to caverns; (b) rehabilitation, modification or improvement of the existing submarine outfalls or construction of new outfalls for connecting with the relocated STSTW and SKSTW; (c) demolition of the existing STSTW and SKSTW; and (d) ancillary works.

Climate of Sai Kung District 2. Sai Kung District is located at the southeastern part of Hong Kong covering the areas of Sai Kung, Tseung Kwan O and Hang Hau, with a mountain range of Shek Uk Shan, Ma On Shan and Buffalo Hill in north and Tate’s Cairn and Kowloon Peak in west. The District consists of many offshore islands of various sizes covering widely the southeastern part of Hong Kong waters, including the more familiar islands like Kau Sai Chau, Ninepin Group and Tung Lung Chau. The urban centre is located at the relatively flat areas at Sai Kung and Tseung Kwan O. The climate of Sai Kung District is blended with the characteristics of ocean, urban and high ground. Annual mean temperature is around 22.9 degrees. The annual total rainfall is about 2200 millimetres on average with around 84% recorded in the rainy season spanning from May to September. Monitoring Stations in the Sai Kung District 3. The Observatory has established seven Automatic Weather Stations (AWS) in the Sai Kung District which are located at the Sai Kung Marine East Division Headquarters, Kau Sai Chau, Pak Tam Chung, Tseung Kwan O, Sai Kung Sam Yuk Middle School, Pak Tam Au and Leung Shuen Wan respectively. 4. The AWSs at the Sai Kung Marine East Division Headquarters (hereafter as Sai Kung), Pak Tam Chung and Tseung Kwan O collect various meteorological information including wind direction, wind speed, air temperature and relative humidity.
