Introduction

Local training followed Centralised training of the project. The EnM-SUPPORTERS project partners (both tutoring as well as trainee ones) organized after the training received at least two 1-day local training courses for their colleagues and for EnM-Municipalities in their country in order to share the content of the 3 centralised trainings and start disseminating the new knowledge acquired. Local training was aimed at training officers, policy makers and relevant key actors of at least 5 Municipalities in their area (8 areas in 8 countries are involved = at least 40 Municipalities). The local seminars took into account special needs of the municipalities in each partner's area. The training used material developed within the project gathering experience from best practices across Europe based on all available knowledge. Overview of local training seminars

The training process for the EnM-Municipalities participating has been a key core of the development of the project, and several municipalities have taken place in the 8 countries involved, far exceeding the minimum amount set. Addtionally, each partner conducted an internal training for their personnel, in order to better understand and assist the EnM+SEAP procedure to be developed within the EnM Municipalties and beyond.

In total, 60 training seminars were held, 24 in Italy, and 36 in the other 7 project countries. The large number of seminars in Italy was due to the fact that the 3 trainings were conducted separately for each of 3 municipalities.

The event was attended by 9 participants who are the members of the technical office department of SOGESCA

The aim of the training session was to inform them about all procedures of SEAP+EnMS integration and give them an overview of the project processes. Addtionally SOGESCA provides training mothly to share information among energy expert and technical advisor working together in the Company supporting LGs and private companies in Energy Management Systems development and SEAP development.

Important notice:

Italy: 24 capacity building meetings for local governments took place with three municipalities and one federation of municipalities. The capacity building focused on tools and methodologies for effective data collection, and on the 50000&1 SEAPs methodology. SOGESCA decided to support the municipalities and the Federation in each Energy Team Meeting at this stage of the Project activities for two important reasons:

1. The municipalities we are supporting are geographically close to SOGESCA so we have the possibility and the pleasure to take part in the Energy Team meetings and in the local forums of course; 2. We established a very intensive Agenda (GANNT of the activities) in order to support the municipalities in reaching the certification results. Another important reason comes from the “institutionalization” of the EnMS+SEAP approach and the “permeation” of the EnMS+SEAP approach in the technical staff and in the political staff of the LGs involved in the process. We organized 1 Energy Team meeting per each month/month and half in each of the municipalities supported by the Project in Italy, including the Federation. Through that approach we are able to support the municipalities by the technical point of view and by the “organizational” point of view at the same time. In that way the municipalities are able to establish a permanent energy team working on EnMS+SEAP activities with meetings month by month and reach the implementation results and support the monitoring phase. Moreover the training activities during the Energy Team meetings are very useful for the members of the Energy Team to take care the energy issues and increase their knowledge about the EnMS+SEAP process.

GREECE

1st Training for Municipalities

Conducted by: CRES, Co-organised with the Coalition for the Sustainable Development of Cities Date: 12 November 2014 Place: Municipality of Filothei-Psychiko, Headquarters of the Association for the Sustainable Development of Cities

The event was attended by 10 participants from the municipalities Filothei-Psychiko, Metamorfosi, Iraklio, and the Association for the Sustainable Development of Cities.

The aim of the training session was to initiate the SEAP-EnM process in Muncipalities, joining the Covenant, understanding commitments and setting up an initial schedule and working team.

The seminar presented an overview of all issues of SEAP+EnMS development, including topics:

2nd Training for Municipalities

The event was attended by 20 participants from the municipalities Filothei-Psychiko, Metamorphosi, Iraklio, Alimos and Lavreotiki and the Association for the Sustainable

Development of Cities.

The aim of the training session was to follow up and speed up the progress of activities in the municipalities, and give them guidance on their EnM+SEPA procedure, and additionally build up from experiences among them as well as other, more developed municipalities.

The training was held following the Mayors in Action Project Technical coaching seminar, with the participation of the 5 municipalities, in order for them to gain experience from SEAP implementation and development. The topics covered were

The event was attended by over 12 participants from the municipalities Filothei-Psychiko, Metamorfosi, Iraklio, and Lavreotiki.

The aim of the training was to go in depth through technical details of ISO 50001 procedures, data collection, and SEAP development, and exchange experience on obstacles and how to overcome them.

POLAND

1st Training for Municipalities

Conducted by: PNEC Date: 22 May 2015 Place: Serock near Warsaw

The event was attended by 10 participants, mostly representatives of the municipalities involved in the project. The aim of the training was to increase their capacity in the area of SEAP development, EnMS implementation and integration of both approaches, as well as to discuss the next steps and to develop a working plan for the next months.

First, representatives of PNEC thoroughly discussed different steps of the SEAP + EnMS approach, answering all questions and resolving all doubts. This theoretical introduction was followed by practical presentation given by Mr. Zygmunt Kuc, representative of the municipality of Dzierżoniów, which already implemented this innovative approach within the previous IEE project (Energy for Mayors) and who successfully certified its EnMS. Mr. Kuc gave many useful, practical tips that helped other participants to better understand the main assumptions of the ISO 50001 standard and its integration with local energy strategy.

During the training also different practical aspects of 50000&1 SEAPs project were discussed, including project requirements, activities planned, expected results, time schedule & milestones, methods of communication that will be used, etc.

The training accompanied larger, national-level event organised together by two IEE projects implemented by PNEC - 50000&1 SEAPs and MAYORS IN ACTION (seminar entitled "SEAPs and LEPDs as an opportunity for Polish cities and municipalities in the period 2014- 2020", which took place on the 21st and 22nd of May 2015).

2nd Training for Municipalities

Conducted by: PNEC Date: 13 May 2016 Place: Serock near Warsaw

Again, the event was addressed at the representatives of the municipalities participating in the 5000&1 SEAPs project. It was attended by 10 people and

focused on the topic of finalization & starting implementation of the SEAP integrated with an EnMS. Special focus was put on the ISO 50001 audit and certification process.

Since not all of the participating municipalities could be present in Serock, they connected via Skype and in this way could listen to the presentations and participate in the discussions. Representatives of PNEC reminded the participants of the event about the different steps of the SEAP + EnMS approach, thoroughly discussing the steps that are still ahead of them. Then, there was time for municipalities presentations, where they shared the work done and results achieved so far, as well as could ask different questions concerning their particular situation. After that, representatives of the invited certification body explained in details how the ISO 50001 audit and certification process looks like and gave some practical advices and tips. At the end of the training, next steps and their time schedule were discussed.

As in the previous year, the training accompanied larger, national-level event organised together by two IEE projects implemented by PNEC - 50000&1 SEAPs and MAYORS IN ACTION (seminar entitled "Sustainable energy management in cities and towns - current challenges and benefits" which took place on the 12th and 13th of May 2016).

LATVIA

1st Training for Municipalities

Conducted by: EKODOMA Date: 24 October 2014 Place: Municipality of Sigulda

The first training session was organised by Ekodoma in cooperation with Bureau Veritas for all five involved municipalities. The event was attended by 25 participants from the municipalities of Cēsis, Daugavpils, Sigulda, Smiltene, and Valmiera.

Aim of the training was to inform the local representatives of the benefits of the energy management system, shortcomings, best practices, introduce ISO 50001 guiding principles, as well as to determine the next steps in the implementation of energy management systems in each municipality and output data collection. 2-3 representatives from each municipality took part in the training that will also be involved in the further project activities, including implementation of energy management systems in their municipality.

The first training of the 50000&1SEAPs project was successful and good initial point for the project team to continue to cooperate in order to achieve the project objectives.

2nd Training for Municipalities

Conducted by: EKODOMA Date: 1-2 April 2015 Place: Municipality of Daugavpils The second training was organised on 1 and 2 April 2015 for representatives of the city of Daugavpils. Separate training for this second largest city of Latvia was organised as it is a large municipality and it is located far from the other four municipalities. The event was organised also with several discussion sessions to discuss in the details the borders of the EMS, responsibilities and monitoring procedures. During the first day of the training separate discussion sessions were held to discuss possible energy management procedures for public buildings, public lighting and public transport. Second day training was dedicated to train the top management of the municipality. It included also results, conclusions and recommendations from the first day.

The event was attended by 22 participants, including vice-mayors, executive director and other representatives of the local administration and utilities.

3rd Training for Municipalities

The event was attended by 8 representatives of the municipalities of Cēsis, Ādaži and Smiltene.

The event was opened by Ekodoma project manager, Marika Rosa, who introduced the audience with the training objectives and the planned agenda. Representatives of the three municipalities (Cēsis, Smiltene and Sigulda) presented about the progress made so far within their municipalities. Representative of the municipality of Ādaži Normunds Masaļskis presented to the participants how the Sustainable Energy Action Plan (SEAP) of the municipality was developed, what targets set and how communication with the stakeholders was organised. Moreover, he presented planned future actions and the initial steps towards development of the energy management system in the municipality.

In the second part of the training Ekodoma representatives introduced the audience to the energy management system development process in Daugavpils. In the end, the project manager Marika Rošā informed the training participants on the future of the project and the planned activities.

2nd Training for Municipalities

The event was attended by 7 participants from the municipalities and 4 representatives of ECQ and ARM

The aim of the training session was to focus participants’ attention on:  Adhesion to the Covenant of Mayors initiative and follow-up steps;  Guidelines on Baseline Emission Inventory development;  How to fill in the SEAP template as required by the Covenant of Mayors;  Brief presentation of the investment projects planned to be included in the SEAP of each of the participating municipalities;  Discussion on setting up the SEAP + Energy Management procedure in each municipality and time planning.

The Second Local Training in Bulgaria ended with a visit of 5 energy-audited sites in the Municipality of Bratsigovo. 3rd Training for Municipalities

Conducted by: ECQ and ARM Date: 2 June 2015 Place: Municipality of Chepelare

The event was attended by 7 participants from the municipalities and 4 representatives from ECQ and ARM The aim of the training session was to make:  Review and evaluation of the work progress  Presentation of the investment projects and indicators for implementation of the Action Plans  Presentation of sample content and scope of the SEAP  Visit to the “Refurbishment and modernization of the Municipal Children’s Complex” building site in the town of Chepelare that implemented energy saving measures.

Material distributed included also a Sample table with investment actions (to fill in) and a table with performance indicators as per project coordinator’s request.

ECQ and ARM combined the conduction of the 3 local trainings (see above) with In house trainings.

12th Training on SEAP monitoring together with performance of EnMS – Sannicolau Mare
