HITRANS BROADFORD AIRPORT SKYE BACKGROUND NOTE FOR MEETING WITH CIVIL AVIATION AUTHORITY Introduction 1. HITRANS is the Statutory Transport Partnership for the Highlands and Islands established by the Transport Scotland Act 2005. One of the primary duties of the Partnership is to prepare a Regional Transport Strategy. This Strategy must include the development and improvement of transport provision, having regard to the future needs of the region to enhance social and economic well being. The Strategy was submitted to the Minister in March 2007 and awaits his determination. 2. Surface transport from Skye to Central Scotland is 7.5 hours by rail from Kyle; 6.5 hours by bus from Portree; and 5.5 hours by car from Portree. Skye is the only part of the region with significant population (12,000 residents) which has such lengthy travel times without an alternative faster air service. Therefore, in response to the need to improve journey times and enhance the economy of Skye, the Regional Transport Strategy includes the aspiration for air services from Skye to Glasgow or Edinburgh. The Proposed Delivery Plan which accompanies the Strategy identifies the development of Skye airport in the medium term 2013-2017. 3. The HITRANS air network proposals were prepared in 2002 as part of the campaign to reduce air fares on the flights serving the region. These proposals included a Skye to Edinburgh air service because the market testing had revealed potential for a twice daily rotation of a 30 seat aircraft. The proposals were presented to the CAA for information at a meeting in Gatwick in 2002. -

Having satisfied ourselves that the planning authority’s consultation and engagement exercises conformed with their participation statement, our examination of the proposed plan commenced on 7 August 2018. We have completed the examination and now submit our report. In our examination, we considered all 28 issues arising from unresolved representations identified by yourselves to the Proposed Local Development Plan. In each case we have taken account of the original representations, as well as your summaries of the representations and your responses to such, and we have set out our conclusions and recommendations in relation to each issue in our report. We undertook a comprehensive series of unaccompanied site inspections. In addition we made six further information requests from the council and representees and the responses to these have been taken into account in making our findings. We did not require to hold any hearing or inquiry sessions. Strategic environmental assessment We have reviewed the environmental report which accompanies the proposed plan. This provides an assessment of the vision and spatial strategy and policies including alternative approaches as well as an assessment of site allocations and alternative sites. -

The West Highland and Islands Local Development Plan (abbreviated to WestPlan) is the third of three new area local development plans that, along with the Highland-wide Local Development Plan (HwLDP) and Supplementary Guidance, forms "the development plan" that guides future development in the Highlands. WestPlan focuses on where development should and should not occur in the West Highland and Islands area over the next 20 years. In preparing this Plan, The Highland Council have held various consultations firstly with a "Call for Sites" followed by a Main Issues Report then an Additional Sites Consultation followed by a Proposed Plan. The comments submitted during these stages have helped us finalise this Plan. Chaired by Adele Beck. Minutes by Norma Morrison. 1 Welcome Adele welcomed everyone to the meeting, our first since April 2018. 2 Apologies Four apologies received. 3 Minutes of the last meeting Minutes approved. 4 Matters arising All matters arising covered in agenda. 5 Route update 5.1 Route Proposed starting point: Kyle Train Station. Proposed finish point: Sleat junction. All four main landowners have now agreed to the route going along the north (seaward) side of the A87 with a road crossing just before the Sleat turn off. The Crofters along the main road in Breakish are also being approached and, so far, the feedback has been positive. It was noted by an attendee that the Ashaig road could be considered but it was felt that for funding opportunities a direct route was the best fit for Active Travel. The option to use the more scenic route would always available. 5.2 Liaison with Highland Council / Planning A pre planning application has been submitted on the 25th September 2018. Awaiting feedback. 5.3 Advice Andy met with Bob Brown, Upland path management for National Trust for Scotland, for advice. The SCW now has a Sustrans officer, Bo Hickey. © Lonely Planet Publications 353 Northern Highlands & Islands The northern Highlands epitomises most visitors’ romantic notion of Scotland. Vast, wild ex- panses punctuated by sparkling, steely blue lochs, and towering mountain ranges veined with snow, their summits often lost in swirling cloud. This is powerful country, and you can almost feel the desolation and tragedy of the Clearances – the silence can be deafening. But the romanti- cism of the region is inescapable too, and if you’ve ever heard the call of the wild, you’re likely to be mesmerised here. There’s something unique and Scottish in all of this – it’s the ethereal light that squeezes through the clouds and tangos over Europe’s northern fringe, illuminating its rugged splendour and changing its appearance by the hour, or even by the minute. The stunning scenery extends offshore to the Isle of Skye, where the jagged peaks of the Cuillin Hills tear at the mist, and the ghosts of Bonnie Prince Charlie and Flora Macdonald haunt the hallways of Dunvegan Castle. Skye is a paradise for walkers, climbers and wildlife NORTHERN HIGHLANDS enthusiasts, with its dramatic mountains, lonely lochs and scenic coastlines, home to golden eagles, peregrine falcons, otters, deer and seals. & ISLANDS & ISLANDS And that magical light intensifies as you head west to the Outer Hebrides – the ‘isles at the edge of the sea’ – with their landscapes of peat bog, lochan and bare, glaciated gneiss. These harsh landscapes are softened by glittering shell-sand beaches, wildflower-strewn machair, and buttercup meadows where the outlines of ruined crofts are visible in the turf like fossils in a stone. -

Agenda 11 Item Report SR/9/21 No THE HIGHLAND COUNCIL Committee: Isle of Skye and Raasay Area Committee Date: 31st May 2021 Report Title: Burial Ground Capacity Update, Isle of Skye & Raasay Report By: Executive Chief Officer Communities and Place 1. Purpose/Executive Summary 1.1 This report provides an update to members on the work being undertaken on burial ground capacity and new burial grounds in the Skye and Raasay area. 2. Recommendations 2.1 Members are asked: i. to note progress made on establishing the accurate numbers of available lair capacity and the ongoing work to secure land for burial ground expansion focusing on priority sites; and ii. continue discussions on burial ground capacity with local communities. 3. Implications 3.1 Resource Members agreed the capital budget review in January 2021. The capital budget for bereavement services is £608k in 2021/22 and £1.581m in 2022/23. This is committed expenditure for projects including extensions at Portree, Alness, Dornoch, Fort William, Dores and Kilmorack. Delays or flexibility on specific projects may be used to address critical issues of capacity at other burial grounds. Capital resources to address further burial ground extensions will be considered as part of the wider review of capital programme priorities in 2020/21. 3.2 In the revenue budget agreed at Council in March 2021, £20k has been included in the maintenance and repair budget for war memorials and memorial safety across Highland. A budget feed was also approved to cover the staff costs associated with this programme of work. 3.3 Legal Highland Council has a statutory obligation to manage burial provision and for memorial safety. -
