The objective of the study is to set up a framework that helps explain changes in the division of labor between civilians and the military in India from 1947 to the present day. There are three basic themes in this dissertation that I seek to develop and explain in various chapters. The first theme examines key issues which directly address the divide between civilian and military functions. In discussing the division of labor between civilians and the military and changes affecting India’s structure of civil-military relations, I borrow Samuel Huntington’s general framework outlined in The Soldier and the State. Huntington’s framework provides the starting point for my argument by informing the reader about issues that emerge in the contestation of civilian space by the military. The second theme highlights the very different nature or experience of civil-military relations in India when compared to the United States. The third and final theme of this study seeks to illustrate differences in the nature of the Indian and American political systems. A General Definition of Civilian Control Civilian control of the military is considered a critical necessity for effective democratic governance. It is the principle of civilian control that differentiates democracies from authoritarian states. In authoritarian regimes, the military performs a dual role of fighting wars and making policy. However, democracies pride themselves in a clear demarcation of roles between civilian and military functions.1 In most democracies, the executive, whether the President or the Prime Minister, is responsible for formulating policy while the military is designed to be a war fighting force entrusted with the responsibility of protecting the country’s territorial sovereignty from external and internal attacks. In outlining a general definition of civilian control, three features of civilian control warrant attention. First, civilian control can be understood as a set of functions that the political leadership of a state performs; functions that clearly give the political establishment more power over other institutions in society. These functions are generally associated with decision making over issues such as national security, domestic policy and military strategy. A political leadership’s power over other institutions derives from the primacy of political decisions in the formulation of national security, domestic policy and military strategy. Civilians have the “final say” (whether right or wrong) over a particular policy and by doing 1 Douglas Bland provides a neat description of the division of labor between civilians and the military. According to Bland, civil authorities are responsible and accountable for some aspects of control while military leaders are accountable and responsible for others.     HARISH KAPADIA A Siachen Peace Park? e were staying in army bunkers at base camp on the Siachen glacier. W In the next room I could hear my son, Nawang, then a young man of 20 years, talking with equally young lieutenants and captains of the Indian army. They were discussing their exploits on the glacier, the war and agitatedly talking about the friends being wounded and killed all around them. One well-meaning officer pointedly said to me as I entered the room to join the discussion: 'I am ready to fight for my country and defend the Siachen. But sir, I am young and I do not want my children and grand-children sitting on this high, forlorn Saltoro ridge defending the Siachen glacier. Why can't we have some solution to this wretched problem?' Another young officer added: 'Look at the glacier, a pristine mountain area polluted almost beyond repair. It will take decades, if not a century to rejuvenate. Something must be done.' These dedicated officers of the Indian army left the seed of an idea in my mind. This world is a legacy for the young, an area like Siachen belongs to them. They were ready to guard it with their lives; they meant well. My son, excited at the prospect of defending his country alongside other officers, had worked hard andjoined the army as a Gorkha Officer. Shortly thereafter he fell to a terrorist bullet in this bloody war in Kashmir. That seed of an idea became a raison d 'etre of my life.

    India - Researched and compiled by the Refugee Documentation Centre of Ireland on Wednesday 15 & Thursday 16 March 2017 Information on operation Blue Star In June 2015 the India Times notes: “India's most 'infamous' incident Operation Blue Star was a military operation that was ordered by then Prime Minister Indira Gandhi in 1984, to eliminate Jarnail Singh Bhindranwale and other Sikh militants who were amassing weapons in the Harmandir Sahib Complex (the Golden Temple) in Amritsar. Bhindranwale's plan was to take control over The Golden Temple” (India Times (5 June 2015) 31 Years Later, Here's How Operation Blue Star Changed The History Of India!). A report released in June 2014 by the Daily Telegraph states: “At about 7.30 on the morning of June 6 1984, Operation Blue Star, one of the most extraordinary battles in military history, came to a head when Indian army tanks pounded the Sikh shrine, the Akal Takht, with 105mm high-explosive squash head shells. It stands opposite the centre of the Sikhs’ religion, the Golden Temple in Amritsar. The complex housing the two had been occupied and fortified by a fundamentalist Sikh preacher, Sant Jarnail Singh Bhindranwale, who was demanding the establishment of Khalistan, a Sikh homeland. The assault was the climax of a nine-hour, gruelling battle between the Indian army and Bhindranwale with his heavily armed and well-trained followers. Sikhs in India, and in the West, were outraged by what they saw as the defilement of their holiest place. It was yet another exciting Annual Seminar held at the Air India Auditorium, Nariman Point Mumbai. The seminar was kicked off on 6 February 03 – with the Kaivan Mistry Memorial Lecture by Pat Morrow on his ‘Quest for the Seven and a Half Summits’. As another first the seminar was an Audio Visual Presentation without Pat! The bureaucratic tangles had sent Pat back from the immigration counter of New Delhi Immigration authorities for reasons best known to them ! The well documented AV presentation made Pat come alive in the auditorium ! Pat is a Canadian photographer and mountain climber who was the first person in the world to climb the highest peaks of seven Continents: McKinley in North America, Aconcagua in South America, Everest in Asia, Elbrus in Europe, Kilimanjaro in Africa, Vinson Massif in Antarctica, and Puncak Jaya in Indonesia. This hour- long presentation described how Pat found the resources to help him reach and climb these peaks. Through over an hour that went past like a flash he took the audience through these summits and how he climbed them in different parts of the world.

Christopher ABSTRACT With the September 11th attacks on the World Trade Center buildings, the intersection of religious ideals in war has been at the forefront of the American discussion on war and conflict. The New York attacks were followed by the U.S. invasions of Afghanistan in October of 2001 in an attempt to destroy the religious government of the Taliban and capture the Islamic terrorist leader Osama bin Laden, and then followed by the 2003 invasion of Iraq, both in an attempt to fight terrorism and religious extremism.
