Annexure-PFR File PRE-FEASIBILITY REPORT 1.INTRODUCTION This Prefeasibility Report is prepared for quarrying of Savudu (Brick Earth) by systematic and scientific mining and to obtain Environment Clearance under State level Environmental Impact Assessment Authority. The applicant Thiru.R.Ponraj, S/o Thiru.Ramasamy is an individual having skill on Savudu (Brick Earth) mining. The Savudu (Brick earth) is mainly used in the process of Country Brick manufacturing for local building construction purposes etc.. Thiru. R.Ponraj has applied New Quarry Lease for quarrying Savudu (Brick earth) over an extent of 2.39.5 Hectares in SF. Nos. 13/2, 13/3A, 29/3B, 29/4A and 29/4B for a period of 3 years in Chokkampatti Village, Tiruchuli Taluk, Virudhunagar District and the Mining Plan was approved by the Assistant Director, Geology and Mining, Virudhunagar vide letter Rox. No. KV3/436/2017 dated 28/08/2017. 2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION This project is more beneficial to nearby brick manufacturers and building construction by local peoples. The proponent has applied to the District Collector for permission to quarry Savudu (Brick earth) and the precise area letter for the area to which lease to be granted was issued by the District collector, Virudhunagar vide letter Roc.No. KV3/436/2017 dated 18/08/2017. The District collector directed to furnish the mining plan and further the Deputry Director, Geology and Mining, Virudhunagar approved the Mining Plan, the Proponent is seeking Environmental clearance from District Level Environmental Impact Assessment Authority, Virudhunagar for grant of fresh Quarry Lease by the District Collector, Virudhunagar. 1 (i) Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given. a) Name : Thiru. R.Ponraj b) Status of the applicant : Private, Individual c) Address : S/o Thiru.Ramasmy (address for correspondence) : 93, E.Muthuramalingapuram, Naduvappatti post, Sattur Taluk, Viruthunagar District – 626 203. A copy of precise area letter issued by the District Collector in. KV3/436/2017 dated 18/08/2017 is enclosed in the Mining Plan as Annexure-I. (ii) Brief description of nature of project: The Savudu (Brick earth) quarry lies over an extent of 2.39.5 Hectares in Chokkampatti Village, Tiruchuli Taluk, Virudhunagar District, Tamil Nadu. The area applied for quarrying lease is patta land leased by the proponent and hence, he has the surface right for quarrying. Mineral intends to mine : Savudu (Brick Earth) District : Virudhunagar Taluk : Tiruchuli Village : Chokkampatti S. F. No : 13/2, 13/3A, 29/3B, 29/4A and 29/4B Extent : 2.39.5Hectares No toxic elements or hazardous materials are reported from this area. The applicant has received necessary clearance reports from all the authorities concerned for quarrying Savudu (Brick earth). The proposed area for quarry lease is not a forest land. Type of Mining : Opencast – semi mechanized method & the material shall be excavated to a depth of 3.0 m and loaded directly into the tipper/ lorry for despatch. Period of Mining: 3 years from the date of registration of executed lease deed with district head. 2 (iii) Need for the project & its importance to the country and or region: 1) Savudu (Brick earth) is quarried for the purpose of manufacturing the country made brick and local village house constructions purposes. 2) After quarrying the mined out area will be used for fish culture pond and some portion and including safety area used for Agricultural use. 3) No damage to land is caused, no reclamation or back filling is required. 4) During quarrying of Savudu (Brick earth), the dust due to vehicle movements in the roads will be suppressed by way of water sprinkling to arrest the pollution. (iv) Demand-Supply Gap The demand for Savudu (Brick earth) is always there in the local brick manufacturing in the area and also village building constructions. (v) Export Possibility Savudu (Brick earth) is a low cost product and therefore the proponent would like to sell out the entire Savudu (Brick Earth) to the nearby end users and no export is proposed. (vi) Domestic Export / Markets Proponent would like to utilize the entire Savudu (Brick Earth) to nearby end users and no export is proposed. (vii) Employment generation (direct and indirect) due to the project. Owner Supervisor (Mine Mate) Skilled Operator – 1 No. Semi – skilled (watchman) – 1 No. Unskilled persons - helper – 1 No. The mining activity brings employment benefits to the nearby villagers. 3 3. PROJECT DESCRIPTION (i) Type of project interlinked and interdependent projects, if any. This project is located in Chokkampatti village, Tiruchuli Taluk, Virudhunagar District and it is mandatory to obtain Environmental Clearance for all mining projects irrespective of mining area as per the order of the Honorable Supreme Court of India in I.A.No. 12-/13/2011 in S.L.P.No. 19628-19629 of 2009 etc., dated:27.02.2012, the Ministry of Environmental and Forest Office Memorandum dated:18.05.2012 clearance has to be obtained for Minor Minerals from the State level Environmental Impact Assessment Authority, Tamil Nadu. As per above order all projects less than 25 hectares falls in ‘B’-2 Category of Schedule 1 (a). The extent of this lease area is 2.39.5Hectares, and falls in ‘B’ -2 Category of Schedule 1 (a). This project is only one site oriented and there is no interlinked and interdependent projects. (ii) Location The proposed quarry lease area in Chokkampatti village, Tiruchuli Taluk falls in Latitude 090 34’ 28.0” to 090 34’ 35.7” N & Longitude 780 10’ 11.0” to 780 10’ 18.1” E. It is represented in Survey of India topo sheet No. 58 K/2. (iii) Details of alternate sites considered and the basis of selecting the proposed site. This is a mining project, which is site specific due to availability of Savudu (Brick earth). Hence the site cannot be shifted. Opencast semi mechanized mining is proposed in the area for quarrying Savudu (Brick earth). The quarry site is considered on the availability of deposits. (iv) Size or magnitude of operation Targeted production of quarrying will be 34,704 m3 for 3 years by open cast semi mechanized method. (v) Project description with Process Details Mining Process Details : The area will be operated by opencast semi mechanised method. The proposal of 3 years mining is given below : 4 The area will be excavated during mining lease period for a depth of 3 m and is a very shallow mining. So, it is not necessary to maintain bench height and width. Sequence of Mining Operation (Opencast Semi – mechanized Mining) DEMARCATION OF LEASE AREA SITE PREPARATION QUARRYING OF SAVUDU (BRICK EARTH) & LOADING Proposed method of mining: Open cast semi mechanized method. Removal of over burden This is a very shallow mining of 3 meters from ground level and the overburden removal does not arise. Extent of Mining a) Mining The total area after leaving safety distance to the all boundaries will be mined for a depth of 3.0 metre only and maintaining bench height and width does not arise. 5 b) Loading equipment Loading of Savudu (Brick earth) shall be done by JCB. c) Transportation Haulage of minerals will be done by hired trucks / tipper directly to carry from mining area to the nearby locations. (vi) Raw material required along with estimated quantity, likely source, marketing area of final product/s, mode of transport of raw material and finished products. This is a mining project for mining of Savudu (Brick Earth) and so no need of raw material except utility items like fuel and lubricants Diesel, oil and water for drinking and utilities. The main fuel diesel requirement is 12,145 ltrs for the project and will be sourced from the local fuel vendors in Tiruchuli town. (vii) Resource optimization/recycling and reuse envisaged in the project. The excavated Savudu (Brick earth) will be despatched to nearby brick manufacturers and villages for building constructions. No recycling and reuse of resource in this project. (viii)Availability of water its source, energy/power requirement and source. During the quarrying work, pure drinking water will be provided to labor. For water sprinkling and green belt area, water tanker be provided. The required fuel for excavator is 12,145 litres of Diesel will be purchased nearby sources at Tiruchuli. (ix) Quantity of waste to be generated (liquid and solid) and scheme for their management/disposal. There is no waste generated and the entire excavated Savudu (Brick earth) will be used for nearby brick manufacturers and building constructions. (x) Schematic representations of the feasibility drawing which give information of EIA purpose. EIA Report identifies all of the issues and technical requirements of a proposed operation, with particular attention to potential Environmental, Health and Safety, Social and Economic Impacts. The purpose of EIA is to ensure the protection and conservation of the environment and natural resources including human health aspects against uncontrolled development. The long-term objective is to ensure a sustainable economic development that meets present needs without compromising 6 future generations ability to meet their own needs.

Tourists from various places come to visit Bhuminathaswamy Temple, Ramana Maharishi Ashram, Kamaraj's House, Andal, Vadabadrasayi koi, Shenbagathope Grizelled Squirrel Sanctuary, Pallimadam, Arul Migu Thirumeni Nadha Swamy Temple, Aruppukkottai Town, Tiruthangal, Vembakottai, Pilavakkal Dam, Ayyanar falls, Mariamman Koil situated in the district of Virudhunagar. Minerals and Mining The District consists of red loam, red clay loam, red sand, black clay and black loam in large areas with extents of black and sand cotton soil found in Sattur and Aruppukottai taluks.

In order to facilitate developers to establish Solar Power Plants of capacity 1 MW and above and also to have a competitive rate to the TANGEDCO, TANGEDCO proposes to facilitate the investors by procuring the energy generated from these plants through a long term Energy Purchase Agreement up to a capacity of 500 MWac, for a total capacity of 1500 MW considering the tariff of Rs.4.00 as upper limit.

    Chapter 13 Ramana Maharshi and Self-enquiry In the landscape of twentieth century Indian philosophy, Ramana Maharshi is often viewed as the spiritual counterpart of Mahatma Gandhi. People spoke about ‘the Maharshi and the Mahatma’ as the two forces behind the spiritual upliftment of the nation. The term “Maharshi” means “Great Sage” and indeed he was. Speaking little, Ramana Maharshi radiated a spiritual calmness which seemed to exend far and wide. He made no speeches, wrote no books, nor was he in any way a “guru” or spiritual teacher. But by his life, he seemed to demonstrate the reality of what we may call spiritual enlight- enment, whatever that may be. The existential question “who am I?” (in Tamil, nan¯ yar¯ ) embodies the essential teaching of Sri Ramana Maharshi. As with all existential ques- tions, there is of course, no simple answer. The question is the door towards a higher level of understanding. In the tradition of Advaita Vedanta,¯ the method of vichara or inquiry has often been delineated as the foundational method of discovery. Ramana Maharshi taught that our misery and suffer- ing is due to the fact that we do not know who we are. We have identified ourselves with this physical body and psycho-physical mind embodied by the ego personality. If we can transcend this limited self, we arrive at the Universal Self and thus perceive the unity of all existence. Venkataraman Aiyar (the original name of Ramana Maharshi) was born on December 30, 1879 in Madurai located in the province of Tamil Nadu, In- dia into what we may call a middle class Brahmin family.

    City Corporate cum Business Plan for Aruppukkottai Final Report Virudhunagar District, Tamil Nadu - 1 - 1 PROJECT OVERVIEW 1.1 ASSIGNMENT BACKGROUND The World Bank has been a partner in urban reform program of Government of Tamil Nadu (GoTN) with engagement through Tamil Nadu Urban Development Project (TNUDP) - TNUDP-I, TNUDP-II and TNUDP-III (in progress). Towards taking forward the urban reform agenda, the GoTN is now implementing the TNUDP-III with focus on furthering the reforms initiated under TNUDP-II. The Tamil Nadu Urban Infrastructure Financial Services Limited (TNUIFSL), as a financial intermediary, intends to assist the Commissioner of Municipal Administration (CMA) in strengthening and improving the financial position of its Municipalities for effective capital investment management and urban service delivery. These towns possess a good potential for implementation of such financial reforms for which it is essential to formulate a City Corporate Cum Business Plan. The CMA has started the process of capacity building in Municipalities through this process to enhance the vision of the ULBs in growth of their towns. The TNUIFSL has appointed M/s. Community Consulting India Private Limited (CCI) to prepare City Corporate Cum Business Plan (CCBP) for Aruppukkottai Municipality. 1.1.1 CITY CORPORATE PLAN A City Corporate Plan (CCP) is the ULB’s corporate strategy that presents both a vision of a desired future perspective for the city and the ULB’s organization, and mission statements on how the ULB, together with other stakeholders, intends to work towards achieving their long- term vision in the next ten years. A CCP translates mission into actions and actions into outcomes.
