There were also a number of severe floods in the US and across Europe and Asia, and a record high number of weather events in the US. Globally, approximately 11 000 people lost their lives or went missing in disasters. At USD 175 billion, total economic losses1 from disasters in 2016 were the highest since 2012, and a significant increase from USD 94 billion in 2015. As in the previous four years, Asia was hardest hit. The earthquake that hit Japan’s Kyushu Island inflicted the heaviest economic losses, estimated to be between USD 25 billion and USD 30 billion. -

In recent years, the upper ocean responses to typhoons have received considerable attention. The sea surface cooling (SSC) process has been repeatedly discussed. In the present work, case studies were examined on five strong and super typhoons that occurred in 2016—LionRock, Meranti, Malakas, Megi, and Chaba—to search for more evidence of SSC and new features of typhoons’ impact on sea surface features. Monitoring data from the Central Meteorological Observatory, China, sea surface temperature (SST) data from satellite microwave and infrared remote sensing, and sea level anomaly (SLA) data from satellite altimeters were used to analyze the impact of typhoons on SST, the relationship between SSC and pre-existing eddies, the distribution of cold and warm eddies before and after typhoons, as well as the relationship between eddies and the intensity of typhoons. Results showed that: (1) SSC generally occurred during a typhoon passage and the degree of SSC was determined by the strength and the translation speed of the typhoon, as well as the pre-existing sea surface conditions. -

The Korean Public Safety Ministry said 2,500 schools had been closed, while tens of thousands of homes along the southern coast suffered power outages. In the major port city of Busan, a labourer was killed when strong winds toppled a heavy crane, while a man drowned when caught in flood waters in the southern city of Ulsan. South Korean coast guards try to rescue crew members of a stranded passenger ship in the aftermath of typhoon Chaba in the southern city of Yeosu on October 5, 2016 Storm and heavy rain warnings were issued Wednesday as powerful typhoon Chaba barrelled toward Japan, after lashing the southern coast of South Korea with winds that triggered flash floods and left at least two dead. The violent storm was moving north-northeast off the Tsushima islets chain near Japan's southern Kyushu, packing gusts of up to 180 kilometres (110 miles) per hour, Japan's weather agency said. The Japan Meteorological Agency issued warnings for gusts, heavy rains, high ocean waves and floods, covering large swathes of western Japan. The storm is set to hit Japan's main island of Honshu Wednesday evening before moving out into the Pacific on Thursday, the agency reported. Country Report (2005) For the 38th Session of the Typhoon Committee ESCAP/WMO Hanoi , Vietnam 14 - 19 November 2005 The People’s Republic of China I. Overview of Meteorological and Hydrological Conditions in 2005 1. Meteorological Assessment From October 2004 to October 10 2005, altogether 27 tropical cyclones (including tropical storms, severe tropical storms and typhoons) were formed over the Northwest Pacific and the South China Sea. The total number was basically equivalent to the average (27.49) in 1951-2004. Out of 27, 16 TCs were developed into typhoons, which accounts for 59.26% of the total. In other words, the total typhoon number was slightly less than normal average (17.19 accounting for 62.53%). During the same period, 2 TCs were developed over the waters around the Hainan Province, which were 4.92 less than the multiple-year average. During this period, 10 tropical cyclones made their landfalls over China and they were Typhoon Nock-ten (0424), Typhoon Nanmadol (0427), Typhoon Haitang (0505), severe Tropical Storm Washi (0508), Typhoon Matsa (0509), severe Tropical Storm Sanvu (0510), Typhoon Talim (0513), Typhoon Khanun (0515), Typhoon Damrey (0518) and Typhoon Longwang (0519). The total number was noticeably more than the normal average number (about 7), which accounted for 37.04% of the total in comparison with the average percentage (25.46%). Moreover, in the same period there were another 4 TCs that had affected the coastal waters of China, despite of the fact they did not land over China. These TCs were Typhoon Muiha (0425), Tropical Storm Merbok (0426), Typhoon Nabi (0514) and Tropical Storm Vicente (0516). -

The Seventh Asia-Pacific Conference on Wind Engineering, November 8-12, 2009, Taipei, Taiwan WIND-INDUCED DAMAGE TO BUILDINGS AND DISASTER RISK REDUCTION Yukio Tamura Professor, Wind Engineering Research Center, Tokyo Polytechnic University 1583 Iiyama, Atsugi, Kanagawa, Japan, [email protected] ABSTRACT This paper discusses recent wind-induced damage to buildings and structures, including that due to tropical cyclones and severe local storms. It emphasizes the importance of design of cladding and components to minimize wind-induced damage to buildings. Some special features of wind-induce damage such as coherent phenomena and damage chain, the role of wind-borne debris developing damage, and climate change problems are discussed. Finally, the necessity for collaboration among multiple academic associations for different natural disasters and among academic societies and non-academic organizations working on disaster risk reduction are emphasized, and the launch of the International Group for Wind-related Disaster Risk Reduction under the umbrella of the UN/ISDR is introduced. (1992) reported that 80% of the 63 fatalities due to Typhoon Mireille, which struck Japan in 1991, were male, and more than 70% were over 60 years old. The causes of death were 31% blown by wind, 30% caught under collapsed or blown obstacles, and 23% hit by wind-borne debris. Fukumasa (1992) reported interesting statistics on the number of fatalities in Japan due to 114 typhoons in the 40 years from 1951 to 1990. The number of fatalities significantly reduced in more recent years, and this might be attributed to improved wind resistant design and construction technologies and also to development and improvement of weather forecasting methods and information transferring technologies. -

Being affected by typhoon annually, the coastal cities in South Korea are very vulnerable to typhoons. In 2016, a typhoon ‘CHABA’, with a maximum 10 min sustained wind speed of about 50 m/s and a minimum central pressure of 905 hPa, hit South Korea, suffering tremendous damage. In particular, ‘CHABA’-induced coastal inundation resulted in serious damage to the coastal area of Busan where a lot of high-rise buildings and residential areas are concentrated, and was caused by the combined effect of tide, surge, and wave. The typhoon-induced surge raised sea levels during high tide, and the strong wave with a long period of more than 10 s eventually led to the coastal inundation at the same time. The present research focuses a numerical downscaling considering the effects of tide, surge and wave for coastal inundation induced by Typhoon ‘CHABA’. This downscaling approach applied several numerical models, which are the Weather Research and Forecasting model (WRF) for typhoon simulation, the Finite Volume Community Ocean Model (FVCOM) for tide and surge simulation, and the Coastal Wave Prediction Model (Coastal Wave Watch III-CoWW3) by Korea Meteorological Administration for wave simulation. -
