Summary:

Recruiting children considered a grave violation of international humanitarian law and as one of the most abominable crimes of our day that blows up the future of a society, since they are the most vulnerable group to dangers in conflicts, such as murder, torture, physical and sexual violence. Not to mention the crime of exploiting them, pushing them into wars. The world has criminalized the recruitment of children and has Established international and local charters, treaties and laws to protect children’s rights. However, (MHRD) highlights in this report the crime of recruitment of children by the Iran-backed Houthis, the ways and means of recruitment such as media and cultural mobilization that are widely and systematically practiced in schools, institutes, mosques and religious centers, as well as in towns and popular neighborhoods by what so called Tribal Sheikhs and supervisors affiliated with the Houthis. In addition to the Houthis exploitation of the living conditions the citizens suffered due to the conflict that has been going on in Yemen for years, they (Houthis) also exploited the summer centers in this process by employing humanitarian aid for the recruitment. The report touches upon children abducting, carrot and stick methods practiced by the Houthis in their areas of control. It also touches upon the negative effects, repercussions and risks to which child soldiers are exposed, in addition to clarifying the legal and human rights vision for this human crime, which is part of the Houthis behavior in destroying Yemen and its people. Data and information related to this human crime, are also included in the report, in addition to details, forms and testimonies of the victims› relatives regarding the recruitment of children by the Houthis, which threatens the future of an entire generation, might have negative interim and strategic repercussions. Names of the child recruitment network of Houthi leaders are also listed in the report, in addition to a number of statistics and analytical data for this crime, including: The numbers and geographical distribution of child victims, their age groups, lists of names, and the tasks assigned to these child soldiers during combat operations. The war is about to take out an entire generation in Yemen, since the global conscience does not act to stop the crime of child recruitment and end the war in the country, as

long as the Houthi group is working at a high pace to support its fighting capabilities by opening dozens of child recruitment camps. Despite the varying estimates of the number of children who were recruited in national and international reports, the numbers remain estimates that do not reflect the true scale of the disaster that Yemeni children are exposed to. The UN 2017 report, estimated the number of children recruited by the Houthi group at about 1,500, while a report by the Associated Press stated that the Houthi group had recruited about 18,000 children by the end of 2018. As for the report issued by the Euro-Mediterranean Observatory and SAM in February 2021, it was stated that the Houthi group had recruited (10,333) Yemeni children since 2014. In September 2019, the Ministry of Human Rights in the Yemeni government published estimates indicating that the Houthi group had recruited more than 30,000 children since 2014. While MHRD documented ((by name and video)) the killing of 640 Yemeni children during the first six months of 2021, who were forced by the Houthi group to fight in its battles, and who were buried in funeral processions announced and broadcast through the official media of the Houthi group. The number of children killed in the battles of the group, who were not buried in official ceremonies and whose names were not published in the media, is estimated to be double the officially announced number. As for the wounded and injured of the child soldiers, their number exceeds (3,400), according to what was verified by the MHRD team from the records of the hospitalization departments in the capital Sana’a, Al Mahwit, Dhamar, Hodeidah, Hajjah, Ibb and Taiz, and from the statements of the group’s Wounded Care Institution. Statistics show that the total number of children who were killed in the battles of the Houthis are from (15) Yemeni governorates, in which children are still - in most - subjected to grave and continuous violations. The child victims are divided into three age groups as follows: The first age group: from (1012-) years old. The second: from (1314-). The third: from (1517-). Through an analysis of information and statistics on the number of children killed, we reached important results that enabled us to identify the governorates of Yemen in which children are subjected to grave violations from the reality of the number of

children killed, which are in order as follows:

Sana›a: It ranks first in the number of child soldiers victims, with a rate of (22.2%). Dhamar: It ranks second in the number of child soldiers victims, with a rate of (16.6%). Hajjah: It comes in third place in the number of child soldiers victims, at a rate of (13.3%). The Capital comes fourth in the number of child soldiers victims, with a rate of (10.3%). Ibb: It ranks fifth in the number of child soldiers victims, with a rate of (7.5%). Saada: It ranks sixth in the number of child soldiers, with a rate of (7.3%). MHRD›s team worked double in preparing this report, based on monitoring and documenting of field data and information, and analysis of videos and photos of the victims. It also worked on the daily monitoring and documenting of the media affiliated with the Houthi group, and the officially announced funerals and burials for the dead children, in addition to field work carried out by the team during the period from January 1, 2021 to June 1, 2021, including: Hearing a number of testimonies and interviews with a number of victims’ relatives, and those interested and concerned with defending children’s rights. In conclusion, the report includes a number of recommendations for combating the crime of child recruitment and the role of the international community.

The Houthis on the shame list for violating children’s rights:- In 2012, Houthi leader AbdulMalik Al-Houthi met with the Special Representative of the Secretary-General for Children and Armed Conflict - the United Nations, Leila Zerrougui, and (he) pledged to work and promised to end the recruitment and the use of child soldiers, but the large number of victims of child soldiers recruited by the Houthis since 2014 until now, proved that his promises were definitely blatant lies. It was confirmed by United Nations on June 18, 2021 that the Houthi group is violating the rights of children in Yemen. The Secretary-General of the United Nations, Antonio Guterres, included the Houthi group on the blacklist of violating children’s rights. In a detailed report by the Yemeni researcher Abdu Ali Al-Hothifi, who specializes in documenting violations of Houthi recruitment of children, he documented (depending on Houthi media sources) the killing of (1410) children in 2020, provided with names, date and place of death and age, . Last February (2020), the Yemeni Network for Rights and Freedoms, documented 65,971 violations against Yemeni children during the past four years. Yet as shocking as these statistics are in these reports and other international reports,

the violations against childhood have not been fully documented, as the Houthis have been recruiting children and pushing them into wars for many years, even since their six wars against the Yemeni State that erupted in June 2004. Despite reports related to this, the Houthis are still committing these crimes, while the means and methods of regional and international pressure towards them are still very weak in terms of impact, as the Houthis completely ignore, confront them with a number of justifications, flimsy excuses. At the very time the human rights reactions continued about including the Houthis in the list of shame by the United Nations for violating children’s rights, the Iran- backed militia responded with an attack on the international organization, with more child recruitment, bragging about them in their media in flagrant defiance of the international community.

MHRD revealed in this report a list of the names of the most prominent leaders in the Houthi group who violated children’s rights in Yemen, and who are mainly involved in the recruitment of children at the level of the capital Sana’a and the governorates under the group’s control. MHRD documented, based on a field survey, the involvement of a number of (122) Houthi leaders in the operations of attracting and recruiting children in Yemen, within different methods and means, through (cultural courses, schools and institutes, summer centers, detention centers, and kidnappings...etc). MHRD has documented that the Houthi group granted military ranks to 155 children out of the total number of victims of 640 children, as follows: 2 children awarded the rank of Colonel 10 children awarded the rank of Lieutenant Colonel 11 children awarded the rank of Major 24 children awarded the rank of Captain 48 children awarded the rank of First Lieutenant. 21 children awarded the rank of Second Lieutenant. 39 children awarded the rank of Assistant.

Imam Al-Hadi Cultural Foundation. Bunyan Foundation. The Martyrs Foundation. People›s Social Development Foundation. Yemen Thabat Developmental Foundation. Imam Zaid Foundation. Actually, the effects of the crime of recruiting children by the Houthis or any other groups are not limited to being a flagrant violation of the rights of children, but extend to being a deliberate political approach that the Houthis are turning to through these practices to trap the present and the future with many problems and challenges that will affect Yemen and its people in the medium and long terms. Today, Yemeni children are paying a heavy price in light of the continuation of the conflict, in addition to the thousands who were displaced by the war from their homes to displacement camps, lived under the threat of conflict, deprived of access to education, services, health care....

Family disintegration, school dropouts, and other social problems are no longer the most dangerous for children, but rather the escalating war in Yemen has become a fertile environment as the Houthis have attracted thousands of children to fight under deceptive titles, such as liberating Jerusalem and defending the homeland from the American invasion and the alleged Saudi occupation. Not to mention the fighting with sectarian and ideological motives; reproducting of the brutality of the Iranian State of Khomeini.

Methods and ways of recruiting children:

The Houthis use different methods and ways to recruit children according to a targeted mobilization methodology that affects the emotions and ideas of young people, as they are the most and fastest affected by the group’s thought and interaction with it. In this methodology, the Houthis rely on the media discourse and its intensive mechanisms dedicated to mobilizing with slogans, cultural programs, mobile applications such as games and other methods that are broadcast through visual, audio media, many of which have been developed in recent years, and most of them are produced in and Iran, not to mention what is produced by the Houthi Masirash Media Foundation. methods of recruitment for children. The areas under their control are flooded with narcotics and stimulants such as (Al-Shamma), which is distributed on a daily and private basis to Houthi fighters and contains, according to reports, Narcotics push children to fight without feeling. The Houthis also adopt ideological mobilization to recruit children through activities in schools, institutes, summer centers, mosques, and religious and national events, which they implement in their areas of control. (MHRD) will shed light on a number of methods and ways of recruiting children:

Schools:

Schools and institutes are a major source for the Houthis in recruiting children and spreading their extremist sectarian and religious ideas, which include the ideas of Khomeini and the books of Hussein Badr El-Din Al-Houthi, the founder of the movement. They are taught these extremist concepts through school activities such as radio, lectures and photo exhibitions that glorify the group’s war dead, visit the so-called kindergartens, honor the children of the war deads, using religious and national occasions, as well as through the school curricula, which they made many amendments to during this stage .. The Houthis also employ a number of members of the movement in teaching in schools and institutes as well as universities, and their main task is often mobilization 12A Issued By/ Moyyun Organization for Human Rights and Development (MHRD) Children, Not Guns

that has nothing to do with the knowledge supposed to be taken from these educational institutions, and has nothing to do with the educational process. Since their coup against the regime in Yemen on September 21, 2014, the Houthis have imposed their control over the state and its institutions, especially the Ministry of Education, and have worked to change and modify School Curriculum, introduce sectarian, ideological and social mobilization ideas of their own. The climax of the amendments to the School Curriculum since 2018, following their assassination of former President Ali Abdullah Saleh on December 2, 2017, one of the reasons for which was the rejection of the Houthis’ changes to the Curriculum by Saleh and his party; the People’s Congress Party (PCP). For the Houthis, the educational and training institutions are considered a primary source of human supply for them. Therefore, they entrusted Yahya Al-Houthi, brother of the group’s leader, to the Ministry of Education, who in turn directly supervises the programs and activities of recruiting children from schools, inculcating concepts and ideas of the Houthi movement in their minds. Abdullah, the father of Sami (14 years), from Manakha District, Sana’a Governorate, is in the first grade of secondary school. He told the MHRD’s representative by the phone that the deputy director of the school in which his son was studying wanted to be promoted to be the school director, and in 13A Issued By/ Moyyun Organization for Human Rights and Development (MHRD) Children, Not Guns order to gain the trust of the Houthi leaders, he gathered a number of students, then transferred them to participate in the events and activities called for by the Houthis, especially the rallies supporting them, only to be surprised by Abdullah days later that his son Sami did not return home from his school, and when he went to look for him, they told him that he had gone to participate in a cultural course and would return after a week. Sami›s father (who asked not to be mentioned) says his son came back a poster stuck to the coffin of the dead, he was given a funeral in which Sami›s father was not even able to cry over his son so that he would not be seen as if he rejected the group and their war. Groaned in sorrow, Abdullah says that for three months he has only received one call from his son telling him that he was fighting in Dhalea Front for the «liberation of Jerusalem!». Sami was not the last and was not the first in the series of childhood›s death crematoria in Yemen. There are about 2 million children out of school in Yemen, according to United Nations statistics. Tens of thousands of them are in Houthi- controlled areas

Mosques: The Houthis attach great importance to mosques, religious activities and occasions, as Qur’an centers, in their intellectual and ideological project since the establishment

of the group by Hussein Al-Houthi as basic gatherings for their da’wa, and considering it a center for the launch of their Qur’anic march (according to their claim). They sought to make mosques and religious occasions one of the most important means and methods of recruiting children, and to control their ideas in reproducing the experience of Iran, Hezbollah and ISIS. The Houthis stormed mosques, turned them into centers to spread their extremist ideas after they blew up the Qur’an centers and replaced preachers with ones who were trained and rehabilitated on a Houthi intellectual and ideological methodology with the aim of pushing sympathizers and the audience of worshipers in general to offer their children to join and fight with them. Although there is a societal rejection by the preachers who were imposed by the Houthis by force and were entrusted with the responsibility of recruiting, they also went to try to convince the former preachers under the so-called faith identity. They also set up television screens inside mosques to broadcast Houthi speeches and sectarian lectures, obliged the audience of worshipers to listen to them. Mosques have also been transformed into exhibitions of pictures of the Houthis war dead and slogans that glorify killing, fighting, culture of death, disbelief of the other, and and incitement to fighting. In addition, the Houthi Endowment Authority adopts the two Friday sermons centrally and circulates to all mosques. These sermons employ religion to serve the group, urge people to go to war, call on worshipers to collect donations, recruit their children.

Neighborhoods: As part of child recruitment methods, the group’s leaders assign affiliated supervisors, who recruit children in neighborhoods in various ways, such as engaging them in cultural courses and tempting them to obtain weapons, money, jobs, military and security ranks, and privileges such as food aid, under difficult financial and living conditions. In Mathbah area the capital Sana›a, Mohammed Al›Asri (35 years old) told the representative of MHRD, that Houthi supervisors in the area are recruiting children by attracting them, exploiting their enthusiasm and emotions, as well as through the permanent monitoring operations carried out by the Houthis on the residents of neighborhoods and their economic conditions, especially the neighbourhood’s heads

and their supervisors, who barter poor families for their children in exchange for aid, allowances and services such as gas, security permits, and exemptions for service fees such as water, schools and rents. Although there is a state of societal rejection within the neighborhoods, especially by mothers who refuse to hand over their children to the Houthis, and the opposition of some fathers; but this opposition has been reduced by the Houthi intimidation accompanying these practices by direct and ready accusations of opponents of their policy, accusing them of espionage for the benefit of their enemies (a charge always being ready).

Tribal Sheikhs: The Houthis exploit the demographics of the northern regions and the influence of tribal sheikhs in the community to recruit children, using intimidation as well as money in order to win over their loyalties to ensure the mobilization of the largest possible number of fighters. In a document monitored by (MHRD), the Houthi leader, Hanin Qutaina, former head of the tribal affairs department, revealed that the department allocated sums of money to the sheikhs and granted each person who recruits fighters YR20,000 for the sheikh and YR50,000 (approximately $80), for each person who recruits, provided that money is handed over to his family after he joins the fight. The money that some tribal sheikhs and Houthi supervisors receive in return for recruiting fighters; pushes to increase greed and indifference to the involvement of children in war, largely in war crime and human trafficking, as long as they receive financial gains. In Hajjah Governorate, North Yemen, for example, Al Heba clang from Mahabesha

area lost 10 of its children who were killed in one day during the battles taking place on the outskirts of Ma’rib Governorate. A source close to Al Heba family told (MHRD) that the clang lost most of the males, including children, in the Houthi wars, as the sheikhs and senior figures of this clang pushed the children and youth of their sons to fight with the Houthi group in order to achieve material gains.

Summer Centers:

During 2021, the Houthis set up more than 945 summer centers summer centers for students in their areas of control, in which tens of thousands of male and female students joined, according to the Houthis. The Houthis have entrusted their leaders, security and military supervisors with the task of supervising these summer centers, which are similar to the cultural and military courses they hold for new recruits, but with less time and programs. However, in these centers, the intellectual activity of the Houthi extremist sectarian and religious ideas are intensified, especially the books of the group’s founder, Hussein Al-Houthi. In addition to listening to the speeches of AbdulMalik, the leader of the group, and videos of his speeches. They also listen to Hassan Nasrallah, Secretary of Hezbollah, Qassem Soleimani and the Iraqi Popular Mobilization, and documentaries of the storming of the American and Saudi embassies in Tehran, and about Hezbollah battles and military maneuvers for the two groups, in which children participated.

In the manner of the ISIS, the group trains children on various combat exercises in those centers and distributes jihadist clothes and ties to them. In these centers, the Houthis practice a policy of infusing the minds of children and future generations with extremist sectarian ideas, on the way of exporting the Khomeinist revolution to various countries in the region. It is reported that children in these centers are at risk of physical violence and sexual harassment. Virtual battles for children are held in these centers, as well as training in carrying and using weapons, encouraging children to be combative leaders as a first stage in preparation to transfer them to the battle fields.

Humanitarian aid: The deteriorating economic and living conditions have led many Yemenis, especially those without income, to push themselves and their children to fight with the Houthis, as they are the ones who have money and control most of the country resources and economic sectors. The Houthis claim they care for people families, but in fact, they take children to secret camps supervised by leaders close to AbdulMalik Al-Houthi, working to raise an entire generation that is ideological filled with an extremist sectarian culture and ideas, then push them into the battles. The Houthi group uses the humanitarian aid provided to Yemenis by the international community as a weapon to starve Yemenis and as means to attract and recruit children, as it prevents these aids from reaching beneficiaries, directing them to their war effort. Part of these aids bartered by some poor families for their children. Among the Houthi tools to implement this are, the Supreme Council for Management, Coordination of Humanitarian Affairs, Int›l Cooperation, as well as The Martyrs Foundation for the Care and Rehabilitation of the Families of the Martyrs, the Bunyan Foundation for Development and Zaid Musleh Foundation.

Abducting, Forcible Recruitment: The Houthis practice methods of abducting, forcible recruitment and taking children against anyone who opposes them or refuses to join their battles. Then they are pushed into combat. At the same time, the Houthis target the sons of poor and weak families, orphans and the marginalized with extensive kidnappings, considering that these families cannot search for their children and cannot retrieve them from the battle fields. Adel Al Mukhtar, 45 years, from AAnis, Dhamar governorate, fled to with his two sons: Ayman (15 years) and Majed (13 years). He says that he was harassed and threatened with jail and killing by the Houthis because he refused to join them, and because he belongs to a political party opposed to them. «When the supervisors in the area found that they were unable to attract me or silence me, they abducted my son Ayman from the front of the house on charges of insulting the AbdulMalik Al Houthi, then took him to their cultural center that day. When we went to look for him at the police station, they told us that they would take him to a cultural course, then the battle field to discipline him, as they claimed». Al Mukhtar added.

At the beginning of February 2021, the family of the child Qanaf received the last call from their son, who told them that he had moved to Marib fronts within the media team. On February 25, 2021, the Houthi supervisor Yahya Al-Azab informed them that their son (Qanaf) was killed in Marib. The family preferred to search for their son›s body from February 25 to May 15, 2021. After follow- up, they received a body without limbs and unknown features. It was a painful and shocking thing. However, they continued for almost another week to search for the corpse of their son Qanaf, to no avail. They received the previous corpse without medical confirmation. On Saturday, May 29, a body was buried as Qanaf in his hometown in the village of Al-Awasija. (M.N.A) said: During our discussion with (Qanaf) comrades who attended the burial ceremonies about how Qanaf was killed. They reported: Qunaf went with five of his colleagues on a mission to reconnaissance and photograph in the front lines in Rahba district, and a landmine exploded in them. they said: Many of our colleagues are killed by landmines that our colleagues lay before they are killed. He said that the child (N.N.A), 14 year-old, was subjected to a landmine explosion in Rahba district, Ma’rib governorate. His feet were amputated and he became disabled.. After.. the wounded child became suffering from a psychological condition, and cried loudly during sleep, and often cried and said, «Advise the people of the village. It is enough for me.. no one helps anyone». «They are unable to provide a psychiatrist and weekly sports massage while we live in the village, and transportation is expensive». He added.

Testimony (3) MHRD›s team also met with the citizen (S.S.R), one of the relatives of the child soldier (A.S.R), who is 14 years old, from the directorate of Al-Qafar, Ibb governorate. Where he said: The child (A.S.R) was recruited in February 2021 by the supervisor of the Houthi group in the district (Abu Al-Hassan Al- Quhaif) after he attended meetings in the district with his counterparts from the Houthi families from our cousins. «Unfortunately, our cousins have become the most intolerant and motivated children to join the recruitment camps, cultural courses and summer centers.. It is a blind fanaticism in the name of family affiliation.» He added. Now, this child has been transferred to Sarwah front in Marib, and next to him are five children from the family, all of whom are under 14 years old. taking into account the principles contained in that Article, and recognizing the right of persons under the age of eighteen to special protection under .the agreement The war in Yemen, for years, has provided a fertile environment for the Houthis and other extremist groups to attract children and push them into death battles. This crime is one of the most prominent crimes and violations that the Houthis ostentatiously practice against human rights in Yemen and in front of the eyes and ears of the world, especially in the absence of deterrent UN sanctions. Given how the Houthis recruit children, and the tasks assigned to them, they are exposed to severe health, social, .psychological and family harm

Recommendations:

We call on the Security Council to refer the issue of child recruitment in Yemen to .the International Criminal Court as a war crime under the Rome Statute

We invite the United Nations Special Representative for Children and Armed Conflict, Virginia Gamba, to visit Yemen and conduct a direct assessment of child recruitment in areas controlled by the Houthi group and the internationally .recognized government

Protecting children from the illicit use of drugs and other addictive substances that .promoted among young people and children

The international community should exert more pressure on the Yemeni parties violating the rights of children in Yemen, and not only issuing a black list, as this procedure is not deterrent, and events have proven that criminals persist in violating children›s rights and push them into the burning fires of their absurd .conflicts

Issuing a black list of child violators in Yemen that includes the names of the leaders who were involved in the recruitment of children, imposing international .sanctions on them

We call on the international community to put more pressure on the Yemeni parties .involved in child recruitment, including travel restrictions and legal prosecution

Adopting programs, plans and projects in conflict areas aimed at alleviating the suffering of Yemeni children and improving their situation, as a translation and confirmation to ensure the protection of their human rights

Demanding the international community to stop funding and deal with the organizations involved in supporting the Houthis in the process of recruiting children by harnessing it to schools, mosques, summer centers and humanitarian .aid in the recruitment process
