    FAILURES AND ACHIEVEMENTS OF ALBANIAN NATIONALISM IN THE ERA OF NATIONALISM Nuray BOZBORA ABSTRACT The development of Albanian nationalism was not uniform from the beginning and it followed distinct patterns. First there were local protest movements, some were culturally based while others were created by the local elite to protest against local and specific problems. Later these different patterns in Albanian nationalism turned into mass uprising during the 1910 and 1911s. The aim of this paper is to understand the crucial period of mass uprising of Albanians and to analyse how these different patterns in the movement had participated and expressed themselves, what the basic motivation of uniting around a common purpose was, and ease and difficulties in this regard. Prof. Selçuk Akşin Somel Keywords: Derviş Vahdeti, Volkan, Pan-Islamism, Ottomanism, Political Islam The aim of this study is to reveal and explore the political ideas of Derviş Vahdeti (1870-1909) who was an important and controversial actor during the first months of the Second Constitutional Period (1908-1918). Starting from 11 December 1908, Vahdeti edited a daily newspaper, named Volkan (Volcano), until 20 April 1909. He personally published a number of writings in Volkan, and expressed his ideas on multiple subjects ranging from politics to the social life in the Ottoman Empire. His harsh criticism that targeted the policies of the Ottoman Committee of Progress and Union (CUP, Osmanlı İttihâd ve Terakki Cemiyeti) made him a serious threat for the authority of the CUP. Vahdeti later established an activist and religion- oriented party, named Muhammadan Union (İttihâd-ı Muhammedi). Although he was subject to a number of studies on the Second Constitutional Period due to his alleged role in the 31 March Incident of 1909, his ideas were mostly ignored and/or he was labelled as a religious extremist (mürteci).

Bibliography 273 Abstract The nation-state is now the dominant form of sovereign statehood, however, a century and a half ago the political map of Europe comprised only a handful of sovereign states, very few of them nations in the modern sense. Balkan historiography often tends to minimize the complexity of nation-building, either by referring to the national community as to a monolithic and homogenous unit, or simply by neglecting different social groups whose consciousness varied depending on region, gender and generation. Further, Bulgarian and Serbian historiography pay far more attention to the problem of "how" and "why" certain events have happened than to the emergence of national consciousness of the Balkan peoples as a complex and durable process of mental evolution. This dissertation on the concept of nationality in which most Bulgarians and Serbs were educated and socialized examines how the modern idea of nationhood was disseminated among the ordinary people and it presents the complicated process of national indoctrination carried out by various state institutions.

Far from being “ancient hatreds” the communal conflicts that emerged in Macedonia in this period were a result of the ongoing processes of nationalization among the different communities and the competing visions of their national projects. These conflicts were greatly influenced by inter-imperial rivalries on the Balkans and the combination of increasing interference of the Great European Powers and small Balkan states of the Ottoman domestic affairs. I argue that autonomy was a multidimensional concept covering various meanings white-washed later on into the clean narratives of nationalism and rebirth.

GENERAL PROVISIONS Article 1 This law regulates the organization and the competences of the City of Skopje, as a particular unit of local self-government; the type, name, boundaries, competences and organs of the organizational parts of the City are stipulated; the relations and the cooperation between the City of Skopje and the organizational parts of the City; financing; supervision; as well as other issues of importance for the City of Skopje. Article 2 The territory of the City of Skopje, as a particular unit of local self-government and the capital of the Republic of Macedonia, as stipulated by law, represents a unique spatial, urban, transport, socio-economic, ecological and administrative entity. For ensuring more efficient exercise of the right to local self-governance on the territory of the City of Skopje, certain works within its competence determined in the Constitution and in this law are performed by the city municipalities (hereinafter: municipalities in the City of Skopje) being its organisational parts. The municipalities in the City of Skopje are parts of the City of Skopje, with boundaries clearly defined in this law, in which the citizens are guaranteed to have democratic participation and responsibility for the performance of certain local activities within the competences of the City of Skopje that are determined with the Constitution and the Law on Local Self-Government, and which are determined in this law as activities within the competence of the municipalities in the City of Skopje.

    Gábor Demeter and Krisztián Csaplár-Degovics Social Conflicts, Changing Identities and Everyday Strategies of Survival in Macedonia on the Eve of the Collapse of Ottoman Central Power (1903–1912) Summary The present study aims to identify certain social dividing lines, fractures and motivations that accelerated the rise in political murders and everyday violence after the Ilinden Uprising. The contribution of foreign intervention (including both the attempts of the great powers to settle the question and the propagandistic activity of neighboring small states) and local traditions (customs) to the nature and extent of violence are also investigated. The authors will also consider the shift in the support policy of neighboring small states from construction to destruction—including the issues of economic benefit and local acceptance at a time when selection of an identity no longer entailed only advantages, but imposed threats as well. During this period the boundaries between the various types of violent action triggered either by religious and school conflict or customs gradually faded, while Chetas became highly organized and self-subsistent through cultivation and smuggling of opium and tobacco and expropriation of state and private property. In order to trace the territorial and cultural patterns of violence as well as specific and general motives, the authors conducted a statistical analysis of quantitative data regarding victims and perpetrators. The study is based on the comparison of Austrian and Bulgarian archival sources in order to check the reliability of data. The study area—the Sanjak of Skopje in Kosovo—is suitable for examining problems related to the birth of modern nations: the ethnic and religious diversity of this sanjak makes it possible to investigate both the tensions that existed within and between the Eastern Orthodox and Muslim religious communities as well as the impact of small states with territorial pretensions on this region.
