YAPRAK 1 N. GÖKÇE 2 Abstract: Dr. Đbrahim Temo (1865-1945) one of the founders of The Committee of Union and Progress ( Đttihat ve Terakki Cemiyeti) was born in Struga as an Ottoman citizen with Albanian origin. He graduated from Gülhane Military Medical School in 1892. He began his ophthalmology education in Istanbul but finished in Romania, because he had to escape from dictatorship of II. Abdülhamid. He opened a lot of bureaus of Committee in Bulgaria and Romania. Temo returned to Đstanbul in 1908 but didn’t get on with his Committee. He founded Osmanlı Demokrat Partisi (Ottoman Democratic Party). In 1911 he returned to Romania because of pressures and threats. Temo was not only a doctor and a politician. He was also an author. He always wrote. He sent writings from Romania to Türkish journals especially the Đçtihad of Abdullah Cevdet who was also one of the founders of The Committee. It is reported that achieve of Temo is in Tiran. In his writing in the Đçtihat of 01 February 1925, he notices first the importance and misery of the Bursa thermal springs. Later he introduced some important thermal springs and hospitals of Romania. He gives communications about the attaining, prices and medical utilities of these organizations. Prof. Selçuk Akşin Somel Keywords: Derviş Vahdeti, Volkan, Pan-Islamism, Ottomanism, Political Islam The aim of this study is to reveal and explore the political ideas of Derviş Vahdeti (1870-1909) who was an important and controversial actor during the first months of the Second Constitutional Period (1908-1918). Starting from 11 December 1908, Vahdeti edited a daily newspaper, named Volkan (Volcano), until 20 April 1909. He personally published a number of writings in Volkan, and expressed his ideas on multiple subjects ranging from politics to the social life in the Ottoman Empire. His harsh criticism that targeted the policies of the Ottoman Committee of Progress and Union (CUP, Osmanlı İttihâd ve Terakki Cemiyeti) made him a serious threat for the authority of the CUP. Vahdeti later established an activist and religion- oriented party, named Muhammadan Union (İttihâd-ı Muhammedi). Although he was subject to a number of studies on the Second Constitutional Period due to his alleged role in the 31 March Incident of 1909, his ideas were mostly ignored and/or he was labelled as a religious extremist (mürteci).

    DOĞU ERGIL A REASSESSMENT: THE YOUNG TURKS, THEIR POLITICS AND ANTI-COLONIAL STRUGGLE INTRODUCTION The Jeunes Turcs or Young Turks were a heterogeneous body of in­ tellectuals with conflicting interests and ideologies. However, their common goal was opposition to Hamidian absolutism. Although the Young Turks were the heirs of the New Ottoman political tradition of constitutionalism and freedom —which were believed to be the final words in modernization by both factions— they did not come from the elite bureaucratic circles of the New Ottomans1. The Young Turks were the products of the modern secular, military or civilian professional schools. They «belonged to the newly emerging professional classes: lecturers in the recently founded government colleges, lawyers trained in western law, journalists, minor clerks in the bureaucracy, and junior officers trained in western-style war colleges. Most of them were half-educated and products of the state (high) schools. The well-educated ones had no experience of administration and little idea about running a government. There was not a single ex­ perienced statesman amongst them»12. The historical evidence at hand suggests that the great majority of the Young Turk cadres was recruited primarily from among the children of the petty-bourgeoisie. An Ottoman Story Until the End: Reading Fan Noli’s Post-Mediterranean Struggle in America, 1906-1922 Isa Blumi Abstract: As the lives of so many men and women in the late nineteenth century Ottoman Balkans collapsed, many began to invest in ways to circumvent the accompanying powers of the modern state. An equal number attempted to manage the changes by availing themselves to the evolving Ottoman state with the hope of fusing efforts of reform with the emerging political-cultural structures of the larger world that was explicitly geared to tear the multi-ethnic Ottoman Balkans apart. By exploring the manner in which some members of the Balkans’ cultural elite adapted as their worlds transformed, this article introduces new methods of interpreting and narrating transitional periods such as those impacting men like Fan S. Noli. His itinerary itself reveals just how complex life in the Balkans and Black Sea would be during the 1878-1922 period, but not one entirely subordinate to the ethno-nationalist agenda so often associated with him. XII, 323 S., 4 Farb- Abb., ISBN 978-3-89913-956-3, € 75,– The Treaty of Berlin of 1878 brought the Muslim populations of both Cyprus and the Dobrudja region under post-Ottoman administrations. Cyprus was leased to the British Empire, the southern part of the Dobrudja became a part of the Principality of Bulgaria, whilst the northern portion was ceded to Romania. Northern Dobrudja was also a part of Romania between 1918 and 1940. Whilst Ottoman sovereignty was de jure maintained both in Bulgaria (until 1908) and Cyprus (until 1914), 1878 marked the end of direct Ottoman control over all three areas. For several years, Hüseyin Ağuiçenoğlu has been conducting work on the history of Muslim minorities and their periodicals in Romania and Cyprus. With this study, a re- vised version of his habilitation thesis (University of Bern, 2010), he offers a comparative perspective on the Muslim press of both regions.

Findley, Advisor Jane Hathaway Theodora Dragostinova Scott Levi Copyright by Catalina Hunt 2015 Abstract This dissertation examines the Muslim community of Dobruca, an Ottoman territory granted to Romania in 1878, and its transformation from a majority under Ottoman rule into a minority under Romanian administration. It focuses in particular on the collective identity of this community and how it changed from the start of the Ottoman reform era (Tanzimat) in 1839 to the outbreak of World War I in 1914. This dissertation constitutes, in fact, the study of the transition from Ottoman subjecthood to Romanian citizenship as experienced by the Muslim community of Dobruca. It constitutes an assessment of long-term patterns of collective identity formation and development in both imperial and post-imperial settings. The main argument of the dissertation is that during this period three crucial factors altered the sense of collective belonging of Dobrucan Muslims: a) state policies; b) the reaction of the Muslims to these policies; and c) the influence of transnational networks from the wider Turkic world on the Muslim community as a whole. Taken together, all these factors contributed fully to the community’s intellectual development and overall modernization, especially since they brought about new patterns of identification and belonging among Muslims.
