NO. 2810 2708 傅真 FAXLINE· 2511 1458 電子郵件 E - mail Address: [email protected] By Email 3 July 2020 Clerk, Legislative Council Panel on Information Technology and Broadcasting Legislative Council Complex 1 Legislative Council Road Central, Hong Kong (Attn.: Mr Daniel SIN) Dear Mr SIN, Panel on Information Technology and Broadcasting Follow-up to Meeting on 8 June 2020 At the meeting of the Legislative Council Panel on Information Technology and Broadcasting on 8 June 2020, Members requested the Government to provide the following supplementary information on the Subsidy Scheme to Extend Fibre-based Networks to Villages in Remote Areas (Subsidy Scheme): Regarding the rolling out of fibre-based lead-in connections to a total of 235 villages as required under the Subsidy Scheme, selected fixed network operators (FNOs) have made additional service commitments for some of the villages, e.g. providing villagers with broadband services at a speed of 1 000 Mbps or above, installing Wi-Fi hotspots within the common area of villages for provision of free Wi-Fi services and/or providing broadband services to villagers at the prevailing market prices during the first three years upon project completion (see Annex A for details). The two selected FNOs are now undertaking various works /Cont'd .... - 2 - pla画ng and 唧lying for relevant statutory permits and approvals. After the specific works arrangements are confirmed, the relevant stakeholders will be informed. Regarding the network termination points at the entrances of the villages, the Office of the Communications Authority consulted all relevant Rural Committees between November 2噩 and March 2019. The tender documents of the Subsidy Scheme have clearly specified the coordinates indicating the reference location(s) of the network termination point(s) for each village covered under the Subsidy Scheme (see Annex B for details). Selected FNOs are required to establish the network termination points of fibre-based lead-in connections at suitable locations on public streets or on unleased Government land within 15 metres from the reference locations. The actual locations of the network termination points for the villages concerned may be adjusted in the light of the works requirements and the views of villagers concerned. Closed Meeting] Consideration of the Draft Chek Keng Development Permission Area Plan No. DPA/NE-CK/C (TPB Paper No. 9068 [The meeting was conducted in Cantonese.] 1. The Chairman invited Mr. Edward Lo, District Planning Officer/Sha Tin, Tai Po and North (DPO/STN), and Mr. David Y.M Ng, Senior Town Planner (STP)/New Plans to brief Members on the Paper. 2. With the aid of a Powerpoint presentation, Mr. David Y.M. Ng, STP/New Plans, made the following main points: Location and Existing Land Uses a) Chek Keng (the Area) was located at Chek Keng Hau, one of the sea bays along the northern coast of the Sai Kung East Country Park. The Chek Keng Village, the only recognized village in the Area, was now largely abandoned and located in the middle of the Area, facing north towards the sea. The Area contained abandoned village houses, woodlands, shrublands, grasslands, wetlands, mangroves, streams, and fallow agricultural land. The coastal area contained mudflat stretches and a variety of marine life. It was rural in nature and was a popular hiking area with scenic views; Need for Statutory Plan b) the Chief Executive in the 2010-2011 Policy Address had acknowledged the need to regulate land use of the Country Park - 2 - enclaves to forestall human damage. To meet conservation and social development needs, these Country Park enclaves would be either included into Country Parks, or covered by statutory plans; c) the Area was one of the Country Park enclaves that needed to be covered by statutory plan.
