[Oct. By ail Act of last session relating to Public Reports and Documents, all annual reports of public officers which were required by law or custom to be made to the legislature, were, from the passage of said Act, to include the year ending on the 30th of September following. As my last Report embraced the year ending on the 31st of December, 1856, the present Report, in accordance with the provisions of the Act referred to, will cover only the period extending from January 1st, to Septem­ ber 30th, inclusive, or three-fourths of the year 1857.

ANNUAL APPROPRIATION. By a Resolve of May 4, 1857, the annual appropriation in aid of the Library was increased by the addition of $2,000, making the annual sum of $2,300, now at the disposal of the trustees, for the purchase, binding, and preservation of books.

BINDING. Of the amount appropriated a large sum, as shown per account rendered, has been expended for binding. This large expense was occasioned by the accumulation in the old library room of unbound volumes which, for want of room, had remained in boxes and private places of deposit, awaiting more ample accom­ modations. As they were inaccessible, and therefore not con­ sulted, it was not deemed best to incur the expense of binding them till they could be properly arranged, and were exposed to injury by use. On removing them to the new apartment, their preservation and a due regard to the external appearance of the library, required them to be bound, and hence the unusual charges for binding during the past year. A considerable item of expense of this kind was for the rebinding of Audubon’s Ornithology, which was rendered necessary from the unwieldy size and bad condition of the volumes, and the constant refer­ ence to them by visitors. But the principal charge was for binding foreign works that had been received through interna­ tional exchanges, which were mostly in paper covers, and could not be suitably bound without considerable cost. 1857.] PUBLIC DOCUMENT—No. 28. 31

PURCHASE OF BOOKS. On receiving additional means for the increase of the library, in pursuance of the policy adopted for several years past of pro­ curing works adapted to its special character as a legislative library, it has been deemed expedient to expend liberally for the purchase of the reported decisions of the courts of the several States that had not been received and could not be obtained through the system of State exchanges. Accordingly an unusual sum has been expended for this purpose within the year ending with the date of this Report. And it is in con­ templation to procure, as early as practicable, a complete col­ lection of the published judicial reports of all the State and Federal Courts, as an object second in importance only to pro­ curing a complete and continuous collection of the statutes of the several States and of Congress. BALANCE. The unexpended balance of so much of the appropriation as has already been drawn from the treasury, as per account, is $125.74, and this added to the balance not yet drawn, makes a total unexpended balance of the entire appropriation amounting to $725.74, which will be needed for additional purchases before the next annual appropriation will be available. ASSISTANTS. Under a Resolve of May 4,1857, authorizing additional assist­ ance in the care of the library, a female assistant has been permanently employed to perform such labor as may be required, and her services together with other special and temporary aid, have been procured at an expense within the limits of the Resolve. FURNISHING. An appropriation made by a Resolve of April 15, 1856, for furnishing and fitting for use the library apartment, has been nearly expended in accordance with the purposes of the Resolve. [Oct. itory for the reception and convenient arrangement of the card Catalogue, and its preservation from disarrangement by curious and intrusive hands. PRIVATE ROOM. A private room, in connection with the library, is much needed. At present, there is no suitable place to which persons can withdraw for consultation, for a private interview, or for intellectual labor however special and difficult. As the library apartment is open to the public without any restriction, within certain hours, it is found by experience an improper place for the meetings of the Board of Education, and of the trustees of the library, also for the use of legislative committees, as it is impracticable to be by themselves at times when seclusion from company is quite important. As other places of consultation are often preoccupied, considerable inconvenience is sometimes occasioned by the want of a suitable room. It is believed that such a room can be provided at a small expense, without seri­ ously encroaching upon the convenience of other departments.

CATALOGUE. By a Resolve of April 29, 1854, the librarian and trustees were authorized to prepare and print a convenient catalogue with the most approved classification, and to employ whatever clerical assistance might be necessary for the purpose. Under the authority here given, a full and complete card catalogue has been constructed, in compliance with the rules adopted at the Smithsonian Institution, and extensively approved by the managers of large libraries. It is designed especially for the use of the librarian, and his assistants, containing for their information and reference a complete record of all works belong­ ing to the library, in a most convenient and compact form, giving a full title of each work, noticing every defect, or want­ ing volume, within a brief space which can be viewed with a glance ; and yet a perfect, alphabetical arrangement is pre­ served and brought down to the latest date, whatever daily additions are made to the library. For such a catalogue in respect to the purposes for which it was made, there is no sub­ stitute. From this a catalogue for use, as a daily manual in 1857.] PUBLIC DOCUMENT—No. 28. 38 the library, lias been prepared, and is now passing through the press, with a prospect of being published as soon as it may be needed for the accommodation of the legislature. In the pre­ paration of the day catalogue, advantage has been taken of the publication of catalogues of State libraries, and other large libraries, and an effort made to combine their excellencies and avoid their defects, and thus to provide a manual which, by its conciseness, distinctness, arrangement, and cross references both to authors and subjects, should be convenient as possible for use, while it was sufficiently full to answer the purpose of nearly all who may desire to consult the volumes. It may be observed, however, that while the books are arranged upon the shelves as they now are, according to subjects, and to some extent chrono­ logically, as in the case of an annual series of State publications and of many other works, the necessity of a catalogue for daily use is much diminished. Indeed, with such a classified arrange­ ment, a book can often be found with more readiness without a catalogue, than with the best manual where the arrangement of works is entirely miscellaneous.
