19/100 Adoption and signing of the minutes as a true record of the meeting held on 27 th November 2019 (previously circulated) The minutes of 27th November 2019 were agreed as a true and accurate record of the meeting and signed by the Chairman.

19/101 Public Participation Church car park has a number of potholes again. Action: Clerk to contact Cllr Paynter re getting some chippings/road planings which a local resident would be happy to infill.

19/102 Visiting speaker: Sarah Furley Neighbourhood Planning Lead, Council Sarah Furley emphasised the Neighbourhood Plan is an optional tool to be used where necessary – it sits alongside strategic and national policies. Neighbourhood plans look at a range of issues but planning in particular. They cannot conflict with/ override National planning policy. It is possible to produce a very focussed plan – it is easier to do this now alongside the Local plan (which runs from 2010-2030) As a rural parish, North Petherwin will not have a large allocation of sites for development. Local needs housing is an issue here – 31 houses have been built since 2010; 35 permissions now. To be in conformity with Local Plan, would only need 2 more houses. Register of need for affordable homes with Parish connection shows 9 households in need. Local plan already says infill and rounding off is acceptable. Could identify exception sites at edge of development. Neighbourhood Plan would take 2-3 years to develop; working directly with housing officers may be more useful. The PC felt that while seems to get planning permission, the outlying hamlets need more help for local families, e.g. a house every 5 years. Don’t yet know the views of the Parish on this. Where there was consensus, could place development boundary around the places where development was desired in small pockets. Where no boundaries drawn would indicate do not want development. Anywhere boundaries are drawn however would therefore be available for open market housing with no requirement for affordable housing under 10 houses. Sarah would hope that now, with the existence of local area planning teams that where the Parish Council supports a reasonable development, the Council would also support. The process of the Neighbourhood Plan is to apply for area designation, then survey priorities of Parish, and compare to evidence base of population growth, landscape, design etc. Working groups then developed to work on different areas. This is not done by the PC but would regularly report to them. Toolkit online has help and templates to steer this process. Monthly surgeries will be offered by the County Council to support the process. Each existing Cornish Parish with Neighbourhood Plans in development or finalised can be found online. Good practice can therefore be shared. The Council will help with specific wording etc. to make sure it will have the intended result. Once complete, the plan is then independently externally examined. Usually some minor amendments are required. Following this, there will be a referendum prior to adoption of the plan.

Neighbourhood plans have a finite timescale to 2030. As we get closer to that the Plan becomes more short term. For rural parishes it may be possible to go beyond this. The plan would be monitored so if it is not having the desired effects, the plan can be reviewed but the fulll process has to then be followed again to amend it. Neighbourhood Plans are not robust in stopping development – they are about allowing and shaping development. This refers to anything that requires planning permission. Permitted development cannot be controlled through a NP. Besides planning and development, NPs can designate local green space. Can prioritise key infrastructure needs in a development but only where planning permission is involved. Funding is available through ‘Locality’ (up to £9000) to produce the plan. is starting to listen more to Parish Councils. CIL money would increase but would not be a huge amount as there would not be a huge amount of development. Interactive map will show current planning permissions as a layer. This will show the pattern of recent permissions.

Action: SF to send through example questionnaires. Action: Clerk to contact Local area planning team and ask them to come along.

Public asked if any wanted to participate in looking at questionnaires. No volunteers came forward. Questionnaire to go out with flyer at early March.

Current a/c 16418.22 Business Reserve a/c 2783.30 Total funds 19201.52 Statements signed by Chair (iv) VAT update for Parish Hall Following no contact from HMRC, Clerk has taken advice from VAT advisor at CALC who has said VAT cannot be reclaimed on work done to Parish Hall as Parish Hall is not owned by PC but is in trust. This is is contrast to play equipment which is open to all users without charge at all times.

19/104 Planning

(i) Cornwall Design Guide & Cornwall Streetscape Design Guide Consultation Cornwall Council has published a new draft Cornwall Design Guide and a new draft Cornwall Streetscape Design Guide for a 6 week consultation period from Monday 20th January to Monday 2nd March 2020. Both documents can be viewed, alongside further information at www.cornwall.gov.uk/designguide Action: Clerk to place on next agenda

(ii) Applications for consideration received to date PA19/10879: Amended scheme for the change of use of a barn to a dwelling [approved scheme under 2003/0583 - 10.06.03 - commenced], including the erection of an extension to provide improved living and bedroom accommodation, together with the partial demolition of the adjacent agricultural building; Nescott Farm North Petherwin Launceston Cornwall PL15 8NX Motion: to support the application: proposed, seconded; all in favour. Action: Clerk to submit comments

19/106 Bus shelter

19/107 Accessibility of website We have until July 2020 to ensure compliance. Clerk has spoken to website provider but not yet performed audit.

19/108 Consultation on Community Governance review The Council’s Electoral Review Panel has held a series of meetings to make its draft recommendations, based on submissions received during Stage 1 of the review and feedback received during Stage 2. On 10 December 2019 an extraordinary meeting of Cornwall Council took place and approved a set of draft recommendations which are open for public consultation until 24 March 2019. The Council has made draft recommendations for each Parish in Cornwall.

To make it as easy as possible for all interested parties to respond to the consultation, Cornwall Council are additionally producing further detailed documents for each Community Network Area outlining the proposals considered so far for each parish in the area. Further background information about the review and the consultation process will also be available online, with hard copies on display at council offices (Libraries and Information Services) and available on request.

There will also be a series of consultation information events which will take place from Mid February until Mid March for people to be able to find out more about the proposals and the consultation. The intention is for these events to be a combination of a drop in session and public meeting with opportunities for questions and debate. People will be able to ask questions and discuss any of the proposals under consideration across Cornwall.

Note from Review Panel Meeting meeting: It was proposed by Councillor M Brown, seconded by Councillor Cole and RESOLVED TO RECOMMEND TO COUNCIL that no change be made to the parish arrangements for the parishes of , , , North Hill and North Petherwin. Action: Clerk to place onto next agenda to allow for public comment

19/109 Maintenance Contract Tender Acceptance of offer letter was signed by the Chair of the meeting. Invoice was sent to Cornwall Council following November meeting. Clerk circulated draft copy of notice for website and for press. Clerk to submit acceptance note for 2020 LMP and circulate press releases.

19/110 To receive Reports from the Chairman, Cornwall Councillor A Paynter, Parish Councillors to include Highways reports

Hedge by solar park overgrown; Copthorne to Webworthy – potholes, Flodden tor potholes road continuing to approach subsidence close to river by bridge. Action: Clerk to report all of the above.

19/111 Correspondence/emails received by the Clerk POCA: grant available for road safety schemes but CCF rules aply so PC cannot lead on a grant aplication – postpone until next round of grants when road safety project further planned. Action: NH to approach Martin Gorst re land ownership

Off street parking notice was relayed to Council.
